meeting to order at 3:30 p.m.

Bill No. 91-09 Appropriation -Emergency Shelter Grant
Chairman Rouse opened the hearing by recognizing Pam Meyer, Director of Community
Development to present the bill. Pam said the bill asks for the appropriation of $123,135
in Emergency Shelter Grant funds. This program was discussed with the Council at a
prior meeting on September 21St, when the 2010 CD Action Plan was presented. Four
separate agencies would benefit from the dollars. All appropriate public hearings
required for the use of these funds have been completed. Councilmember White asked a
question regarding specific dollars available then made a motion to send the bill to full
Council favorably. Catherine Andres offered a second and all affirmed.
Bill No 92-09 Amendment -Distribution of 2009 Community Development Funds #212
In her presentation, Pam Meyer emphasized the bill only changed dollar amounts for each
activity. It did not affect the geography, the eligible activities, or partner agencies. Also
the total dollar amount would not change. More specifically, Pam said the number of
properties on the acquisition and rehab list would be reduced from nine (9) to five (5).
Correspondingly properties benefitting from other programs like "dollar homes" or new
construction went from 4 to 9 in number. Councilmember White asked about total
dollars available and wondered how priorities were determined. Councilmember Rouse
expressed some consternation with the fact that South Bend Heritage was receiving
nearly $420,000; wondering if the city was getting its money's worth. Councilmember
Varner asked if the 14 affected homes were marketable. Councilmember Rouse asked
Pam Meyer to do an accounting of the program and report back to the Council so they
could determine whether the funds were spent effectively. After Pam said she would
report to Council in the future, Catherine Andres moved to send favorably.
Councilmember White seconded and all affirmed.
Bill No. 09-79 -Tax Abatement -1710 Sheridan -Hoosier Tank (Personal Property)
Chairman Rouse allowed Bob Mathia from Community and Economic Development to
outline the due diligence report. He allowed that all criteria had been meta Hoosier Tank
was spending $950,000 for a new state of the art powder coating system which when
operating would create 6-10 new jobs and protect 52 current jobs.
With enthusiasm, Councilmember Puzzello moved the bill go favorably to Council.
Catherine Andres seconded and all approved.
Chairperson Rouse adjourned the meeting at 3:55 p.m.
