Board met in regular session at 10: 00 A. 111. All member s .p.re sent. Y1inutes of
meetings held October 18th., and. October 21st., 1932, read and approved.
City Engineer, IT. G. Iffray, filed plans and the Board adopted said plans together
with the following improvement resolution:
Improvement Resolution No.2475, for the local sewer improvement in Duey
Street between Howard Street and South Dend Avenue.
In the above named improvement resolution, the Boars':_ hereby orders that on the
15th., day of November, 1932, this Board will meet in their office in the City Hall
at 10:00 A. ITT., to hear and receive remonstrances from all persons interested in
or affected -by said improvement and will d ecide whether the. benefits to the several
lots and parcels of land liable to be assessed for said. improvement, will be equal to
the 'estimated cost thereof, as filed by the City -engineer. The Board further orders
that notices of said hearing be published on the 28th. , day of October and on the 4th
day of iVove mber, 1932, in the South Bend News Times and Tribune, as provided for by
law.
The Board a d op ted special spec; fications for the pavement of the track area
on Western Avenue between11ichigan Street and 'LanrelStreet. Special Specifications
are as follows:

LAUREL STREET.
1. This specification is supplemental to City of South Bend General Specifications
and Special specifications covering this class of work.,
2. The work embraced in this Specification is that mf' furnishing al labor and:
material in connection with. the placing of approximately 3800 square yeards
of concrete base of variable thickness estimated to contain approxime tely
850 cubic yards in the car track area along Western Avenue within the limits
as above described.
3. The present rails are being removed by the Railway Company. The ties and planking
to be removed by the City. After the ties am mmoved the City will prepare the
subpxade for the laying of the concrete base with the exception of rolling. The
contractor is to furnish- a ten ton roller, for this purpose.
4. The concrete base shall be composed of a mixture of washed sand, gravel and ceme3.t
in the ratio of 1:22:5 using not less than five (5) bags of cement to the cubic
yard of concrete in dace. City- of South Bend concrete base specification to
govern. The concrete base shall be leveled off to conform with the grade of
the present pavement on either side and the fine particles of the concrete
mixture shall be brought to the top of the finished slab by floating in order to
develop as smooth and uniform 'wea ring surface as possible.
5. The use of pre -mixed concrete in this work is approved.
6. Wes to rn Avenue shall remain open to traffic during the progress of this work.
The Contractor shall keep this work safely barricaded at all time in order that
the traveled portions of Western Avenue ray be safe guarded for traffic during
the progress of the work and afterward until the new work is completed and ready
to open for traffic. Warning lights to be used at night where necessary.
7. The reouirements for Surety bond , certified bidd ing check, etc. , as set
forth in Notice to Contractor, a part of the City of South's General specification
shall be observed.
In connection with the above spe e i fica ti ons for the work on - tf este rn Avenue,
the Board orders Clerk of the Board to notify local contractors that sealed proposals
will be received by'the Board at 10:00 A. 11., Friday Horning, October 28th., 1932,
and declaring an emergency, waived the usual legal proceedings and legal advertise-
ment in connection with said work.
The Board approved pay roll claims in the sum of $5.633.39. The Board also
approved pay roll in the sum of $433. 33 and hereby orders City Controller to pay same
out of Track Elevation Fund.
The Board approved claims for various departments in
