rolls:.
Assessment roll fbr the grade, curb aid walk improvement on Falcon Stre
from Jefferson 'street to Colfax Avenue under Improvement Resolution No.2365.
Assessment roll for the grade, curb and walk improvement on High Street
from Fairview Avenue to Donmoyer Avenue under Improvement Resolution No.I956.
Assessment roll for the grade, curb and walk improvement on the south
side of Ruskin Street from alleywest of Clover Street to Oakland Street under Improve
ment Resolution No.23I1.

no written remonstrances were filed and the Board, being fully advised in the premises
finds that the several lots and p arce Is of land ha ve been bene fit ed in the amounts
sh orm on said assessment rolls. The Board, therefore, decides to take final action
on said assessment rolls and declares same in all things ratified, confirmed and ap-
proved without modification and the proceedings closed. The Board now orders said
assessment rolls delivered to the Department of Finance. ' -

In all of the above named assessment rolls, no remonstrators appeared and
no written remonstrances were filed and the Board being fully advised in the premises,
fiT.ds that the several lots and parcels of land have been benefited in the amounts
shown.on said assessment rolls. The Board, therefore, decides to take final action
on said assessment rolls and declares sane in all things ratified, confirmed and
approved without modification and the proceedings closed. , The Board nav orders,said
assessment rolls delivered to the Department of Finance.

remonstrances were filed and the Board, after hearing all persons interested in said

for said improvement have been benefited in the amounts shown on said assessment roll.

Fidelity and Casualty Company of Elew York.
The Board approved. the proposal of the C. D. Smelser Construction Cv., fors the
improvement of E. Colfax Avenue across the race bridge at a cost of 1�378.00, the C ;y

In the above rnmed improvement resolution, remonstrators appeared and a writte.2
remonstrance was filed and the Board, being fully advised in the premises and after hear
inp all persons interested in said improvement, finds that the benefits to the several
lots and parcels of 1p nd liable to be assessed for said improvement will be equal to the
estimate(-. cost of same as reported by the City Engineer. The Beard, therefore, takes
final action on said improvement resolution and declares same in all things ratified,
confirmed and approved. The Board now orders said written remonstrance delivered to
the City Engineer for final check as to resident property owners.

to New Jersey, Indiana and Illinois R. R. under Improvement Resolution Eo.2380, the
Board Iris 6th., day of August 1930, hereby makes a preliminary, order for sheet asphalt
as the type of pavement with wh ich said street shall be improved and sets the I9th. , day
of August 1930, as the time when said Board shall either pass on petitions for a change
in the type of na veme nt other than that specified in the preliminary order, award the
contract or reject all bids .
Claims amounting to66.46 for various departments were signed and approved by
the Board.

by and through its Board of Public Works, party of the first part, and Burns and
IvEcDonnell of Kansas City, 11issouri, and lv`! S. 1,11oore of South Bend, Indiana, parties
of the second part, '.�'ITNIESSETH :
That whereas the said first perty desires to have a competent inves-
tigation end study of the pollution of the St. Joseph River, in and about the City
of South Bend, together with recommendations for a comprehensive and adequate plan
for the construction of interceptors and a sewage treatment plant, and
andYTheroas said second parties are desirous of -r-erforming such services a
. work ,
No, therefore, said second parties agree that they will make such
investigation and study and. make report to said first party concerning; said pro jedt.

I. Estimate of future popolation, density -of pollulation and distribu
tion. of pobulation, to be shown btT charts and set up analytically in a form to be
readily used for the problem at hand and for future use.
2. Investigate of municipal water pumpa ge, i nd ustrial water pumpa ge
and infilteration, as data and an indirect means of determining rates and variabil-
ity of sewage flow -with m r capita discharge from the individual. districts.
3. .A study of mercantile, industrial and residential developement
and. distribution present and. future.
4. Supervisejt-he i:hstallation of measuring; devices in out -fall sewers
to measure sewap•e flow from the various districts and make accurate computation
with tabulations showing quantities and variations of such flow.
5. CYO racteristics and volume of flow in St. Joseph River, with
special consideration given to low fl(Nis and f1_ood heights.
6. Condition of Wit. Joseph River as affected by present and probable
future pollution from sources other than the sani tart serer system of South Bend,
and. the .effect of such pollution on the reasonable and probable uses of the streams
7. Upke necessar7,r survets to establish the most practicable and econ
onical location --f intercepting seviers, shwoing plans, profiles and hydraulic
gradients of such proposed interceptors in relation to out -fall sewers and the
proposed treatment works.
8. Analyse available plant sites and. confer with the Board of Vor.ks
and the City Lngineeririg Department as to the practicability of sites for sewage
treatment.

