David Varner, Chairperson, Public Works and Property Vacation Committee called the meeting to
order at 4:00 p.m.
Committee Members Present: Tom LaFountain, Timothy Rouse, Henry Davis
Other Councilmember's Present: Derek Dieter, Oliver Davis, Ann Puzzello, Karen White
Other's Present: Gary Gilot, Phil Byrd, Jeff Vitton, Kathleen Cekanski-Farrand, John Voorde
Agenda: Bill No. 100-09 Vacate Portion of Kalorama Street from Hill Street to the First
North South Alley
Bill No. 101-09 Alley Vacation -First East/West Alley South of Washington Street from
Taylor Street to the First North/South Alley

Chairman Varner introduced Jeff Vitton from Community & Economic Development to make the
presentation. Jeff said this plan to consolidate properties for replat into buildable lots was part of
a continuing effort by the City to implement the neighborhood development plan in the area. The
plan called for new in-fill housing. Gary Gilot reported approval from all city departments. Phil
Byrd from S.B. Heritage, the administrative arm of NNRO was present to answer questions.
Councilmember Henry Davis wondered why neighborhood redevelopment efforts always seem to
move faster and be better funded in the northeast part of the city. Jeff Vitton said a variety of
factors came into play. Among influences were Notre Dame's involvement, available financial
resources, and sophistication of neighborhood groups. Vitton did allude to a large federal grant
soon to be awarded which would boost similar efforts in other neighborhoods. Phil Byrd said the
targeted approach was more likely to have lasting impact than a shotgun approach. Dave Varner
urged the City to market areas to private developers. Gary Gilot cited examples of where that
has been done. Karen White said in some neighborhoods the city has to play a greater rote. Tim
Rouse reminded everyone the successes of the northeast side didn't happen overnight but were
the result of a 10 year process. Councilmember Rouse motioned the bill go favorably.
Councilmember LaFountain seconded and all affirmed.

Chairman Varner read a request that the public hearing on this bill be continued until January 25,
2010.
There being no further business to come before the Council at this time, Chairperson Varner
adjourned the meeting at 4:20 p.m.
