In the matter of Track Llevaton salaries, the beginning of present
Track Elevation at Western Avenue was begun in July, 1933. The City Engin
eer and Clerk of the Board of Works prepared the original application
which ras presented to the State Department for funds to separate
the grade at WesternAvenueand New- York Central R. R. The persistent
and insistent efforts of t'ne 1=ayor, hngineer and the Administration
was kept up until the many objections to the project were overcome.

of Public Works and the City Administration that the project had been
appioved by tl-B Federal government and that the money for the con-
struction of the grade separation had beeWallovved.
Then the question of grade, sewers, clearance etc. , came up and con-
siderable more enpineering work had to be done on the project. These
objections were finally solved and the contz- ct was ready for bids in
June 1934.
bids were received and contract awarded in July 1934 and actual construct-
ion work started in August 1934.
In view of the -results accom-oli shed, the Board on September 4th. , 1934,
after construction of the project was assured, then took up the matter
of paying the City engineer and Clerk of the Board of Public Forks
at least part of -t.e salary set up in the law, which would be paid out
of Track Lle va tion funds.
The Board felt that in view of the results which had been accomplished,
City Lngineer Willi�zr, S. Moore and Clerk cf the Board, Hazel A. Turner,
should be allowed full track elevation salaries for the entire year
of 1934. The Board of Public Works felt that it was the judge of what
should be paid. Later, on December 8th. , at a Cabinet meeting, some
one of the Cabinet objected to the amount paid. In view of the objection
a compromise was made and tr. Iv=oore was given - services and
2,500.00 for
expenses paid by him and has asked to return the excess, which he has
done. %.iss 'Turner was allowed '$600.00 and was asked to return the balance.
She asked time to consider this ouestion. Today she reported that she
would not return any portion of the salary allow: ed her.
The Board is now of the opinion that no salary for track elevation shall be
paid either 1 r. Yoore or Yliss Turner for the month of December 1934.
The Board, hereby, states, that it was at the time the said payments were

The Board further states that there was no imposing upon the Board by either
I"iss 'Turner or 1r. I oore, and that no member of the Board has ever made
any statement that either I=iss Turner or Mr. Moore had procurred the
Boards' signature to said claims through fraud or misrepresentation. Said
claims were presented in the usual form and tLotL in blank as stated in the
press*
