and Arts
Committee Chair Randy Kelly called to order the PARC Committee meeting at 4:26 p.m. He
introduced members of the Committee and proceeded to give the floor to the presenters.
Bill No. 17-80-Energy Savings Contract for Venues Parks and Arts
Therese Dorau, Director of Sustainability Office, with offices located on the 1P floor of the
County-City Building, stated, Guaranteed Energy Savings Contracts are a special type of public
works project and,therefore, are governed under State Statute. They account for both the design
of an energy savings project as well as the construction of the project. The first step of that is an
energy audit of all facilities that would be considered for treatment under the project. That will
include all Venues Parks &Arts facilities as well as outdoor facilities including trails and
ballparks. It is a great opportunity to save energy but it does require a lot of collaboration
between the Council and a very qualified partner. With your aye votes on this, we will be able to
move forward with the design of this project and would come back to the Council with a project
recommendation after several months of engineering.
Committee Chair Kelly opened the floor to questions from the Committee and Councilmembers.
Councilmember Tim Scott asked, Are you tracking return on investment to the Century Center?
Ms. Dorau replied, Yes and actually under the State Statute, it requires the performance
contractor to annually submit that report of the savings. We get an annual savings report and so

does the State. We were excited to see we are performing actually about fifteen percent (15%)
better than our guaranteed savings at the Century Center.
Committee Chair Kelly then opened the floor to members of the public wishing to speak in favor
of or in opposition to the legislation. There were none. He then turned the floor back to the
Committee for further comment or main motions.
Committeemember John Voorde made a motion to send Bill No. 17-80 to the full Council with a
favorable recommendation. Committeemember Dr. David Varner seconded this motion which
carried unanimously by a voice vote of three (3) ayes.
With no further business, Committee Chair Kelly adjourned the PARC Committee meeting at
4:38 p.m.
