All members were present. Minutes of the previous regular meeting and also special meeting were read and approved. Mr. Howell brought to the Board's attention the condition of the playground at Bronson Street and River Avenue, formerly maintained by the Department of Public Pakks, but for the past several months used by a sub -con- tractor on the Sewage Disposal System for material and equipment storage. Mr. Howell was assured by the City Attorney that sufficient funds are withheld until all damage and every type of claim against contractor is satisfied and in this instance, the playground will again be restored to its former status, with the exception that it will be the site for a small lift station, yet to be constructed. The City Engineer explained that -the delay in the restoration of the playground is due to this anti- cipated construction. Next appeared before the Board, Mr. Fred Carskadon, representing The Chamberlain Co. of America-, and permission was granted this firm, by the Board for the parking of a semi -trailer on Huron Street, for the duration of the weather stripping work now underway on the buildings and premises of St. Adalbert's parish, at Olive and Huron Streets Next appeared before the Board, Andrew Ligos and Donald A. Heilman, taxicab opperators, interested in securing the taxicab operator's license presently held by Earl Stacher. 400 City Attorney, I. A. Hurwich, informed the Board and the two persons concerned, that the cancelling or rescinding of the license is.based upon the holder being convicted of a felony or misdemeanor involving moral turpitude. It was, however, stated that in I the event of a conviction in the pending trial of Earl Stacher, the Board would proceed immediately with cancellation of license, which would then bb••available for re -issuance to any applicant qualifying. The matter of the ownerts name appearing on the taxicab was also considered, and the inquirers advised that the ordinance governing compels the name to appear until such time as transfer of title is consummated. z • The matter of a weed -grown lot at 114 E. Keasey Street was again brought to the Boardts attention and sufficient notice having been given the property owner, the Board directed the Street Commissioner to proceed with the mowing and cleaning up of the lot in question. The Board then considered the request of the Association of Commerce for the assis- tance of the Street Department and Fire Department personnel in their annual Christmas decorating of the downtown shopping district and the use of street lighting posts in this connection, as heretofore. Permission was granted. A letter, dated October 17, 1955, over the signature of J. M. McCarthy of the OtBrien Corporation requesting SLOW DOWN signs on Washington Street, for the protection of -both truck and pedestrian traffic, at the site of their storage warehouse, was referred to Traffic Engineer, E. H. Miller, for his investigation and attention. The Board next examined and approved plans and specifications for the Widening of Olive Street from Western Avenue to Washington Street, submitted by W. S. Moore, Engineer, subject to the eventual approval of the required land transfer agreement. The letter of Scott N. Hagenau, Asstt. Chief Engineer of WSBT, under date of October 17, 1955, relative to obtaining the approval of the Board for a.single wire to be run from the -I. & M. Building, across Colfax Avenue to the top of the South Bend Tribune building;' was next considered by the Board. The connection indicated being a necessary part of a microwave receiver installation upon the I. & M. building, and the required certificate of insurance having been provided by WSBT, the Board granted approval accordingly. _The Board then xamined and approved, upon the recommendation of Consoer, Townsend and Associates, consulting engineers, -Contract Supplement No- 3, applying to Contract 6-A, Falcon Construction Company, contractor. The Board next examined and approved, upon the recommendation of Consodr , Townsend and Associates, consulting engineers, Contract Supplement No. 5, applying to Contract 5-A, Paschen Contractors, Inc., contractor. The Board then examined and approved, upon the recommendation of Consoer, Townsend and Associates, consulting engineers, Contract Supplement No. 7, applying to Contract No. 6, Santucci Construction Company, contractor. The Board next examined and approved, upon recommendation of Consoer, Townsend and Associates, consulting engineers, Contract Supplement No. 19, applying to Contract No. 11, Sollitt Construction Co., Inc., contractor. The time now being 10:00 A. M. C.S.T., it was so announced and the Board proceeded +{ with the opening of bids, received in accord with legal advertising, for the improvement: of -Fremont Street, from the north property line of Elwood Avenue to the south property line of Keller Street. Andrysiak,_informed all persons present that this improvement will be carried stright through on the ten -gear Barrell Law program, and the Board will proceed in the matter of making award of contract accopdingly. i City Attorney, I. A. Hurwich, then reported to the Board, the filing of a suit during the past week for an injunction against the Chicago, South Bend and South Shore _• �' Railway for alleged obstruction of the Circle Avenue area. After a full discussion of the matter, the City Attorney requested the Board to direct the City Engineering Department to prepare a report of all property boundary lines affecting Circle Avenue, and. it was so ordered. I, The Board next examined Police Accident Report No- 47476 T-2476 covering accident I+ which occurred Friday, October 21, 1955, at 2:45 P. M. involving city owned car, ! operated by Robert J. Shultz, and 1953 Cadillac driven by a laborer, Lincoln L. Weaver, 5710 Lincolnway West, South Bend, Indiana. The matter was referred to the City Controller. I The Board approved the installation of S-T-O-P signs at the following locations: I Yukon Street, both sides, at Woodward Avenue Frances Street, both sides, at Cedar Street Frances Street, both sides, at Madison Street Hartzer. Street, southwest corner, at Olive Street. Contractorts Bonds, each in the sum of $1,000.00, were examined and approved for James C. Sherry -and Charles E. Stafford. There being no further business to come before the board, the meeting was adjourned at 11:30 A. M. i Attest: Clerk SPECIAL MEETING October 27, 1955 • 0 0 In compliance with notification sent to all property owners of Bercliff Estates, a special meeting of the Board of Public Works was held at 7:30 P. M.,.Thursday, November 27, 1955, in the Council Chambers of the City Hall, as a continuance of hearing and special meeting of Wednesday, October 19, 1955, in the matter of amended and re -designed plans for sanitary sewers for the Bercliff Estates. Members present were R. S. Andrysiak and I. A. Hurwich. Also present at this meeting was Lud Emelity, consulting engineer with Chas. W. Cole and Son.
