AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND,
INDIANA, AMENDING ORDINANCE # 9924-09 TO READJUST CERTAIN
DISTRIBUTIONS FOR CALENDAR YEAR 2009 WITHIN COMMUNITY
DEVELOPMENT FUND (#212)
STATEMENT OF PURPOSE AND INTENT
On May 12, 2009, the South Bend Common Council passed Ordinance #9924-09 which
appropriated a total of $4,098,531.00 in Neighborhood Stabilization Program (NSP) monies
receivable from the United States Department of Housing and Urban Development (HUD). This
Ordinance #9924-09 provided for distribution to various City agencies and non-profit private
enterprises which perform housing rehabilitation and other services beneficial to the South Bend
Community in furtherance of the HUD grant purposes.
Since passage of Ordinance #9924-09, certain operational changes have occurred which
require the increase of certain designated appropriations and the decrease of others.
NOW, THEREFORE, BE IT ORDAINED BY THE COMMON COUNCIL OF THE
CITY OF SOUTH BEND, INDIANA as follows:
SECTION I. The following distributions set forth in Ordinance #9924-09 shall be
increased and decreased as follows:

Attached is a substitute version of Bill #92-09. The final dollar amount in the ordinance
was adjusted at Section I, page 2, to be consistent with the total NSP appropriation in Ordinance
9924-09. In fact, this modification had been made to the original Bill prior to filing with the
Council, but I inadvertently filed an earlier draft.
The other change in this Ordinance is in the language of the last column caption in
Section I, i.e., from the phrase "Net Change" to "Shift."
Ms. Pamela Meyer will introduce this Substitute Bill to the Common Council and answer
any questions Council members may have.
