In above rimed assessment roll, I:_r. Alfred B. martin, attorney for
the property owners affected. by said vacation was -present. After re, -ring- all persons
interested in said vacation and being fully adviseda in tie -premises, the Bo= rd ifinds
that the several lots have been benefited and damaged in the amounts s horn on sa. ir, roll
and therefore, the Board decides to take final action on said assessrcont roll and de-
clares same in all things rrtifi.ed, confirmed and approved and. the proceedings closed
and the alley vacated and all Troceed.ings had ?p ith refe-rence to said vacation are hereby
sustained.
The Boa rd a --proved claims for various departments in the amount of
�898.50 and hereby orders City Controller to ~-ny same.
Upon the recormiendation of City Engineer, F. C. 4tlrajr, the Board. signed
the contract with the Van Trump Testing Laboratory for the year I93I," as follows:

Vie hereby offer to test and inspect, in a thoroughly intelligent and
scientific manner, the asphalt paving awarded during the year I93I, on t he follor ing
basis:
I. We Tree to place an experienced inspector at the Contractor's pav
ing plant during the progress of the work, for the purpose of testing and inspecting-
the various ingredients and to supervise the proportioning and mixing of same into the
finished paving; mixtures. No mixtures will be permitted to leave the plant unless,
in the opinion. of the inspector, they are entirely suitable to meet the traffic, cliinet-
,ic and foundation conditions of the thoroughfate to be paved.
2. One of the principals of our organization will make periodical visits,
to your work, the first bisit to be made about the tirre of starting the asphalt plant,
to personally regulate and standardize the various ingredients, cod. subsequent visits
at faily regular intervals during the progress of the vDrk.

4. We will analyse daily :samples of the asphalt cement and the finished pav-
ing m xtiwes for every day the asphalt plant is in operation on your work, sending
copies of all the analyses simultaneously to y cUr Bngineer and_ to our plant inspector
for their mutual guidance and to complete your records in case of some future critic
ism of the work.
5. VVe agree to assist ,your Engine er in the p le, p,_ration or modiP ice tion of
your asphalt specifi cations if he so desires.
6. We agree to assist the Contractor in the selection of the materials most
1 suitbble for y-ur projects, analyzing in advance of his ordering same such samples
as are submitted to us by the Contractor or by your Engineer with that object in
view.: This prevents the Contractor from ordering materials that may Inter be found
to be unsatisf=-ctory for voi3r �.=k.
7. ''e agree to }eke careful analyses of the samples of Refined_ asphalt a.nd,
j fluxing Oil submitte v.,ith the bids of the Contrrctors, advising your Engineer as to
which materials ,emmply with your specifications or are otherwise satisfecotry for
your purposes.
e. We agree to a ssist ,your Engineer in every possible way toward the success
of th.e im-orovem?nts, offering such p ersonal advise as he may desire with reference
to the pro �er 1 crying of the mixtures on the street, etc. Oir e xp e-- ienc ed plant
i.nsrector will also be instructed to assist your Engineer, when so requested, with
the s treet erx� of the asphalt work, so long as same does not interfere with his
proper functioning at the plant.
9. Iffe agree to furnish our p leant inspector with the necessary testing, appat-
atus for the pro -Tr control of the ingredients; gradings, temperatures, consistencies
