Committee Chair Karen White called to order the Personnel and Finance Committee meeting at
4:37 p.m. She introduced members of the Committee and proceeded to give the floor to the
presenters.
Bill No. 17-52-Amendment to Office Lease Agreement at 207 N. Main
Michael Schmidt, City Legal Department with offices on the 12th floor of the County-City
Building, stated, A couple months back there were two (2) lease agreements. One (1) involved
the Police Department and the other involved Zion Church. This Resolution is following through
on my word that was as we identify these agreements, we are sticking to the State Statute and
bringing them forward to Council for their review and approval. The City has had a lease
relationship with 207 North Main LLC for its Waterworks Administration operation. They have
had this for a number of years but this was the first time it came across my desk for renewal, so
this was the opportune time to bring it before Council for final approval. It was approved by the
Board of Public Works. The space is ideally located as it is right across the way from another
waterworks facility. This is a three (3) year renewal and there has been some discussion in Public
Works of whether or not it is best to keep renting this facility. The termination clause gives the
City a six (6)month window to terminate the lease, should the City eventually elect to have their
own building for this operation. The relationship is very positive with the landlord. We do have
the accompanying fifty (50) signatures required by State Statute in support of this lease
agreement.

Councilmember Dr. David Varner asked, How many people do we staff over there?
Mr. Schmidt replied, I have no idea.
Councilmember Dr. Varner requested that information be brought forth at the 7:00 p.m. Council
meeting.
Committee Chair White asked, There is an indicated slight increase for years two (2) and three
(3), do you know what those percentages would be?
Mr. Schmidt replied,My understanding is it is about one hundred dollars ($100) a month.
Councilmember Oliver Davis asked, Is there adequate parking over there?
Mr. Schmidt replied, I don't think there are any concerns about that. At least,they weren't
voiced to me when it came to the renegotiation of the lease.
Committee Chair White opened the floor to members of the public wishing to speak in favor of
or in opposition to the legislation. There were none. She then turned the floor back to the
Committee for further comment or main motion.
Committeemember John Voorde made a motion to send Bill No. 17-52 to the full Council with a
favorable recommendation. The motion was seconded by Committeemember Regina Williams-
Preston which carried unanimously by a voice vote of three (3) ayes.
With no further business, Committee Chair White adjourned the Personnel and Finance
Committee meeting at 4:44 p.m.
