Agenda: Bill No. 17-57- Special Exception for property located at
211 W. Monroe
Committee Chair Oliver Davis called to order the Zoning and Annexation Committee meeting at 3:04
p.m. He introduced members of the Committee and proceeded to give the floor to the presenters.
Bill No. 17-57- Special Exception for property located at 211 W. Monroe
Chuck Bulot, Commissioner of the Building Department with offices at 125 S. Lafayette
Boulevard, stated, At the October 4, 2017 meeting of the Area Board of Zoning Appeals,this
special exception was heard for the exception of a temporary group residence from December 1,
2017 to April 1, It comes to you with a unanimous favorable recommendation and there
were no remonstrators.
Councilmember Karen White asked, Why is it for this limited timeframe?
Mr. Bulot replied, I believe the building will be better utilized that way as a matter of preference.
Last year it was used on an emergency basis and that use, again,requires this special exception.
Councilmember Dr. David Varner asked, Was this the building that was the emergency weather
amnesty shelter?
Mr. Bulot replied, Yes, that is correct.

OPERATIONS
Councilmember Dr. Varner followed up, When that came up last year it was thought to be
temporary. Will this now be the permanent use?
David Vanderveen, Executive Director of HOPE Ministries located at 432 S. Lafayette
Boulevard, replied, We intend to use the building only for this winter and not after that. We have
plans we are working on to house people permanently. This is intended only for the coldest
months of the year for the people living on the streets. By December 2018 we will have folks
permanently housed and will not have to use this building for this again.
Counilmember Dr. Varner asked, So what is your long-term plan?
Mr. Vanderveen replied, We plan to sell it. Our hope is by year end of next year we can sell it.
Committeemember Jo M. Broden asked, Are we bound by this timeframe? What if November is
horrible weather?
Mr. Vanderveen replied, The Center for the Homeless opens in November so typically we have
not needed these services earlier.
Mr. Bulot stated, The special exception is bound by the dates set forth in the special exception.
Committee Chair Davis then opened the floor to members of the public wishing to speak in favor
of or in opposition to the legislation. There were none. He then turned the floor back to the
Committee for further comment or main motion.
Committeemember Broden made a motion to send Bill No. 17-57 to the full Council with a
favorable recommendation. Committeemember John Voorde seconded this motion which carried
unanimously by a voice vote of three(3) ayes.
With no further business, Committee Chair Davis adjourned the Zoning and Annexation
Committee meeting at 3:12 p.m.
