WATCON BACKGROUND
Watcon, Inc. is a privately held, midwestern regional water treatment and consulting
firm. We have been in continuous operation since 1938, and are led by second
generation owners George and Tom Resnik, both Chemical Engineers from Purdue
University. Watcon clients include Honda of America, Alcoa Howmet, Chassix,
Michigan Milk Producers Association, and Suzuki Garphyttan, as well as major school
systems, manufacturers and hospitals located throughout the Midwestern United
States. Watcon is a member of the American Water Treatment Association, and has a
fully accredited analytical laboratory on site at our integrated manufacturing facility in
South Bend, Indiana. Watcon has provided clients with necessary documentation for
liability insurance and performance bonding through our partner Holland Insurance.

privilege of taking ownership of their system's performance, from assessment
through implementation to reporting on critical success parameters.

investigating to root cause and implementing (with client approval and
cooperation) all necessary corrective actions.
What Does Successful the Watcon/Client Relationship Look Like?
• Watcon evaluates/assesses the client's systems.
• Watcon ascertains the value the client places on their systems.
• Watcon recommends the cost effective program our client should invest in.
• Watcon establishes and implements the management protocol consistent with
reaching these mutual goals.
• Watcon operates with "feet on the ground". We keep our eyes on our client's
equipment first hand through normalized cyclical testing. We do not depend on
remote reporting mechanisms to tell us what MAY BE going on at our client's
shop. We make it our business to know first hand.
• Watcon is relentless in building the personal relationships with client facility staff
necessary to complete success. We do not accept that a personal relationship
between the parties is not critical to success. Problem solving, tactical and
strategic planning require the closest possible rapport between client and
supplier.
• Watcon is committed to satisfying our client's wants but is equally passionate
about providing our client what he needs. We are in a unique position to make
these recommendations.
ASSUMPTIONS PER SPECIFICATIONS
• The softener will be attaching to the system through 2" copper pipes.
• New softening system to be installed in the same footprint as existing (obsolete)
system as well as is practical.
• The system will have sufficient capacity to handle the highest usage levels for
the facility. Said usage levels to be determined from the fixture count supplied as
part of the RFP.
• System will be demand based and not timer based.
• System is to use commercially available salt and customer will supply and
maintain salt to softening system.
• System to include proper set up at installation.
• Site will require monthly visits from vendor to monitor softening system and to
ensure proper operation.
• Customer to oversee softening system operation between vendor visits.
WATCON GENERAL ANALYSIS
• Service flow for current obsolete system is estimated at 45 gallons per minute,
assuming operational effectiveness.
• Watcon system designed at service flow level of 55 gallons per minute.
• Watcon system designed at peak flow level of 75 galons per minute.
• Watcon has estimated "highest usage level" for the facilities to be in the 40 to 50
gallons per minute range.
• Watcon system to include two media tanks designed to operate sequentially.
• Watcon system to fit within existing (obsolete) system footprint.
• Cut sheet for Watcon system attached.
LEASED SYSTEM OPTION
• System equipment is 29 TMNXT 7 720.
• System will be installed by Watcon subcontractor as part of monthly lease cost.
• System will be put into operation by Watcon personnel as part of monthly lease
cost.
• System will be monitored through monthly on site service visits by Watcon
personnel as part of monthly lease cost. There will be no additional charge for
reasonable emergency service calls.
• All parts and labor are under warrenty as part of the monthly lease cost
• Initial lease is for three years at the monthly rate of $660.00.
• Customer may cancel the lease at any time before the three year period is
completed subject to a one time payment of remaining monthly lease costs.
• At the completion of the initial three year lease customer may continue at the
same monthly lease cost under the same warrenty and service terms of the
original lease.
PURCHASE AND INSTALL OPTION
• System equipment is 29 TMNXT 7 720.
• System will be installed by Watcon subcontractor at a cost of $3000.00.
• System will be put into operation by Watcon personnel at no additional cost.
• System will be monitored through monthly on site service calls by Watcon
personnel at an annual cost of $1,200.00.
• Additional emergency calls will be billed separately at $100.00 per call.
• All system parts are warrented by the manufacturer for a period of 3 years from
date of system start up. Labor for repair is warrented for a period of 6 months
from date of start up. After warranty, customer will be responsible for all repair
and replacement costs.
• Watcon will require 50% of total equipment and installation costs at the time of
order placement. The balance of equipment and installation costs are due 30
days after start up date.
• Service agreement of $1,200 can be paid annually, quarterly or monthly.
• First year cost - $13,110.00
• Second year cost - $1,200.00
• Third year cost - $1,200.00.

