(like, from India or A l . l Canada). Answer: Yes, companies from outside the USA can propose. Vendor shall clearly indicate their country of origin and office locations. A1.2 Question: Whether we need to come over therefor meetings? Answer: Vendors to propose as part of their approach how they will staff and deliver the project, including the use of off -site vs. on -site resources. The City anticipates that certain ley portions of the work will be performed on -site at City offices, as typical for this type of system implementation. A1.3 Question: Can we perform the tasks (related to RFP) outside USA? (like, from India or Canada). Answer: Vendors to propose as part of their approach how they will staff and deliver the project, including the use of off -site vs. on -site resources. City shall give preference to U.S. or Canada based resources. AI A Question: Can we submit the proposal via email. Answer: No, proposals must be submitted per the instructions provided in the RFP. A1.5 Question: Has the City of South Bend set a budget for this project, and if so please share. Answer: The City has included funding for this project in their 2018 budget. A1.6 Question: Starnik offers a true public cloud solution. Regarding the following items, would it be acceptable to data dump to the local office SQL server for these database/query purposes? DBA .l Ability to create custom tables by designated users (sys admin, dba, etc.). Page 1 of 7 DBA 2 Ability to create custom views by designated users (sys admin, dbc etc.). DBA 4 Ability to create custom procedures by designated users (sys admin, dba, etc.). G 7 Database tables are accessible via SQL queries or ODBC connections or AN connections G 8 Provides a comprehensive set of database documentation and manuals geared to database administrators, which includes the logical data model for the system, entity relational diagrams and a data dictionary. Answer: Vendor to propose how their solution will meet the stated requirements. A1.7 Question: Can you elaborate on the following item please: CCM 12 —Ability to assign customer to pre -defined payment plans. Answer: We would like the option for our staff to begin payment plan setup with a pre- defined and approved template instead of filling in blanks for every field of every payment plan created. A1.8 Question: Hosted vs cloud? Answer: The City's IT strategy embraces a "cloud -first" mentality, but also plans to consider on -premise solutions. We currently consider vendor hosted and vendor managed cloud as interchangeable. If a vendor does offer true hosted and true cloud, we are interested in the design differences of both. We are requesting pricing for both on - premise and cloud -based solutions. A1.9 Question: Does the City need access to real time database or dump data to local system? Answer: The city is requesting access to data to support ad -hoc queries and data analytics. Vendors should explicitly define their capabilities as it relates to the city's need to access data for ad -hoc reporting and other business needs. A1.10 Question: How many users would be concurrent users and how many field service staff? Answer: The City expects that all of its 60 employees could be in the system at the same time. The Utility employs 15 field service personnel. Al.I 1 Question: Is the project a fixed bid -lump sum? Answer: Items are described as part of Proposal Form E-Price Forms, and include a mix of Lump Sum and Unit Price items. The City does expect the implementation services to be performed for a fixed price and invoiced on a lump sum basis. Page 2 of 7 A 1.12 Question: For the Elemos waste management software inter face - import export via file formats or full integration? Answer: AN calls are the preferred method of interface/integration, but other methods will also be considered as long as the full technical details are disclosed. The ELEMOS Integration Developer's Guide has been included as part of this addendum as additional supplemental background information. A1.13 Question: Does the City want to use a proposer's customer portal or keep the existing one? Answer: The City's current Utility customer portal, Click2Gov, will not be retained, and we expect to use at least the utility billing functionality of a proposer's customer portal. We ask that vendors inform us of the full scope of their customer portal so we can determine how best to use it in our suite of web platforms. A1.14 Question: Of the 60 anticipated users listed on the cost form, approximately how many users will use the mobile application? Answer: The City expects the 15 field staff to utilize the mobile application. A1.15 Question: Of the 60 anticipated users listed on the costform, approximately how many users will be using cash drawers as described in requirement FM 8? Answer: The City currently has 10 users who would need cash drawers, comprised of 6 cashiers and supervisory staff. Al. 16 Question: Does the City have a preference for cloud or on premise deployment? Answer: See question A1.8 A1.17 Question: Will the Consultant involved in the RFP and requirement gathering process, Arcadis, also be participating in some capacity in the implementation? If so, what role are they expected to take? Answer: The City expects that the vendor selected will be responsible for the implementation of the utility billing software and will manage the project and perform all implementation responsibilities in tandem with City staff. Arcadis is currently under contract to assist the City with the implementation project management planning and initiation in conjunction with