SUBJECT: Huey Street & Hamilton Street Multi -Way Stop Warrant Analysis (TRII 7-065)
DATE: December 26, 2017
Purpose
The purpose of this study is to determine whether any
traffic control improvements are warranted at the
intersection of Huey Street and Hamilton Street. The
Engineering, Division has received one request from a
resident requesting to install a multi -way stop. This
memo summarizes the warrant analysis conducted to
assess the need for a permanent all -way stop at this
intersection and the proposed recommendation.
Location/Descrl ption ca
In this location, both Huey Street and Hamilton Street
are classified as local streets and each have one travel
lanes per direction. The street pattern of the adjacent r1gin e I arse), Street and fiam'ilfon Street
streets is laid out in a grid pattern !in this residential area. There are sidewalks on the south side
of Hamilton and on the west side of Huey to the south of the intersection. Parking is allowed on
both sides of the streets. The street is 30 feet in width.
Warrants
The Manual on Uniform Traffic Control Devices sets forth the following requirements to warrant
the installation of multi -way stop control:
Thefollowingcriteria should he considered in the engineering study for^ a multi -way STOP sign
installation:
A. Where traffic control signals arejustiflied, the multi -way stop is an interim measure that can be
installed quickly to control traffic while arrangements are being made for the installation of the
traffic control signal.
B. Five or more reported crashes in a 12-month period that are susceptible to correction by a multi -
way stop installation. Stich crashes include right -turn and left -turn collisions as well as right-
angle collisions.
C. Minimum volumes:
1. The vehicular volume entering the intersection from the major street approaches (total of both
approaches) averages at least 300 vehicles per hour far any 8 hours of an average day; and
2. The combined vehicular, pedestrian, and bicycle volume entering the intersectionfromthe
minor street approaches (total of both approaches) averages at least 200 units per hour for
the same 8 hours, with an average delay to minor -street vehicular traffic of al least 30 seconds
per vehicle, during the highest hour; but
3. If the 8511apercentile approach speed of the major -street traffic exceeds 40 inph, the ininimum
vehicular volume warrants are 70 percent of the values provided in Items I and 2.
D. Where no single criterion is satisfied, but where Criteria B, C1, and C2 are all satisfied to 80
percent ofthe minimum values. Criterion C.3 is excludedorn this condition.

Existing Traffic Controls
The intersection is currently two-way stop controlled, Hamilton Street stops and Huey Street is
the through street. The intersection of Huey Street with Marquette Boulevard, 800 feet to the
south, is controlled by a two-way stop on Huey Street and Marquette is the through street. A
four-way stop condition exists at the intersection of Huey with Bergan Street, which is 1,150 feet
to the north. The intersection of Hamilton with Elmer Street, 300 feet to the west, is controlled by
a two-way stop on Elmer Street and Hamilton is the through street. A four-way stop condition
exists at the intersection of Hamilton with Johnson Street, which is 1650 feet to the east.
Traffic Data
Traffic Counts were taken by MACOG on August 2-3, 2017 at each approach of this intersection
and are reported in the table below. The 8 highest hourly volumes are highlighted.

Collision Data
Six years of collision records were accessed in the Ades, portal (December 2011-2017) for the
intersection of Huey Street and Hamilton Street. Of the two incidents reported during the time
period assessed, only one occurred between December 2016 and December 2017. Both were
instances of drivers hitting parked vehicles along the 1800 block of Huey Street,
Recommendation
The traffic volume counts and collision data do not warrant reconfiguring the Huey Street and
Hamilton Street intersection to an all -way stop. However, it is recommended that the speed limit
on Huey Street be reduced to 25mph and speed limit signs be posted along the street. A follow-
up study will be conducted during the summer by placing mobile radar display signs along Huey
Street, to collect data on speeds and further evaluate if any traffic calming measures would be
prudent and effective.
Following this request, a map of the existing traffic conditions in this area has been prepared
(see attached Northwest Neighborhood Map), This has shown that many streets in this area are
subject to similar conditions and may lead to a larger project to address neighborhood traffic
calming in this area in the future.
