Class "C" pavement and Roll type cement concrete curbs, under Improvement Resolution. No. 2831, 1956, adopted March 12, 1956 and first confirmed on April 3, 1956. No written remonstrances or remonstrances against said improvement bearing the, signatures of fifty-one (51%) or more of the resident property owners on said street to be improved, having been filed within the ten (10) day period following the da.te and time` of the hearing on said improvement, therefore BE IT RESOLVED, by the Board of Public Works and Safety of the City of South Bend, Indiana, that Improvement Resolution No. 2831, 1956, duly adopted by this Board on: March 12, 1956, and first confirmed on April 3, 1056, be and same is in all things finally confirmed and the improvemend is hereby ordered made. Mayor Voorde problem of the Sample railroad yards west. r. _arabaugh, Attorney Chairman, called the meeting to order at 2:00 P.M. He then thanked and Olive everyone for being present and then discussed the overall crossing. He also suggested the possibly of moving the The Mayor then introduced Ernest H. miller, Traffic Engineer, who displayed `charts drawn from the results of the survey he had taken on march 7th and 8th at the Sam !ple-Olive Streets Crossing. This chart showed the peak hours of traffic and the amount of time trains blocked the crossing. Mayor Voorde then introduced Captain Hazinski, of the Traffic Division. Ca.p- ta.in Hazinski explained the result of recent 2-year study of increasing number of accidents in the immediate area of the Olive -Sample St. crossing. Reason for increase is traffic using surrounding streets to avoid crossing the tracks at Sample and Olive Streets. Mr. D. B. Ingold, Superintendent of the New York Central Railroad Company ex- j plained that moving the yards west would interfere with U. S. #20. Also, if the railroad, yards were moved out 10 miles, cost of operating would be too great. More time would be needed for moving purposes. Mr. A. G. Thernstrom, of the Grand Trunk Railroad Company agreed with Mr. In oldts statement. Mr. Thernstrom feels that Grand Trunk is not responsible for the traffic hold= up at Sample -Olive Street crossing and he does not feel that there is sufficient s ace to' locate switching yards between Olive Street and Mayflower Road. p • :7 F_ I L • • Mr. Bert Gadacz of the New Jersey, Indiana & Illinois Railroad Company questioned the accuracy of Mr. Miller's report. i� Mayor Voorde stated that he definitely wants action taken. Does not like to hear the' old story of railroad companies promising to reduce switching operation time, or report i, number of engine to company, etc. Mayor Voorde states that cars should not be traveling on these little side streets when they could be using the main thoroughfare. The Mayor then introduced Ray Andrysiak, City Engineer. Mr. Andrysiak stressed the . growing importance of Olive Street. He displayed a map of the Street Improvement Progral, Also, stated that there were only three (3) thoroughfare streets that run from City Limiji t6City Limit with Olive Street being one of the main streets, and Michigan Street and j Ironwood Drive, the other thoroughfares. • • • C7 0 Mayor Voorde stated there is a solution. Suggests that representatives present meet with the City Engineer, Ray Andrysiak, immediately after the meeting. i Mayor Voorde wants a committee formed to studoy the situation. Suggest4that Mr. Andr�- siak contact the Executive officers of each railraod represented and ask them to cooperat''e with the City to find a solution to the Sample -Olive Street crossing. Also, that the Ex; ecutives of each Railroad send Engineers cif their company to meet in South Bend to stud the situation. Y'1 Mayor Voorde then asked that until a solution is reached that Railroad companies co- operate by reducing switching time limits at the Sample -Olive Street crossing. (DST). All members were present. Minutes of the previous regular meeting ere read and approved.
