Victoria Street belonging m Pre si d _n Board met in regular session at 7-I5 P. Y. All members present.. This being the date set, hearings were had on the following improve went resolutions- Imrrovement Resolution No.20I7 for the grade, curb and walk on Kentucky Street from Crumstown Woad to Lincoln "ay 'hest. (See files for resolution.) Improvement resolution No.20I8 for tha .grade, curb and walk on Orange Itreet from Birdsell otreet to alley west of Birdsell street. (See files for resolution.) Improvement Resolution No .2016 for the pavement of Luring avenue from vest line of Leer atreet to Ernsperger street. (See files for resolution.) Improvement Resolution No.2036 for the pavement of the first alley i south of E1dre Street from the east line of the 2nd., alley west of Carroll Street to the second alley east of Michigan Otreet. (See files for resolution.) In all of the above named improvement resIDluti ons, no remonstrators Ij appeared and no written remonstrance was filed and the Board, being fully advised in the premises, finds that the benefits to the several lots and parcels of land liable to be assessed for said improvements will be equal to the estimated costs of same as reported by the City Civil Engineer. The Board, therefore, takes final action bn said d pea sm traik&olutions and declares same in all things ratified, confirmed and approved. The Board now orders that sealed proposals will be received, opened and read for the construction of the above named improvements up to IO:00 A. of the th , day of May, I928. - The Board further orders that notices of said proposals shall be published on the 27t,}, day of April and on the _4t1i:.day of .far, 1928, in the South Bend News Times .and Tribune according to law. This being the date set, hearing was had on Improvement Resolution No.20I5 for the pavement of the alley west of Sherman Avenue from Oak Street to Lincoln Way 'West. ( See files for resolution.) In the ab ove named Improvement Resolution, remon- strators appeared and a written remonstrance was filed and the Board, being fully advised in the premises, finds that the benefits to the several lots and parcels of land liable to be assessed for said improvement will be equal to estimated cost of same as reported.by the City Civil Engineer. The Board, therefore, decides to overrule said remonstrance, and d°clares said improvement resoluti on r�o.20I5 in all things ratified, J confirmed and approved. The Board now orders the re -monstrance delivered to the City Engineer for a check on the resident property oymers . The Board finds, however, that. no: water mains have been laid along the line ' of said improvement and therefore, they decide to continue hearing on said resolution until May 2nd., 1928, to give the property owners a change to crake arrangements tivit h the water department for the mains. In the matter of Improvement Resolution No. 1965 for the pavement of the fig°st alley ea.-�t of Clinton �_'treet from Sample Otreet to the first alley north of Sample. Street, the Board, hereby decides to recind all former action,'..aken on said improvement resolution and declares same null and void and the proceedings closed. This being the date set, hearing vra.s had on the assessment roll for the grading of the alley south of Calvert Street from Chapin Street to Kendal 'street under Improvement Resolution No.I966. In the above named assessment roll, no remonstrators appeared and no written remonstrance was filed and the Board, being fully advised in the premises finds that the several lots and parcelsof land which have been assessed for said improvement have been benefited in the amounts named on sadd- assessment roll. The Board, -therefore, takes final action on said assessment roll and declares same in all things ratified, confirmed and approved and the proceedings closed.. the Board now orders said: assess- ment roll delivered to the Department of Finance. Street under Improvement Resolution No.2006, the Board this I8th. , day of April 1928, hereby awards the contract for said improvement to Carl E. Zimmer at his low bid of 4,347.40. Bids having been received for the pave ent of the alley north of Cottage Grove from I�uerbringer I-'treet to alley north of Fu.erbringer Otreet under Improvement Resolu tion No.I990, the Board this I8th., day of April, 1928, hereby makes a preliminary order for concrete as the type of pavement with which said alley shall be imrroved and sets the Ist. , day of May, -L928 .as. the time vrhen said Board shall either ra.ss on petitions for a change in the type of pavement other than that specified in the preliminary order, award the contract or reject all bids. Rids having been rec,lived for the pavement of Stanfield