Broden, Gavin Ferlic Committee Members Absent: Randy Kelly Other Council Present: Karen White, Tim Scott, Oliver Davis Other Council Absent: Dr. David Varner, Regina Williams-Preston Others Present: Kareemah Fowler, Graham Sparks, Bob Palmer Presenters: Jitin Kain, Mike Bronstetter Agenda: Substitute Bill No. 53-17-Addressing Special Fees and Procedures related to Solid Waste Committee Chair John Voorde called to order the Public Works and Property Vacation Committee at 3:30 p.m. He introduced members of the Committee and proceeded to give the floor to the presenters. Substitute Bill No. 53-17-Addressine Special Fees and Procedures related to Solid Waste Jitin Kain, Deputy Public Works Director with offices on the 13'floor of the County-City Building, stated, This substitute bill proposes a few changes that we are recommending to clean up the language in the current ordinance. We are proposing some reduction in rates for yard waste as well as a few new rates. These are implemented to reduce the abuse of the program and will not impact the regular rate payer for the solid waste and garbage program. We currently offer weekly yard waste pick-up and if you would like an extra pick-up,residents have to call for that pick-up. The fee for that is twenty dollars ($20)per cubic yard and we are reducing that to ten dollars ($10) a cubic yard. A cubic yard is defined as ten(10)thirty(3 0) gallon paper bags. We are trying to make it easier for people. We currently have a container replacement fee of fifty dollars ($50). We are proposing a change where if the customer can show proof, in the form of a police report,that the container was stolen the fee will be waived for the first time. We added a return trip fee of ten dollars ($10). If a resident forgets to put the trash out and cannot wait until the next trash pick-up day, you can call the crew and it would be ten dollars ($10). If the resident claims their house was missed, we have a way of telling with our software system that tracks each truck stop. We added a contamination fee as well. Often times we'll see regular trash in the yard waste bins. It is a challenge for our crews because we then have to separate the yard waste from the regular trash because we cannot take regular trash to our organic resources facility. The first time a driver notices it,there will be a warning issued. The second time the driver notes a repeat offense the fee will be charged. There are other language changes in the ordinance. Councilmember Oliver Davis asked, Just to be clear if the driver misses the trash, the resident will not be charged? Mr. Kain responded, That is correct. Committeemember Jo M. Broden asked, How does the average resident know what contaminants are? Mr. Kain responded, We are primarily focused on the contamination of the yard waste contamination and it is pretty easy to know what is and isn't yard waste. Mike Bronstetter, Director of Solid Waste, 3113 Riverside Drive, stated, Just to clarify, yes, is can go both ways. If there is contamination of the regular trash,there will be a warning issued for the first and it will have information about what is and isn't contaminants. Committeemember Broden followed up, Does this affect in any way our contract with Solid Waste Management? Mr. Kain and Mr. Bronstetter both replied,No, it does not. Committeemember Broden then asked, Could you elaborate on the subsequent dwelling owners clause? Mr. Bronstetter replied, What we have seen is a lot of customers take their bin when they move. If a new homeowner moves in, the fee of ten dollars ($10)will be administered. Committeemember Broden followed up, And what incidents are going on right now that are not being charged? Mr. Bronstetter replied, Right now we are probably at about four(4) return trips a day. Contamination happens about five (5)times a day. There are approximately sixty-seven(67)to one hundred (100) claimed stolen bins per month. Committee Chair Voorde then opened the floor to members of the public wishing to speak in favor of or in opposition to the legislation. There were none. He then turned the floor back to the Committee for further comment or main motion. Committeemember Broden asked, What happens with piles in people's yards that neighbors are concerned about being a public nuisance? Mr. Bronstetter replied, In those instances, we would contact Code Enforcement and if they deem it a nuisance, we would remove it. 2 Committeemember Gavin Ferlic made a motion to send Substitute Bill No. 53-17 to the full Council with a favorable recommendation. Committeemember Broden seconded this motion which carried unanimously by a voice vote by three (3) ayes.