the selected vendor, with the review of system designs, and with the Fit -Gap analysis as described in the RFP. The City reserves the right to retain additional 3`d party consultants to assist City staff with their agreed upon project responsibilities. Page 3of7 A1.18 Question: Section V, Scope of Workpage 2 of 5 item 3, requests that vendor take the lead on the data conversion process. Will any City resources he available to assist with the data clean up and testing? Answer: Yes, the City expects to assist the vendor on these activities. Vendors to indicate the expected level of effort for City staff, as requested in the RFP Proposal Form F. Al. 19 Question: Section V, Scope of Work page 2 of 5 item 3, mentions that six years' worth of Memos, Notes, and Contact Records are to be converted. What formats and system are they currently in? What is the overall database storage size in the current data repository? Answer: All Memos, Notes, and Contact data required to be converted is stored in the Legacy NaviLine system. Memos and notes are free form text in a comments field and contact records are in their own separate table with their own specific schema. These are all currently stored on an IBM DB2 v7r2. We estimate that contact records amount to —129 MB, and notes of service orders (for all City departments, not just our Utility) amount to —50 MB. A1.20 Question: Section V, Scope of Work page 3 of 5 item 3, mentions that six years' worth of documents and attachments are to be converted. What formats and system are the documents and attachments currently in? What is the overall database storage size is the current data repository? Answer: Attachments amount to —1.41 GB, and are composed of PDFs, Word documents, and pictures. Attachments are currently stored in a network file server and accessed via NaviLine. A 1.21 Question: Section VL "Proposal Submission Requirements "- Page 4 of 6, item 7 states "Proposal Form D is provided as an Excel file with this RFP, Vendor must complete and return this Excel file, and must also include a printed copy of their responses as part of this section. " Will the printed version of Form D count towards the 80 page limit? Answer: Yes - as stated in the RFP Section VI, Bullet A., second paragraph: Proposals shall be limited to 80 sides of a page, total inclusive of all forms and any supplemental information, optional items, and appendices. Terms and Conditions, detailed staff resumes, and the Attachment 3 Affidavit are excluded from the total sides of a page count limitation. Proposals in excess of the sides of a page limitation may be eliminated from consideration. A1.22 Questions: Section VI. "Proposal Submission Requirements "- Page 6 of 6, item B — Licensing and Certification. Please speck exactly what type of licenses and permits Page 4 of 7 vendors are required to obtain and show proof of upon submission. Please alro clarify if those documents will be counted towards the overall 80 page maximum limit. Answer: All licensing and certification requirements are described in Attachment 3 of the RFP. A1.23 Question: Is the City open to a train the trainer approach, or is fill end user training required? Answer: Vendors shall provide all end -user, technical, and system administrator training as part of the implementation project. A1.24 Question: Currently, what are the estimated number of on-line 311 queries regarding Utility Billing? Answer: The current version of CRM Dynamics does not accommodate online queries. There are approximately 2500 phone calls per month logged by 311 on behalf of the Utility. Not all of those calls result in utility billing system interaction. In addition, numerous customer calls are received directly by utility staff. A1.25 Question: How many clients do you expect to utilize on line payments per month? Answer: There are currently about 6400 online credit card payments a month, which includes both onetime payments and recurring payments. The City expects the number of on-line payments to increase as a result of the new utility billing system. Al .26 Question: Proposal Form D, requirement CSS S requests that the new system "Portal provides the ability to request service, including service connections, transfers, disconnections, etc. " However, Section II "Project Background". Page 1 of 2 in the second to last paragraph states "Portal for Dynamics 36.5 will be the online source for City residents to submit all service requests. " Which approach is the preference of the City? Answer: The City's preference would be to have all service (not billing) functionality, utility and otherwise, in the Dynamics 365 CRM platform. We believe this would be the easiest digital experience for our residents. We understand that this might require custom interfaces or integrations with a CIS and/or a CIS's own online portal functionality. This is our preference, but we understand that many CIS softwares have online portals, some with similar functionality. If a CIS has its own online portal, it is important for us to understand what the CIS's own portal functionality is against the potential functionality of a CIS - Dynamics 365 CRM interface/integration. It is also important to understand the cost difference, if any, between the a CIS's own portal functionality and a CIS - Dynamics 365 CRM interface/integration. Page 5 of 7 A1.27 Question: What company is the current Dynamics CRMpartner for the city of South Bend? Answer: SADA Systems A1.28 Question: Just to follow asp, could we get more information on what is needed for the Elemos integration? Answer: Our current CIS informs