The Committee recessed at 4:36 p.m. and reconvened at 4:43 p.m. She briefly overviewed the history of the budget process and highlighted the items on which the 455 County-City Building•227 W.Jefferson Boulevard•South Bend,Indiana 46601 Phone 574-235-9221 •Fax 574-235-9173•TDD 574-235-5567•www.SouthBendrN.gov JENNIFER M.COFFMAN ALKEYNA M.ALDRIDGE JOSEPH MOLNAR CHIEF DEPUTY/DIRECTOR OF DEPUTY/DIRECTOR OF POLICY ORDINANCE VIOLATION CLERK OPERATIONS Council would be taking action. Committeemember John Voorde made a motion to hear Bill No. 59-17, 60-17, 61-17, and 64-17 together for purposes of public hearing. Committeemember Regina Williams-Preston seconded the motion which carried unanimously by a voice vote of four(4) ayes. She then gave the floor to the presenters. Bill No. 51-17- Defraying the Expenses of Dept. and Civil City Bill No. 52-17- Defraying the Expenses of Enterprise Funds Jeri Hockenhull, City Controller of South Bend with offices on the 12th floor of the County-City Building, stated, In front of you there are three (3) documents. The first one (1) is simply the budget changes. Just the dollar amount changes from what the specific department may have presented to you,to now. That is the most up to date information. There wasn't really anything enormous that changed. In the Fund#101-0401 we decreased other professional services we had set aside for various projects. We reduced those to help balance the budget. There were a few changes in the Legal Department. They were able to make a couple adjustments and they are mainly salary-related. The Engineering Department had a few changes in their IT allocation. The Public Safety LOIT Fund also is earmarked for the Director of Public Safety. Our County Option Income Tax Fund has an extra$100,000 for permanent supportive housing as a result of the homeless initiative. The 2017 Parks Bond Fund is now in the information as well. The Sewage Capital Fund added a revenue and offsetting expense from TIF just to do some capital improvements, but it is net-zero. Committee Chair White opened the floor to questions from the Committee and Councilmembers. There were none. Ms. Hockenhull continued,the second package is just the general budget overviews. I've reached out to the State Board of Accounts and the DLGF to get a sense of what exactly we should be attaching to our ordinances for the budget. No one has come back with a clear-cut list of what we should present. We have provided the budget overview that is by Fund and it has revenues and expenditures. It has both 2017 and 2018. The last item gives the General Fund revenue in depth. Committee Chair White opened the floor to questions from the Committee and Councilmembers. There were none. She then opened the floor to members of the public wishing to speak in favor of or in opposition to the two (2) items of legislation. There were none. She then turned the floor back to the Committee for further comment or main motions. Councilmember Dr. David Varner asked, Is the Director of Treasury a new position? Ms. Hockenhull replied, Last year I changed the title of the Director of Finance to the Director of Treasury to better reflect the duties and responsibilities of that position. Committeemember Voorde made a motion to send Bill No. 51-17 and Bill No. 52-17 to the full Council with a favorable recommendation and continued both bills to the Council portion only for the October 23, 2017 Common Council meeting. Committeemember Gavin Ferlic seconded this motion which carried unanimously by a voice vote of four(4) ayes. 2 Bill No. 59-17- Setting 2018 Annual Salary for the City Clerk Bill No. 60-17- Settine 2018 Annual Salary for the Common Council Bill No. 61-17- Setting 2018 Annual Salary for the Mayor Kareemah Fowler, South Bend City Clerk with offices on the 4th floor of the County-City Building, stated, I submit for your consideration an ordinance that sets the salary forth for the South Bend City Clerk for 2018. The ordinance increases the City Clerk Salary for 2018 by two percent (2%), which is congruent with the proposed increase for other non-bargaining employees and other elected officials. I ask for your consideration this afternoon and thank you in advance. Committee Chair White opened the floor to questions from the Committee and Councilmembers. There were none. She then turned the floor back to the Committee for further comment or main motions. Committeemember Voorde made a motion to send Bill No. 59-17 to the full Council with a favorable recommendation. Committeemember Ferlic seconded the motion which carried unanimously by a voice vote of four(4) ayes. Tim Scott, President of the Common Council with offices on the 4th floor of the County-City Building, stated, This is a maximum two percent (2%)raise which would take our salary from $19,030 to $19,411. It has been a pleasure working with everyone on the Council. Committee Chair White opened the floor to questions from the Committee and Councilmembers. There were none. She then opened the floor to members of the public wishing to speak in favor of or in opposition to the legislation. There were none. She then turned the floor back to the Committee for further comment or main motions. Committeemember Ferlic made a motion to send Bill No. 60-17 to the full Council with a favorable recommendation. Committeemember Voorde seconded this motion which carried unanimously by a voice vote of four(4) ayes. Ms. Hockenhull