above referenced special purchase for a 2003 Pierce Contender Rescue Pumper in the
amount of $63,500.

The South Bend Fire Department requests the Board of Puiblic Works approve the purchase of a used
fire pumper from the City of Venice, Florida. The South Bend Fire Department suffered the loss of our
Engine 4 due to, a catastrophic fire in the cab of the truck. This fire resulted in a total loss of our
apparatus. Since that time, we have found it necessary to utilize a reserve fire puirnper as a front line
replacement for our Engine 4. This unplanned usage has caused operational difficulties for our
department and has placed a strain on our ability to service other fleet vehicles in a timely manner. The
South Bend Fire Department has worked with Equipment Services to source and evaluate potential used
apparatus as a replacement and this vehicle in Venice Florida should meet our needs.
A special purchase is necessary because the unexpected and total loss of our front (line Fire Engine 4 ha:s
impaired the functioning of our department. We are asking the Board to grant approval based on
Indiana Code 5.22.10.9 on the advice of Michael Schmidt, purchasing imanager of the City and with
consultation from City Legal.