ELEMOS of all the active locations, customers, and solid waste service types. Information from ELEMOS to CIS is not currently being considered. API calls are the preferred method of interface/integration, but other methods will also be considered as long as the full technical details are disclosed. The ELEMOS Integration Developer's Guide has been included as part of this addendum as additional supplemental background information. A1.29 Question: You are currently on SunGard. Why are looking for a replacement to this system? Need for more fasnctionality or end of life ofproduct etc? Answer: The City's existing Utility Billing utilizes Naviline which is now a Superion product, has reached the end of a useful life for the city as our needs have changed necessitating we look for a more current solution with higher functionality, better access to data, use of mobile computing, more capable of interfacing with our other technology solutions throughout the city, and reduction on the use of paper -based business processes. Al .30 Question: Project Timeline — is there a projected date that you are looking to be live by? And is there anything that might be driving the go -live date as in a rate change, city ordinance change etc? Answer: There is not a specific go live date being dictated for the completion of this project. Vendor should include a preliminary implementation schedule as part of their technical approach as requested in the RFP. The city expects that the vendor selected will have a very strong defined implementation project methodology complete with a detailed timeline, resource allocations, project milestones and project risks all clearly defined that the entire team will manage to for a successful, on time, project implementation. Flexible enough for any deployment, the methodology ensures that Advanced thoroughly identifies and integrates the City's requirements based on your particular business objectives, required user experience and success criteria. Advanced staff will work both on -site and through remote access to the City's system. Staff is onsite at key points in the implementation based on a schedule approved by the client, usually for 4-5 days at a time. During those visits, Advanced staff would work closely with the staff at the City to perform activities specific to completion of milestones identified in the project schedule. Advanced shall provide all required project management services to complete the CIS Infinity implementation and will be responsible for overseeing each aspect of the implementation including analysis, project planning, project management, requirements gathering, system configuration, and acceptance tests. The Advanced .implementation methodology utilizes a phased approach and consists of the following key phases: Phase 1 — Project Initiation The Advanced PM will work with the City's Project Manager and staff to organize project information for the preparation of the Project Schedule. The Advanced PM will be onsite to organize and present all of the information required to start the project. The Advanced PM will oversee the daily activities of the project and work in conjunction with the City's Project Manager and staff to ensure effective management of staff resourcing, forward planning initiatives and day to day project deliveries. Phase 2 — Functional and Data Conversion Discovery Analysis Advanced will review the detailed data and business requirements of the City. This analysis will provide an association between the City's business practices and the required CIS Infinity configuration. The Functional and Data Conversion Discovery Analysis phase will be led by Advanced and broken out into functional and data conversion workshops. The workshops review the functional and data conversion areas of the system and are the basis for how Advanced will configure, and convert all of the required business functions, business logic and data in the system. Advanced will create a detailed Business Requirements Document (BRD) and a Use Case Document for each development interface and modification requiring development for review and acceptance by the City. Advanced will review the documentation with the City remotely and update as required. Advanced will, when mutually agreed as beneficial for specific modifications, demonstrate prototypes of modification to the City for feedback prior to delivery. Phase 4 — Other Discoveries Reports Discovery The City will complete a reports template that will outline all the required CIS reports needed to support their business. Advanced will perform an analysis to review the City's CIS Infinity and Infinity.BI reporting requirements. Advanced will work with the City to align each required report to an already existing report in CIS Infinity and Infinity.Bl. Any required report that does not have a standard report match or has not been identified below as a required custom report, will be considered out of scope and will follow the Change Order process. The City will need to provide the logic to complete these reports. Bill Print Discovery Advanced will conduct a remote Bill Print Discovery Workshop. This workshop will be led by Advanced to review of all bill print types, notices and receipts including e-bills (Infinity.Link). The City outsources it bill print to a third -party vendor. Advanced will replicate the third party vendor's layout for the bill print, so that the City can m-print these documents in house if desired. Advanced will produce a Bill Print Specification which include simulated screen shots for review and acceptance by the