stated, We respectfully request, as with the Clerk and the Council, a two percent (2%) raise over the 2017 salary to take the Mayor's salary to $108,710. Committee Chair White opened the floor to questions from the Committee and Councilmembers. There were none. She then opened the floor to members of the public wishing to speak in favor of or in opposition to the legislation. There were none. She then turned the floor back to the Committee for further comment or main motions. Committeemember Ferlic made a motion to send Bill No. 61-17 to the full Council with a favorable recommendation. Committeemember Voorde seconded this motion which carried unanimously by a voice vote of four(4) ayes. Bill No. 62-17- Fixing Maximum 2018 Salaries for Non-Bat-gaining EmploN ees 3 Ms. Hockenhull stated, On September 25, 2017, we provided a list of salaries requesting over two percent (2%) including new positions. Committee Chair White opened the floor to questions from the Committee and Councilmembers. Councilmember Scott stated, I think we defer this vote until the October 23, 2017 Common Council meeting. I have asked for an organizational chart to see how the Director of Public Safety would fit into the operation of the Mayor's Office. I would like to know how this would also affect the other positions in the Mayor's Office. Councilmember Oliver Davis stated, I would like to better understand all the PR positions in the Mayor's Office. Councilmember Jo M. Broden stated, I would like organizational charts of each and every department. I would also like to know the increased duties and responsibilities by consequence of these changes. Councilmember Davis asked If we have disagreements on some of the positions proposed, when do we do that? Committee Chair White replied, You can do that any time. I would hope there would be discussion about disagreements prior to the October 23, 2017 Common Council meeting. Councilmember Broden asked, I would like further clarification to the City absorbing the Historic Preservation Commission and what the rationale was to absorb that Commission. She then opened the floor to members of the public wishing to speak in favor of or in opposition to the legislation. Sue Kesim, 4022 Kennedy Drive, stated, The Citizen Budget Committee has been reviewing the salary list that we were given. A lot of the line-items don't match up with what is in the actual department listing and accounting. We are finding that sometimes salaries have gone up as high as fifty percent (50%). There are cases where it was just a change in title and then there was huge jump that was more than two percent(2%). So the Citizen Budget Committee would like a chance to point out the anomalies that we found where we feel there is perhaps an excess. We would also request through some calculations. We don't have spreadsheets because it's all in PDF form so if the calculations could be done on spreadsheets so we could have results that would be great. I have a list of eight (8)things we would be interested in seeing that might show where some of these things aren't balancing up. Committee Chair White then turned the floor back to the Committee for further comment or main motions. Committeemember Voorde made a motion to send Bill No. 62-17 to the full Council with no recommendation and continue it to the Council portion only for the October 23, 2017 Common Council meeting. Committeemember Gavin Ferlic seconded this motion which carried unanimously by a voice vote of four(4) ayes. 4 Bill No. 63-17-Fixing Maximum Teamster Wages for 2017-2020 Ms. Hockenhull stated, This is the same bill that was passed in 2016 for 2017 and this extends to 2020. The only difference is,upon reviewing the ordinance that was filed last year, we left out the longevity that was included. It was negotiated for and is in the contract, however it didn't make it into the ordinance last year. It was a new incentive presented last year. It was honored but wasn't in the ordinance, and it is now in the ordinance this year. Committee Chair White opened the floor to questions from the Committee and Councilmembers. There were none. She then turned the floor back to the Committee for further comment or main motions. Committeemember Ferlic made a motion to send Bill No. 63-17 to the full Council with a favorable recommendation. Committeemember Voorde seconded the motion which carried unanimously by a voice vote of four(4) ayes. Bill No. 64-17-Reaffirming Annual Pay and FrinjZe Benefits for South Bend Police Department Ms. Hockenhull stated, There are no changes to this ordinance from last year. Committee Chair White opened the floor to questions from the Committee and Councilmembers. There were none. She then opened the floor to members of the public wishing to speak in favor of or in opposition to the legislation. There were none. She then turned the floor back to the Committee for further comment or main motions. Committeemember Ferlic made a motion to send Bill No. 64-17 to the full Council with a favorable recommendation. Committeemember Voorde seconded the motion which carried unanimously by a voice vote of four(4) ayes. Bill No. 65-17- Fixing Maximum Annual Pay and Fringe Benefits for SBFD for 2018-2021 Committeemember Ferlic made a motion to continue Bill No. 65-17 as they are still in the negotiation process. Committeemember Williams-Preston seconded this motion which carried unanimously with a voice vote of four(4) ayes.
