Agenda: Bill No. 17-79- Interlocal Agreement Provision of
Ambulance Services
Committee Chair Jo M. Broden called to order the Health and Public Safety Committee meeting
at 4:38 p.m. She introduced members of the Committee and proceeded to give the floor to the
presenters.
Bill No. 17-79-Interlocal Agreement Provision of Ambulance Services
Steve Cox, Fire Chief of the South Bend Fire Department, 1222 S. Michigan Street, stated, We
respectfully request the Council approve this resolution. It would allow the South Bend Fire
Department to provide service for the unincorporated portions of the County. Additionally,
beyond the two (2) year agreement, there is an automatic annual renewal built into the
agreement. We have had this agreement going since 1997. It has been very successful. The
current contract ends at the end of this year on December 31St. This includes two (2) ambulances,
two (2)paramedic ambulances and one (1)paramedic supervisor vehicle that covers those
western and southern parts of St. Joseph County. The few minor differences from the previous
contract include the length of the contract going from five (5) years down to two (2).
Elliot Anderson,Assistant City Attorney with offices on the 12th floor of the County-City
Building, stated, The County wanted to make sure there was some actual reference to a dollar
number for the maintenance and repair of ambulances. There is now a set rate in this contract.

Committee Chair Broden asked, Are there any issues with regard to the length of the contract?
Chief Cox replied, I can't speak for the County but they have made it clear to us they've wanted
to see what alternate providers would cost.
Committee Chair Broden followed up, When does the auto renewal expire?
Mr. Anderson replied, The auto renewal is indefinite in nature. It is intended to be that. Having
been previously a five (5)year commitment, this is a significant reduction from that. The idea
was that we wouldn't have to keep coming back to renew these agreements if there is comfort on
both sides.
Chief Cox stated, The contract covers fifteen(15)positions.
Committee Chair Broden opened the floor to members of the public wishing to speak in favor of
or in opposition to the legislation. There were none. She then turned the floor back to the
Committee for further comment or main motions.
Committeemember John Voorde made a motion to send Bill No. 17-79 to the full Council with a
favorable recommendation. Committeemember Karen White seconded this motion which carried
unanimously by a voice vote of four(4) ayes.
With no further business, Committee Chair Broden adjourned the Health and Public Safety
Committee meeting at 4:52 p.m.
