Gentlemen:
The State Division of Public Health, with its Bureau of Sanitary Engineer-
ing, operates under the statutes of the State of Indiana. Upon re ceivinp complaints,
it is the function of this division to authorize and to make investipatinns in the
field and laboratory, to recommend corrective action to be taken, and, if necessary,
to order such remedial measures to be made in the interest of public health.
The State 'division of Public Health finds that the city of South Bend
discharges raw sewage and industrial waste into the St. Joseph River abd streams
tributary thereto which creates a. menance to public health and discomfort to citizens
living adjacent to the streams under conditions of minimum flow of the stream.
An official regnort was submitted to the City of South Bend in 1930 setting
forth these conditions and made recommendations for corrective measures to abate
and eliminate the gross pollution.
The Board of the State Division of Public Health will meet in an official
session on 'fiednesda.y, October ?,5, 1933, and will grant ,your city a hearing. It is,
therefore, requested that Honorable vVm. R. Hinkle, and the Board of Public Works of the
City of South Bend, be present at the meeting of the Board, State House Annex Build -
in ,, Indianapolis, at 3 P. 11. Wednesday, October 25, 1933.

In the matter of the above communication, VV'. S. 17oore, City Engineer,
advised the Board that the 1"_ayor had instructed him to advise the D ivision of Public
health that he, the Layor, , and the Board of Public V orks members would be -present at
the meeting scheduled for 'Vvednesday, October 25, 1933, at 3 P. 1".., in Indianapolis.
Claims in the sum of "�812.39 for various departments were signed and
approved by the Bcr rd.
The Board approved nay roll claims in the sum of �';?3 , 300.83 for various
departments.
