City `hgineer, H. H. Wray, filed the fol-191aing report of the remonstrance
Filed against the widening and pavement of Chapin Otreet between Ford and prairie
Avenue:
"With return of the attached remonstrance against the widening and pavement
of Chapin Street befteen- Ford and Prairie avenue. I submit the following report:
This remonstra#ee does not represent a ma4ority and I would recommend that
this. improvement be advertised ,for bids'.

"llith return of attached petition for a change of ty-pe of pavement on Bissell
Street between Eddy street any. east line of Park Place 2nd., Addition, I submit here-
with the following report:
There are 42 resident free holders residing along this proposed improvement
23 of whom have sighed a petition for concrete and I9 of whom have signed the petition
for an asphaltic concrete pavement. The concrete petition rep_ resents a majority
of the resident free holders and I would, therefore,recommend that a final order be ij
made for concrete.

No petitions having been filed for a change in the type of pavement other than

No petitions having been filed for the change in the type of pavement other
than that specified in the preliminary order for the pavement of Carlisle Street
-From dashington Avenue to Linden Avenue under Improvement Resolution No.2I88, the
Board this 23rd., d-ay of April 1929, hereby makes a final order for sheet asphalt
as the type of pavement with which said treet shall be improved and awards the con-
tract for said improvement to Williston 'onstruetion Company at their lo,7 bid of
6,668.65
No petitions having been filed for a change in . the type of pavement other
tha,ri that specified in the preliminary order for the pavement of Poland `street from
Harris 6treet to New Yor'l Central Railroad ymder Improvement Resolution No,2189, the
Board this 23rd., ray of '-rril 1929, hereby makes a final order for sheet asphalt
heavy traffic as the type of pavement with which said street shall be improved and
awards the contract for said improvement to Williston Construction Company at their
low bid of $4,259.85.t
No petitions having been filed by a majority of resident property owners
for a change in the type of pavement other than that specified in the preliminary
order for the pavement of Bissell 'street from Eddy Street to the east line of 2nd. ,
plat of Park Place Addition under Improvement Resolution No.2I85, the Board this
23rd., day of April, 1929, hereby makes a final order for heavy traffic concrete pave
ment as the type of pavement with which said street shall be improved and awards the
contraet for said improvement to Hoban and 8oadh at their bid of I5,859.90.

hereby awards . the contract for said improvement to A..0padoni at his bid ofI480I.56.
The Bard approved the rxeavation bond for Robert L. Thorpe in the amount of
31,000.00 signed by The Yetropolitan Casualty Insurance Company.
The Board approved the renewal certificate for the excavation bond in favor
of United Heating and Pltmbing 0.ompaity signed by the Fidelity and Casualty Company
of New Yor?c.
The Board signed the cont with H. W. Reed & Sons company for the construct -
Lon of concrete pavement on the crest one half of Frnesperger 6treetfrom Lincoln
lay Est to a point 45 feet north of the center Tine of River Avenue produced, finder
Improvement resolution No. 2I76, in the amount of $5,216429. The Board also approved;
the construction bond of same for 100% of the -contract price signed by the "outhern
Surety Company.
The Board approved the Guarantee Bond of C. Reesh for the dewer on Brook_.
field Street from Elwood "venue to Bulla. 6treet under Improvement Resolution No,
2257, in the amount of �65.42, which is 10% of the contract price, signed .by
United States Guarantee Company.
This being the date set, hearing was had on theassessment roll for the local
sewer on Brookfield Street from Elwood Avenue to Bulla Street under Improvement
Resolution No.2I57.
In the above named assessment roll, no remonstrators appeared and no written
remonstrance was filed and the Board, being fully advised in the premises, finds
that the several lots and parcels of land have been benefited in the amounts named
on said assessment roll. The Board, therefore, decides to ta'te final action nn
said assessment roll, and declares same in all things ratified, confirmed and approve`cl
without modification and the proceedings closed. The Board now orders said assess-
ment roll delivered to the Department of Finance.
City Engineer, H. "_. Mrav, filed plans, specifications and estimates and the
Board adopted said plans and specifications together with the following improvement
res olutions :
Improvement Resolution No.22IS for the local sewer improvement on Fremont
Street between Humboldt Street and Elwood Avenue. (See files for copy of resolution.)
Improvement Resolution No. 22I9 for the local sewer improvement on Werwinski
Street between,Brookfield Street and College Street. (See files for copy of resol-
ution.)

In both of the above named improvement resolutions,, the Board hereby orders
that on the 14th. day of Pay, 1929, this Board -Frill meet in their office in the
City Hall at `I0:06 A. jr., to hear and receive remonstrances from all persons whose
property is liable to be assessed for said improvement- and will decide whether the benefits tole
several lots and parcels of land liable to be assessed for said, improvements will
equal .to estimated costs of same as reported -by the City Civil Engineer. The Board
further orders that notices of said hearings shall be published in the South Bend
News Times and Tribune on the 26th. , day of April and on the 3rd., day of Mlay,1929
according to law.
The Board signed and approved claims in the amount of 12,523.07 for various
departments.
The Board signed and approved pay rolls for various departments in the amount
of $6,I06.11.
The Board approved pay rolls in favor of H. a. gray, Ihgine6r, and Hazel A.
Turner, Clerk in the amountsoof333.33 and 'I00.00 respectively, to be paid out
of Track Elevation fund and the Board hereby orders City Controller to pay same
out of said Track Elevation fund.
The Board also approved engineering nay rolls in the amount of 244.00 in
connection with track elevation work and the Board, hereby orders. City Controller
to pay same out of trace elevation fund.
This being the date set; bids were received, opened and read for the grading
of the alley south of Fairview -venue from High '''treet to Dale Avenue under Impro
vement Resolution No.2I9I. Bids are as follows:

This being the date set, bits were received, opened and read.for the grading
of the alley east of High 4treet from Fairview Avenue to Irvington Avenue under

Board met in regular session at 7-I5 P. Y. J,7.1 members present.
This being the date set, hearing was had on Improvement Resolution No.22OO
for the local sewer improvement on Greenlawn Avenue from Grand Trunk `4est ern Railroai
to Chester Street. ( See files for copy of resolution.)
In the above named improvement resolution, no remonstrators appeared and no
written remonstrances were filed and the Board, being fully advised in the premises,
finds that the special benefits that will accrue to the property liable to be
assessed for said sewer improvement, will be equal to the estimated cost of same
as reported by the City Civil Engineer. The Board, therefore, decides to take .
final action on said improvement resolution No.22O0 and declares same in all things
ratified, confirmed and approved without modification.
The Board now orders that on the 7th. , day of I -Fay 1929, this Board will
receive, open and read waled proposals up to 10:00 A. V., for the construction of
said improvement. The Board further orders that notices of said proposals shall
be published on the 26th., day of April and on the 3rd., day of 1'ay, 1929, in the
South Bend News Times and Tribune according to law.
This being the date set, hearing was had on Improvement Resolution No.2I99
for the pavement ofthe first alley west of Cottage Uro ve avenue .from Lincoln Way �d
West to plan Buren f, treet. .(See files for copy of resolution.)
In the above named improvement resolution, remonstrators appaared and a
written remonstrance vras filed and the Board, being fulljr advised in the premises,
decides to over rule said remonstrance, and finds that the benefits to the several
lots and parcels of land liable to be assessed for said improvement will be equal
to the estimated cost of same as reported by the City Engineer. The Board, there-
fore, decides to ta'fie final action on said resolution and declares same in all
things ratified, confirmed and approved. The Board now orders said remonstrance
handed to City Engineer for check as to majority of resident property owners who
have signed same.