9. 11,ake tentative lay -outs of treatment works in sufficient detail
to show operating methods and general arrangements of the several divis ions and
processes.
10. I'dake complete estimate of construction costs of intercepting
sever and treatment works construction, giving capacities for which each is designe
with unit and per capita costs.
II. Shop; estimated annual expense of operation for each division of
the treatment works as a means ,f comparing- types of plants in relation to totial
annua 1 c harg es.
12. 1"eke a comprehensive study of the territory which &ould be em-
braced in thetreatment district with special reference is to whether the City of
1isha_waka s'-,ould be included in the district.
13. Deliver to the City formal report embodying data and results
as above set out and including plans, drawings and profiles of proposed structures
with m ceo=ndations as to type -and methods of construction, and means of financings
to enable the City to be able to determine upon the m-st feasible procedure to
acquire and. construct interceptors and v- orks to prevent gross pollution of the St.
Joseph River in the interest of public health and welfare.
14. Fumish any and all improtant and necessary data in connection
with comprehensive study of sewage d isrnosals matters no specifically mentioned herei
a Bove .
I5. The second parties are to furbish the City six (6) typewritten
copies of the full report, neatly bound, this report to contain all recommendat ions,
together with necessary supporting data, including such maps, profiles, diagrams,
tabulations and other illustrative matter as is necessary to .clarify the text.
In the p rosecuti -n of said works, it is expressly understood and
agreed that saod sedond parties shall furnish all labor and material necessary to
fully and crmpletely perform the services as above outlined andteat the said first
part'j's sole and only duty in llh e premises shall be to have it's Engineering Depart-
ment furnish information and records of existing out fail sewers and other pertinent
data now in the files of the different departments of said first party.

second parties, for their services aforesaid the mm of Forty -Five Hundred ( 4500.00)
Dollars which shall be payatle when the copies of said reports are delivered to said
first pasty.

and effect after its approval by the City Council of South Bend, Indiana.

In the above 'named assessment roll, Bernard Neitzel appeared remonstrat-
ing against his assessment for said improvement. A report from. R. L. Like, assistant
Engineer, s owing the alley in excellent condition, was filed with the Board. After
hearing all persons interested in said improvement and being fully advised in the rremis
es, theBoard decides to take final action on said assessment roll, and finds that the
se#era? lots and parcels of land have been benefited in the amounts shown on said assess
ment roll, and therefore the Board declares samd assessment roll in all things ratified
confirmed and approved viithout modification and t12e pxoceed.ings closed. The Board now
orders said assessment roll delivered to the Department of Finance.
The Board signed the contract for the construction grade, curb and walk
on South Side of Indiana f-venye from Brookfield. Street to Olivereet under Imnrovemeti
Resolution NTo.2376, in the amount of 2872.40. The Board also approved the construction
bond of same in the amount of 100% of the contract price signed by the United States
Fidelity and Guaranty Co. , of Baltimore.
The Board signed the contract with 0. L. Davis fbr the grading of Tohnson
Street from south line of Pershing Street --to Wilson Street under Imnrov� ent Resolution
N0.2377 in the amount of y6I9.36. The Board also approved the construction bond of
same for 50 0 of the contra ct price signed by Mletropolitan Casualty Insurance Co.
The Board approved the Excavation Bond of Samuel Elutsky in the amount of
�I,000.00 signed by the Ohio Castr.lty Insurance Commny of Hamilton.
The Board approved a claim bf E. T. Tranberg in the amount of -$244.00.

The Board approved the continuation certificate for the Excavation Bond of
Sam Levy in the amount of 3I,000.00 signed by the United States Fidelity and Guaranty Co
Bids he ving been received for the grade, curb and walk impr-_vermnt on the
north side of IVlishawaka Avenue from Lon{-'elloir Avenue to east line of Lot 1015 in
Sunyzmece 4th. , Addition undr�r Impioverrant Resolution No.2378, the Board this I9th. ,
day of August 1930, hereby awards the contra et for said improvement to U'yhitcomb and
Keller at their bid of A?2,686.90.
No petitions havihg been filed for a change in the type of pavement other
than that specified in the preliminary order for the p avermnt of Swygart Street from
Indiana Avenue to l�ew Jersey, Indiana and Illinois R. R. under Improvement Resolution
No.2MO, the Board this I9th. , day of August 1930, hereby, makes a final order for sheet
asphelt as the type of pavement with which said street shall be improved and awards the
contract for said improvement to Albert Construction Company at their bid of `�5,041.75.

for the opening of Nancy Stre^t under Condemnation Resolution No.2331. In the above
named assessment roll, the Board decides to continue he-ftring until Tuesday, August 26th.

City Engineer, H. G. Wray, submitted the follow ing report on the remon-
strance filed against the pavement on 29th., Street under Improvement Resolution N0.2383
There are 40 resident property owners, 15 of whom hove signed the r emon-
strenee. This does not constitute a majority of property owners and the Board, therefor
sustains all former action taken on said imnrovemc t resolution.
