THEREFORE,WE RECOMMEND THE BE APPROVED: TIM S OTT �2 DA-VMVARNER APPROVED BY THE COMMON COUNCIL ON: January 22, 2018 ATTEST: 14 REEMAH FOWLEA, CITY CLERK ORGANIZATIONAL MEETING January 2, 2018 Be it remembered that the Common Council of the City of South Bend, Indiana met in the Council Chambers of the County-City Building on Tuesday January 2, 2017 at 6:01 p.m. The meeting was called to order by Council President Tim Scott and the Invocation was given by Councilmember Oliver Davis and Pledge to the Flag was given. ROLL CALL COUNCIL MEMBERS: Present: Tim Scott lst District Regina Williams-Preston 2°a District Randy Kelly 3rd District(late) Jo M. Broden 4th District Dr. David Varner 5th District Oliver J. Davis 6th District John Voorde At-Large Karen L. White At-Large Absent: Gavin Ferlic At-Large OTHERS PRESENT: Kareemah Fowler City Clerk Jennifer Coffman Chief Deputy Clerk Bob Palmer Council Attorney ELECTION OF COUNCIL PRESIDENT FOR 2018 City Clerk Kareemah Fowler called for nominations for the election of President. Councilmember Oliver Davis nominated Councilmember Tim Scott for the office of President. Councilmember Karen White seconded the motion. Councilmember Dr. David Varner then made a motion to close the floor to nominations. Councilmember Oliver Davis seconded the motion which carried unanimously by a roll call vote of seven(7) ayes. Council President Tim Scott became Chair of the meeting. ELECTION OF COUNCIL VICE-PRESIDENT FOR 2018 Council President Tim Scott called for nominations for the election of Vice-President. Councilmember Karen White nominated Councilmember Oliver Davis for the office of Vice- President. Councilmember Regina Williams-Preston seconded the motion. The motion carried unanimously by a roll call vote of seven (7) ayes. ELECTION OF CHAIRPERSON COMMITTEE OF THE WHOLE FOR 2018 Council President Tim Scott called for nominations for the election of the Chairperson, Committee of the Whole. Councilmember Oliver Davis nominated Councilmember Gavin Ferlic for the office of Chairperson, Committee of the Whole. Councilmember Karen White seconded the motion which carried unanimously by a roll call vote of seven (7) ayes. APPOINTMENT OF COUNCIL ATTORNEY FOR 2018 Councilmember Oliver Davis made a motion to retain Attorney Bob Palmer as Council Attorney for 2018. Councilmember Karen White seconded the motion which carried unanimously by a voice vote of seven(7) ayes. 1 ORGANIZATIONAL MEETING January 2, 2018 Councilmember Karen White thanked the citizens of South Bend, her colleagues, the City Clerk and the Council Attorney. She stated, As we look forward to 2018, I think it is very important that we continue focusing on the quality of life issues to assure the neighborhoods are strong and safe. We also must ensure that the budget continues to reflect the priorities that we know are important for our citizens. I look forward to a very productive year. Councilmember Oliver Davis thanked everyone. He stated, The key thing that started out for me is working on the Homeless Bill of Rights and Responsibilities. That will be coming in the coming weeks and I am excited about that. Councilmember Randy Kelly arrived at the meeting at 6:08 p.m. Councilmember Jo M. Broden stated, I am looking forward to 2018 representing the citizens of the 4th District but obviously all the citizens of South Bend. There are some important issues coming up on the Solid Waste Management District and I hope everyone is aware of those. I look forward to working with all of you in 2018. Councilmember Randy Kelly stated, I am extraordinarily excited about what is happening throughout our City in our parks. I look forward to seeing those things get off the ground in 2018 as that is something that will impact the quality of life for all of the residents of our City. I've enjoyed working with all of you in the last couple of years and am looking forward to the year ahead. Councilmember Regina Williams-Preston stated, I would just like to echo the sentiments of the other Councilmembers. I have thoroughly enjoyed the time I've had and the opportunity to work and learn from all of you. I am excited about this New Year and I feel like we have a strong team among us. We have done good things, we will do good things and will continue doing good things for the citizens of our community. Most specifically, I am looking forward to solidifying partnerships with South Bend Schools. I also look forward to working with our City Administration on the work of Prosperity Now and the racial and economic wealth divide. I am also excited about our new branch in the Community Investment Department and the work they will be doing with residential neighborhoods. Council President Tim Scott stated, This is a good team. The one (1)thing with any team is communication and I hope we continue to communicate. We are all strong individual leaders but we need to continue to communicate. By the end of the business day tomorrow, I need to know which committees you would like to serve on. Councilmember Dr. David Varner stated, A committee is strengthened with continued leadership and chairmanship. I think continuity there can be useful. Council President Tim Scott stated, Traditionally, our Attorney has been on an annual contract and it does not have to be. We don't have to talk about this now if we don't want to but looking back through the records it used to be longer. For some reason it got into being an annual renewal. We could look at two (2) years because that would coincide with the end of term with this Council. Councilmember Karen White stated, I think that makes sense. Council President Tim Scott tabled discussion on this item to a later date. ADJOURNMENT There being no further business to come before Council, Council President Tim Scott adjourned the meeting at 6:19 p.m. 2
