Broden, Randy Kelly, Oliver Davis (late) Other Council Absent: None Others Present: Kareemah Fowler, Graham Sparks, Bob Palmer Presenters: Jen Hockenhull Agenda: Substitute Bill No. 50-17- Levying Taxes and Fixing the Property Taxation Rate for 2018 Bill No. 51-17- Defraying the Expenses of Dept. and Civil City Bill No. 52-17- Defraying the Expenses of Enterprise Funds Bill No. 54-17-Levying Taxes and Fixing the Taxation Rate for TRANSPO Committee Chair Karen White called to order the Personnel and Finance Committee meeting at 4:26 p.m. She introduced members of the Committee and briefly addressed the City Budget process noting the public hearings already had. She entertained a motion to continue Bill No.51- 17, and 52-17 until October 9. She announced there would be public input at that time while the final reading and the final vote would be on October 23. Committeemember Regina Williams- Preston made a motion to continue Bill No. 51-17 and 52-17 to October 9. Committeemember John Voorde seconded the motion which carried unanimously by three (3) ayes. Committee Chair White then proceeded to give the floor to the presenters. Substitute Bill No. 50-17- Levying Taxes and Fixing the Property Taxation Rate for 2018 Jen Hockenhull, City Controller with offices on the 12'h floor of the County-City Building, stated, This is a substitute of a bill the Council heard back in August. We have gone ahead and calculated our largest possible tax levies on these various taxing units. It will be solidified by the DCGF,which is the Department of Local Government Finance, in February. There were none. She then opened the floor to members of the public wishing to speak in favor of or in opposition to the legislation. Murray Miller, 1201 Priscilla Drive, stated, I would like to know what those rates are. We talked about undue burdens on businesses by raising wages, what about the burden on taxpayers by raising taxes. If you want to keep one (1) down and raise the other one (1), for me that is a problem, especially for those on fixed income. Ms. Hockenhull replied, These tax levies are actually just a portion of the taxes paid that come back to the City. The tax caps are still in place. These levies are simply the monies that come to the City. It is not an additional tax. Councilmember Oliver Davis arrived at the meeting at 4:40 p.m. Committee Chair White turned the floor back to the Committee for further comment or main motion. Committeemember Voorde made a motion to send Substitute Bill No. 50-17 to the full Council with a favorable recommendation. Committeemember Williams-Preston seconded the motion which carried unanimously by a voice vote of three (3) ayes. Bill No. 51-17-DefrayinlZ the Expenses of Dept. and Civil City (continued) Bill No. 52-17- Defraying the Expenses of Enterprise Funds (continued) Bill No. 54-17- Levying Taxes and Fixing the Taxation Rate for TRANSPO Ms. Hockenhull stated, There are not representatives from TRANSPO here. They will be here to give their budget presentation again. Committee Chair White opened the floor to Committee and Councilmembers for comments and questions. There were none. She then opened the floor to members of the public wishing to speak in favor of or in opposition to the legislation. There were none. She turned the floor back to the Committee for further comment or main motion. Committeemember Voorde made a motion to send Bill No. 54-17 to the full Council with a favorable recommendation. Committeemember Williams-Preston seconded the motion which carried unanimously by a voice vote of three (3) ayes.
