A regular meeting of the Board of Public Works was held on Monday, July 29, 1957 at 10:00 A.M. (DST). All
members were present. Minutes of the previous regular meeting were rea d and approved. :;Claims of the

The Plans for the Columbus Court street improvement are now approved by the Board this 29th day of July,
1957.
A certificate of insurance from the Rieth Riley Construction Company covering any and all work they may
do for the City of South Bend is hereby approved. Accepted and placed on file in the office of the Board
of Public Works & Safety.
IA petition is hereby submitted to the Board from several residents on Ironwood Drive from McKinley Avenue
�to Jefferson Boulevard to resurface a section of Ironwood Drive by re -capping. Petition referred to the
City Engineering Department for investigation and recommendation.
;Freeman Spicer hereby requests permission to string plastic pennants on their car lot located at the corner
!!of Main and South Streets. Permission granted.
,Regarding the petition requesting speed limit signs on Elwood Avenue and a 4-way Stop be established at El-
wood and Huey Streets, Traffic Engineer, Ernest H. Miller, recommends that 20 mile per hour speed limit
,signs be installed on Elwood Avenue between Portage Avenue and Olive Street. The Traffic Engineer also
recommends that the request for the 4-way stop at Elwood and Huey be denied. He explained that 4-way Stops
were not intended to control speed. The Board concurred in these recommendations.
Also, Ernest H. Miller appeared before the Board requesting permission to make certain changes in traffic
control at the intersection of Lincoln Way East and Jefferson Boulevard as follows:
1. Remove the traffic signal standard from the center of the intersection.
2. The signal indications lost by the removal of the traffic signal in the
center of the intersection to be supplied by the installation of over-
sized or 12 inch traffic signal indications on the far left corners of
the intersection.
8. Installation of additional warning of one-way street to west bound ve-
hicles on Jefferson Boulevard, perhaps in the form of a neon sign "Do
I Not Enter" and wig -wag flasher signals in conjunction with the neon sign.
4. If these changes do no satisfactorily control the movement of vehicles and
{ pedestrians at this intersection then additional channalization be added to
definitely assure safe vehicular movement at this location.

This being the date set, a public hearing was held regarding the Northern Indiana Transit, Inc. bus servic
changes. Nich Cholis and Vern Westover representing said company were present. Mrs. Wayman Redding and
Mrs. Jessie J. Harrison appeared before the Board and voiced their opinion against the service cut and ask
ed for an increase in service. Also presented to the Board at this time, a letter from the Central Labor
Union which was read by Chairman Smith. The above matter will be taken under consideration pending a def-
inite decision at a later date.
j The time now being after 10:00 A.M. (DST), it was so announced and the bids for the Jefferson and William
!j Street improvements were now opened. Proofs of publication in the South Bend Tribune with an affidavit
• signed by C. G. Livengood and in the Record with an affidavit signed by Ruby McManon were submitted to the
jj Board and found sufficient. The bids received read as follows:
