North American Signs, Inc. $29,800.00 I have reviewed them and found a defect with the lowest bid. The lowest bidder, U.S. Signcrafters Inc., attached a proposal to their submission that states that "electrical work if needed will Ibe ... billed as time and material in addition to installation cost listed below". The specifications, Special Provisions XfXB.3 and XIX.B.1 I require the electrical work to be provided and paid as part of the lump sum unit price. As a result, their quote does not meet specifications and has been determined non -responsive, as the electrical work element is material to the quote package. I recommend award of a contract for Morris Performing Arts Center Marquee Upgrade Display Installation to the lowest responsive / responsible bidder, Burkhart Sign Systems, LLC in the amount of $ 19,000.00. In no event shall persons or entities seeking the award of a City contract be required to award a subcontract to an MBE/WBE; however, it may not unlawfully discriminate against said WBE/MBE.
