The Mayor thanked the CCAC for having these meetings. The meeting of higher education forums and the community is very important. These meetings to discuss public safety are a priority. He also thinks the campuses and the community are much safer. He apologized for not being able to stay that he had another meeting. Gavin introduced Dr. Kelly Jordan from Holy Cross College and let him begin the meeting with his agenda. (attached) He explained that this agenda would allow them to come up with solutions and actions to come up with a plan and goals. He then asked for a law enforcement perspective on the safety issues. Bob Hammer and Jeff Rynearson from the South Bend Police Dept. were introduced. Jeff Rynearson said he has patrolled the east side for the past 25 years. This includes most of the college campuses. Crime stats to date are 8 robberies. They have arrested suspects in the robberies and suspect they are probably involved in more than 1 of the robberies. The shooting recently on South Bend Ave, neither involved actually lived at the address, it's just where the shooting occurred. The crime Think Tank meets every Thursday morning and they go over all the crime stats. Several police agencies attend. There was discussion on overtime patrols on Fridays and Saturdays that can be used anywhere in the City but on ND game days usually in that area. Crime stats from 2013 to 2014 are down 11% citywide. They discussed the Group Violence Intervention that seems to be working. This is where they let violent offenders know that they are being watched. All police agencies, prosecutors office attend the meetings and decide where the best area to put officers. Need the community to partner up, they are a big help and a great resource. Tim Sexton asked what time of day the robberies have been occurring? The response was 12:OOam to 4:OOam, usually multiple offenders, usually a weapon involved. Have told the students to ride instead of walk if possible and walk in groups. Lauren Vidal —ND —They have student patrol on campus, they have safety videos going out to students, working with Code Enforcement, emails going out about safety to on and off campus students. Could see some improvement with the tri-campus communications, a link to pull up crime reports on their phones so they can be aware of any crime in the area. Also letting students they need to take some responsibility for themselves. St. Joe County Sheriff Mike Grzegorek spoke of how all of these meetings are a big help. They are trying to teach students how not to be a victim. How it is to live in an urban area and be safe. A lot of students come from other states and have never lived in an urban setting and need to be educated. He said the all the police departments are working better than ever together. Even sharing with the Michigan police with the state line being so close. The 911 call center will be a big help by connecting St. Joe, South Bend and Mishawaka Police Depts. McKenna Schuster from St. Mary's College inquired about the student summits that ND holds. She was informed each school has their own and to contact the police department to help her set one up. Dr. Ferlic mentioned about 10 students being held up by gun point from Oct. 13 to now. That it is up to us to provide a safe environment for the students. Not just teaching the students on how not to be victims but wants safer streets. Bob Hammer- SBPD we are not able to prevent all the violence. Not blaming the students just trying to make them aware of their surroundings. McKenna — have reports of some cab drivers not wanting to drive everyone to their college such as St. Mary's from the Linebacker lounge. Not wanting to make the longer trip so they don't miss as many fares. Dave G.-St. Mary's college —they have been forwarding complaints on cabs to Tasha Outlaw in the City's legal dept. Students are feeling discouraged to be calling cabs. Councilman Gavin Ferlic said that he would be looking into the city ordinance on taxi cabs. Robert — Holy Cross College — Holy Cross students are complaining that alerts are not being sent out in a timely manner about any incidents happening at ND or St. Mary's college. Dr. Ferlic listed four points that are needed. 1. Increased police, 2. Better technology, 3. Better technology and 4. Communication. I I Don — N. D. liaison — they are starting a off-campus website with tips on safety. On-campus students are currently being educated on safety and he believes they need to start educating them even sooner. Gail Mancini — IU School of Medicine — seems to be some confusing on who should respond to them when they call. Not sure If ND police or SBPD should respond. Delay on response time. Will call Phil Johnson for an answer, would like him to come to these meetings. Campus police should be taking care of these calls. SBPD will be as backup for more violent or serious crimes. The rep from the IUSB police said it all depends on how the call is received, students should call the 911 for City police. Steve Radde his son plays hockey at Holy Cross. He feels no prevention is being done. Police replied that there are unmarked cars are there along with excise police. Extra officers are out especially game day weekends. Dr. Ferlic said due to budget constraints we don't have enough police. We need increased police. Too much crime. Maybe the Mayor can bring this all together. St. Joe County Police Mike G. —They are not just putting this on the students, the facility, visitors. Need a social media to get real time info out. They are working on this. Too many false rumors on crime. The police departments are working very well together and stressed how important social media is becoming for public safety. Tim Sexton-UND —The big incidents that have happened lately has heightened safety. If no incidents students might get lazy, have to keep public safety at the forefront. Mike G- County Sheriff— Neighborhood watches are a great tool, everyone should make friends with their neighbors. Chairperson Gavin Ferlic will follow up on the cab situation, also about UBER, and the jurisdictional police issue for the next meeting.
