Committee Chair Oliver Davis called to order the Zoning and Annexation Committee meeting at
4:10 p.m. He introduced members of the Committee and announced the lack of a quorum.
Though no recommending action can be taken, Committee Chair Davis proceeded to give the
floor to the presenters.
Bill No 89-17-Mixed Use District Zoning Text Amendments
Committee Chair Davis continued Bill No. 89-17 due to the absence of the legislation's sponsors.
Bill No 01-18-Transfer of Zoning Related Responsibilities
Angela Smith, Deputy Director of the Area Plan Commission with offices on the 11th floor of the
County-City Building, stated, This has to do with the transferring of the ABZA responsibilities.
There were two (2)non-zoning related sections of the ordinance that dealt with the Building
Department so these didn't have to go through the Area Plan Commission,they were just filed
with you all. One (1)had to deal with the Building Department's responsibilities accepting
ABZA applications. We struck that out. The other one (1) was related to that as well.
Chuck Bulot,Building Commissioner of the Building Department with offices located at 125 S.
Lafayette Boulevard, stated, I think this has been a long time coming. It has come to the point
where we are so busy, it is virtually impossible to keep up with it all. Relinquishing some

responsibility to the Area Plan Commission really helps as they are more adept to deal with these
issues.
Committee Chair Davis opened the floor to members of the public wishing to speak in favor of
or in opposition to the legislation. There were none. He then turned the floor back to the
Committee for further comment. Due to the lack of quorum, no Committee action could be taken
and, as a result,Bill No. 01-18 was sent to the full Council receiving no recommendation.
With no further business, Committee Chair Davis adjourned the Zoning and Annexation
Committee mee ing at 4:16 p.m.
