Committee Chair Tim Scott called to order the Information Technology Committee meeting at
5:05 p.m. He introduced members of the Committee and recessed the Committee to reconvene in
the full Council Chambers. The Committee recessed and reconvened in the full Council
Chambers at 5:09 p.m. Committee Chair Scott then gave the floor to the presenters.
South Bend Code School Presentation- Office of Innovation/Alex Liggins & Alex Seidinai
Alex Sejdinaj, 1400 E. Angela Boulevard, stated, We are here today to come up with some
website designs. We have worked with the Office of Innovation and have come up with some
new and better ways to promote the City's online presence.
Jules DeLee, 1400 E. Angela Boulevard, stated, There are three (3)parts to this. The first part is
a survey,the second part is the demo of the website and the last part is the feedback survey.
The South Bend Code School and the Office of Innovation then helped the Committee and
Councilmembers go through the survey and website demonstration.
Councilmember Karen White stated, One (1) of the tabs on the side should be 311.
Committeemember Derrik Campau asked, What was the design decision on using a hamburger
menu rather than the traditional navigation bar?

Ms. DeLee replied, We were thinking it would be more clean. Having just one (1) slide out menu
would be more helpful.
Mr. Sejdinaj stated,Also, the pills under the search bar will be the most searched for searches.
Committee Chair Scott stated, I agree, I think it looks clean. The 311, Job Board and Data Portal
are the three (3) most important.
Committeemember Charles Barbour asked, Could you talk about what technology you are using
to build this?How will it be to maintain and add content? Also, are there any issues with ADA or
508 compliance? You also need to make sure the website is mobile compatibale.
Mr. Sejdinaj replied, The tools in terms of infrastructure have not been hashed out yet. We are
working with the Office of Innovation with that. Compliance is in the picture but this task is only
about how it will look.
Ms. DeLee stated, One (1) option is to have the hamburger menu automatically open when you
first come to the site.
Councilmember Jo M. Broden asked, What is the process of rolling this out?Also, there is
nothing on this that tells me this is the official site of the City.
Mr. Sejdinaj replied, We are trying to go around to different stakeholders in the City. This is the
early stage.
Councilmember Regina Williams-Preston stated, I love the simplicity. I was also thinking maybe
having some people pictured on the website. How soon is this rolling out?
Santiago Garces, Chief Innovation Officer with offices on the 12th floor of the County-City
Building, stated, We are aiming to have it roll out in the first quarter of next year, so sometime
maybe in February, 2017.
Sue Kessim, 4022 Kennedy Drive, stated, There are some tools that can be embedded for text-to-
speech. That would help seniors. There are also tools to translate the language. There isn't
enough contrast on the hamburger menu. Seniors need more black and white contrast.
With no further business, Committee Chair Scott adjourned the Information and Technology
Committee meeting at 5:43 p.m.