Street from the north (� line of Howard Street to the north line of St. Vincent Street under Improvement Resole-i1 tion No.I995, the Board this I8th., day of April, 1928, hereby ma'�es a preliminary order for sheet asphalt as the type of pavement with which said street shall be improv ved and sets the Ist. , day of May, I928, as the time when said Board shall either pass 11 on peitions for a change in the type of pavement other than tha:- specified in the preliminary order, award the contract or reject all bids. Yhe Board signed the contract with nston tall for the construction of grade and walk- on the south side of Ewing Avenue from Hoke `'treet to '11rnsperger Street under Improvement Resolution No. 1999, for 635.60. The Board also approved the construction bond of same in the amount of T00� of the contract price, signed by the Maryland Casualty Co, The Board signed the contract with Eston Ball f or the construction of grade and walk on the west side of Kaley ''treet from north curb line of Linden Avenue to Ist., alley north of Linden avenue under Improvement Resolution No.2004, for 165.15. The Board also approved the construction bond of same for 100% of the contract price signed by the Maryland Casualty Uo. The Board signed the contract with -'stop Ball for the construction of grade, curb ank walk on the west side of Fellows Street from Fairview Avenue to I ro Irvington the construction under Improvement Resolution No.2003, for 3,85.I0. The Board also Irvin ton Avenue un ,action bond of same for 100% of the contract price signed by the Maryland Casualty Uo. This being the date.set, continued hearing was had on the assessment roll for the opening of Palmer Boulevard under Condemnation resolution No.I9I5. In the above matter, the Board decides to continue hearing on same until May 16th. , 1928. City Engineer H. G. Wray, submitted partial estimate No. I for the sewer improvement in College street between Vassar -and Humbolt Street under Improve meet Resolution No.2028, in accordance with the contract bejsween the City and John F. Hipskind, contractor. Board signed and approved same in the amount of $907.47. City Engineer, H. G 71ray, filed plans, specifications and estimate and the Board adopted a resolution for t �e curb and naLk improvement on the north side of IJishawa'_m Avenue from the west 1 ine of Tot 500 Vihitcomb and Keller's third Sunnymede to a point 29 ' feet east of the west line of Lot 506 said Addition "der Improvement Resolution No . 2053. In the above named improvement resolution, property owners waived all objeetiohs on and defense to any defect in said proce-dings and to any violation in procedure for the construction of pavements as fixed by law. Said property owners also petitioned that Ralph F. Keller be appoAnted to act as "hgineer on the above improvement to act in co-operation with the Uity -41gineer. Thereupon the Board received,opgnad and read sealed proposals for the construction of said improvement as follows: 'vihi t co mb and Keller concrete walk . I6 concrete curb .45 City Engineer, H. G. dray, filed plans, specifications and estimate and the Board adopted a resolution for the pavement of the alley east of Clinton street from sample Street to the first alley north of Sample Street under Improvement Resolu- tion No.2054. In the above named improvement resolution, the Board hereby orders that on the I6th. , day of May, I928, this Board, at its office in the City Hall will meet to hear and receive remonstrances from all persons whose property is liable to be affected by said improvement and will decide whether the several lots and parcels of land liable to be assessed for said improvement will be benefited in proportion to the estimated cost of same as reported bythe City Engineer. The Board further orders that notices of said hearing shall be published on the 20th. , day of -4pril and on the 27 th. , day of April 1928 in the News Times and mouth Bend !'ribune and that property owners be notified according to law. "ray, filed plans, specifications and the Board adopted a resolution for the pavement of all alleys in Belleville -�;irst Unit under Improvement Resolution No.2055, after more than 55 ! ofthe iovraiars of all lots had petitioned the Board for the construction of a 7 inch concrete pavement on all alleys in said addition, as provided for in chapter 236 of the Acts of the General Assembly of the state of Indiana approved March IOth. , 1927. In the above named improvement resolution, the Board hereby orders that on the 2nd. , day of lla,y,I928, this Board will meet in their office in the City Hall at 7-15 P. Y. , to hear and receive remonstrances from. all persons whose property may be affected by said improvement.
