C.S.T., jrelative to improvement by sewers in Bercliffe Estates Addition, under Resolution No. 2814. Members of the Board present were Mr.-R. S. Andrysiak and Mr. I. A. Hurwich. Meeting was opened by Chairman of the Board, R. S. Andrysiak, by introduction of • Board member, I. A. Hurwich, and Mr. Lud A. Emelity, representing Chas. W. Cole & Sons, Inc., Civil Engineers. 0 • 0 • The chairman then proceeded to explain in detail the ten-year Barrett Law finan- cing procedure and the procedure of petitioning for and remonstrating against public improvements, which time for remonstrating will expire September 2L_, 1955. Following which announcement was made of the front foot estimated cost, pointing out to the assembled home -owners that this estimate represents maximum cost and that competitive bidding will, in all probability, lower the figure quoted. The chairman then opened the meeting for informal discussion and examination of blueprints. There being no further business to come before the Board, hearing'*as continued to a later date. Bickel BMM.or Public Works & a e y 1 The Board next examined a petition, dated September 19, 1955. for the prevention of ,the burning of rubber tires and other refuse on the premises at 1420 South Walnut Street,i� :which is said to create an intolerable condition in the immediate neighborhood. The 1 ;Board referred the matter to Assistant City Attorn11 ey, A�'thur w. Frisk, for investigation ;and advice. { The Board then examined and signed contract with the Rieth-Riley Construction Inc., for the jCompany, resurfacing of Ewing Avenue, from Michigan Street to Franklin I I Street . The Board next examined and signed contract with McIntyre & Jones, for the con- struetion of new concrete curb and the widening of the base four feet with Portland 1eement concrete six inches in depth, on Olive Street, from Western Avenue to Washington d� !Avenue. i . Recommendation for the vacation of the first alley west of Klley Street, from Colfax Avenue to the first alley south of Colfax Avenue, was received from the City Planning Commission with the stipulation that all easements be retained. The Board referred this to the City Engineer for further investigation. Recommendation for the vacation of the 14 foot wide and 126.6 feet deep alley � located between Lots Nos. 207 and 208 of the Third Plat of Northwest Addition to the City of South Bend, was received from the City Planning Commission with the stipulation that all easements be retained. The Board referred this to the City Engineer for further investigation. ;� 083 ■ The Board next gave consideration to the improvement of LaSalle Avenue, from Hill Street to Eddy Street, and Bartlett Street, from Michigan Street to Riverside Drive, land directed that Rieth-Riley Construction Company, Inc., be notified to proceed with the laying of Type."C" Hot -Mixed, Hot -Laid, Asphaltic Concrete on these two°streets, Ion accord 'with. contract.. of August 22, 1955. 1TRAFFIC ENGINEER: Traffic Engineer, E. H. Miller, being present, the Board entered into a 4iscussion • of the continued use of Clive Street by heavy truck traffic, and what steps might be taken to reduce and control such traffic. Petition, dated August 31, 1955, bearing !eighty signatures, in this matter, was examined by the Board. The City Attorney re- liferred to and read the statutes applying thereto; Acts of 1931, Chapter 83, Section 11, hand Acts of 1939s Chapter 48, Section 156. After a considerable period of discussion, !!the Board authorized and directed the Traffic Engineer to obtain proposals from im- 1partial testing firms to run tests and determine the load -bearing capabilities of Olive I: iStreet from Sample Street to Lincolnway Nest. From the results of such tests, the ;,Board will be enabled to establish specific limitations on size of trucks, weights of `loads etc, and provide routing for truck traffic banned from using Olive Street. The Board examined and approved plans and specifications for the improvement on. !'Eddy Street, from Madison Street to Sorin Street, designated as Contract No. 3 TRAFFIC ENGINEER: i. The Traffic Engineer's need for eight one-way two -section traffic signal heads !iwas then considered by the Board, and the Clerk authorized to proceed with the purchase Hof this equipment. The Board approved installation of a YIELD RIGHT OF WAY sign on the southwest y corner of Sherwood Avenue at Fellows Street.-_ i Contractor's bonds, each in the sum of $1,000.00, were examined and approved for ;Adams Roofing and Construction Company and Russell Rose, 'Sr. There being no further business to come before the Board, the meeting was adjourned. at 11:30 A.