The undersigned Contractor, being duly sworn upon his/her/its oath, affirms under the penalties of perjury that:
1. Contractor has not, nor has any other member, representative, or agent of the firm,
company, corporation or partnership represented by him, entered into any combination, collusion
or agreement with any person relative to the price to be bid by anyone at such letting nor to
prevent any person from bidding nor to induce anyone to refrain from bidding, and that this bid
is made without reference to any other bid and without any agreement, understanding or
combination with any other person in reference to such bidding. Contractor further says that no
person or persons, firms, or corporation has, have or will receive directly or indirectly, any
rebate, fee, gift, commission or thing of value on account of such sale; and
2. Contractor certifies by submission of this proposal that neither contractor nor any of its
principals are presently debarred, suspended, proposed for debarment, declared ineligible, or
voluntarily excluded from participation in this transaction by any Federal department or agency;
and
3. Contractor has not, nor has any successor to, nor an affiliate of, Contractor, engaged in
investment activities in Iran.
a. For purposes of this Certification, "Iran" means the government of Oran and any agency or
instrumentality of Iran, or as otherwise defined at Ind. Code § 5-22-16.5-5, as amended from
time -to -time.
b. As provided by Ind. Code § 5-22-I 6.5-8, as amended from tinge -to -tune, a Contractor is
engaged in investment activities in Iran if either:
i. Contractor, its successor or its affiliate, provides goods or services of twenty million
dollars ($20,000,000) or more in value in the energy sector of Iran; or
ii. Contractor, its successor or its affiliate, is a financial institution that extends twenty
million dollars ($20,000,000) or more in credit to another person for forty-five (45)
days or more, if that person will (i) use the credit to provides goods and services in

a person identified on list published by the Indiana Department of Administration,
4. Contractor does not knowingly employ or contract with an unauthorized alien, nor retain
any employee or contract with a person that the Contractor subsequently learns is an
unauthorized alien. Contractor agrees that he/she/it shall enroll in and verify the work eligibility
status of all of Contractor's newly hired employees through the E-Verify Program as defined by
I.C. 22-5-1.7-3. Contractor's documentation of enrollment and participation in the E-Verify
Program is included and attached as park of this bid/quote; and
5. Contractor shall require his/her/its subcontractors performing work under this public
contract to certify that the subcontractors do not knowingly employ or contract with an
unauthorized alien, nor retain any employee or contract with a person that the subcontractor
subsequently learns is an unauthorized alien, and that the subcontractor has enrolled in and is
participating in the E-Verify Program. The Contractor agrees to maintain this certification
throughout the tern of the contract with the City of South Bend, and understands that the City
may terminate the contract for default if the Contractor fails to cure a breach of this provision no
later than thirty (30) days after being notified by the City.
6. Persons, partnerships, corporations, associations, or joint venturers awarded a contract by
the City of South Bend through its agencies, boards, or commissions shall not discriminate
against any employee or applicant for employment in the performance of a City contract with
respect to hire, tenure, terms, conditions, or privileges of employment, or any matter directly or
indirectly related to employment because of race, sex, religion, color, national origin, ancestry,
age, gender expression, gender identity, sexual orientation or disability that does not affect that
person's ability to perform the work.
In awarding contracts for the purchase of work, labor, services, supplies, equipment, materials,
or any combination of the foregoing including, but not limited to, public works contracts
awarded under public bidding laws or other contracts in which public bids are not required by
law; the City, its agencies, boards, or commissions may consider the Contractor's good faith
efforts to obtain participation by those Contractors certified by the State of Indiana as a Minority
Business ("MBE") or as a Women's Business Enterprise ("WBE") as a factor in determining
the lowest, responsible, responsive bidder.
In no event shall persons or entities seeking the award of a City contract be required to award a
subcontract to an MBE/WBE; however, it may not unlawfully discriminate against said
WBE/MBE. A finding of a discriminatory practice by the City's MBE/WBE Utilization Board
shall prohibit that person or entity from being awarded a City contract for a period of one (1)
year from the date of such determination, and such determination may also be grounds for
terminating the contact for which the discriminatory practice or noncompliance pertains.
7. The undersigned contractor agrees that the following nondiscrimination commitment
shall be made a pant of any contract which it may henceforth enter into with the City of South
Bend, Indiana or any of its agencies, boards or commissions.