City. Infinity.Link Discovery Advanced will conduct an onsite or remote Infinity.Link Discovery Workshop. This workshop will be led by Advanced with the purpose of reviewing the City's Infinity.Link customer web requirements including a detailed review of the City's business rules and technical environment. Prior to the start of the Infinity.Link technical workshop, the City will complete the Infinity.Link Checklist provided by Advanced. Advanced will deliver an Infinity.Link Discovery Document that will include the Technical Checklist. City of South Send, Indiana 35 ADVANCE© UTILITY SYST E M S Phase 5 — Initial Configuration and Conversion The City will provide a data extract to Advanced that will be loaded onto Advanced's secured FTP site. Advanced will convert the City's data so that it can be loaded into CIS Infinity. Advanced will create mapping from legacy to CIS Infinity, Advanced will develop a conversion routine to reflect the requirements of the City, Advanced's Conversion Specialist will prepare the Initial Data Conversion and Configuration to be delivered and loaded onsite. The results for the Data Validation parameters specified in the Data Conversion Plan will be included for review by the City. Advanced will assist the City in identifying Baseline Accounts (approximately 150) which are a representative cross section of the City's customers (e.g., rates, customer type etc.). The baseline accounts will be used to test and QA both the validity of the converted data and that the configuration begins to conform to the Functional Discovery document. Phase 6 — Core Team Training Advanced will provide, as part of the Training Plan, the specific training timelines and topics to be provided and presented to the City, The City's Core Team will be trained on Daily Processing, Cash, Billing and Collections prior to the start of the Discovery sessions. This training is typically conducted over two weeks. This training will help ensure that the basic functionality of CIS Infinity is understood prior to the Discovery Sessions. After the Discovery sessions, the City's Core Team will complete training on all other areas of CIS Infinity. This training is typically conducted over three weeks. A full training syllabus is included in the Training Plan. Core Team training will show all aspects of CIS Infinity functions to introduce the City to alternative methods to operate the CIS Solution and to document proposed changes to existing business processes. Each Core Team training session will include the City's subject matter experts to ensure that business objectives are met. Core Team training will also include the Issues Tracking Tool tracking tool, Additionally, Core Team Training will cover Client Owned Control Forms that the City will be responsible for configuring in preparation for Testing and Go Live (e.g. Security, System Administration, Letters, Actions, Service Order Generation, etc.). During training sessions, the City will document any potentialIy new processes. Any system bugs, set up issues, conversion issues and deficiencies shall be entered in the Issues Tracking Tool by the City. Advanced will assist the City with this process to ensure all items are documented through the Issues Tracking Tool. Deficiencies can be entered into the Issues Tracking Tool by the City's testers or Advanced's testers, any users who are given access to the system, and other personnel who may be involved during the Software Testing phases. Advanced is responsible for fully testing and correcting any deficiencies found during training. Any custom reports not identified at the Reports Discovery will be recognized as out of scope and follow the Change Order Process, hnfinity.BI will be installed and deployed on the City's servers. Phase 8 -- Interface/Modification Delivery Configurable Interface Delivery Once a configuration type interface has been configured, unit tested and reviewed internally by Advanced for quality assurance purposes, the City will be notified that the interface is ready to be released and available for testing. Advanced will roll out the interfaces remotely via WebEx according to a mutually agreed schedule. Modified Software and Interface Delivery Once each of the modified interface/software has been developed, unit tested and reviewed internally by Advanced for quality assurance purposes and successfully compiled, the City will be notified that the interface/modification is ready to be released and deployed in the City's environment through an executable or build. Advanced will roll out the modifications either onsite or remotely via WebEx according to a mutually agreeable schedule. Phase 9 -- Software Testing Advanced will support all software testing through a combination of onsite support, remote support and WebEx online support. Validated testing criteria will be used to determine if the testing phase is complete and the system is ready for the next cycle of testing. The Advanced PM will provide the City with generic test scripts. Modification of test scripts to match the City's specific business scenarios is the responsibility of the City, From the test scripts the City will create an ITC Plan (Integration Testing Cycle), and User Acceptance Test (UAT) Plan. Phase 10 — End User Training Advanced will provide CIS Infinity End User training to the City to secure a working knowledge of CIS Infinity. As part of the Training Plan, Advanced will work with the City to jointly create the appropriate Training Matrices (part of the Training Plan) that will identify classes and the Advanced and City staff attendance needs.
