He also stated his water main is in danger of being broken from the possibility of a cave-in. The City Engineer and Street commission .er both being present and entirely familiar with the condition of this street, it was i 372 ;.pointed out that the immediate surrounding area and the location of the section of 'street described by the complainant lies upon a muck bed and any repair of this street will be costly and contingent upon the construction of approved curbing by the property i owners involved, before any steps can be taken by. the City for the re -construction and improvement of this street. It was agreed, the City Engineer will make a survey of the condition now existing and submit to the property owners figures indicating the approxi mate cost to provide new curbing and sidewalks, on the basis of which, provided the residents proceed with such construction, the City will make street improvements, includ ing manhole and necessary catch -basins, for this specific section of Roosevelt Street. Then appeared before the Board Mrs. Harold Zisla and Mrs. Victor Reamer, request ing permission for the blocking kin off of Woodvale from Byron to the dead end, for a Block 'i Party to be held September 17, 1955 from 8:00 to 11:00 P.M. The Board granted permission;. Next appeared before the Board,Mr. Henry Szigat, a licensed chauffeur, inquiring ;as to City ordinance governing a business enterprise in the nature'of "week -end service" of automobile and chauffeur, and long distance and interstate private transportation ('service, which Mr. Szigat now engages to provide. The City Attorney, being present, after referring to all ordinance governing various types of taxicab and passenger trans- portation, assured the Board and Mr. Szigat that his enterprise does not fall under any of the types of service presently governed by City ordinance. I The request of Mr. Ernest Borrer that the Kiwanis Club "Newsboy Day" be set for Saturday, September 17, 1955 was next considered. There being no conflicting committment,: I the Board granted this date for this annual downtown activity of the Kiwanis Club, and it was so ordered." The Board next examined a petition, dated August 20, 1955, to vacate alley running north and south, between Michigan and Main.Streets, commencing on the south line of Dean Street, and ending on the north line of Klinger Street. Petition was re- k ferred to the City Planning Commission for their investigation and recommendation. STREET DEPARTMENT: Street Commissioner,H. M. Tomlinson, being present, brought to the Board's attention his department's urgent need for a gasoline -powered chain saw and a spraying machine to apply weedkiller and other liquids. The Board granted approval for purchase of this ,equipment,. Commissioner Tomlinson also brought to the Board's attention the Street'depart- ment's need for a 2-door Sedan, and funds being found to be available to obtain this equipment, the Clerk was directed to advertise for bids. Then appeared before the Board Engineer W.S. Moore and some discussion was given to the use of a salt -resistant coating in the form of rubberized paint to prevent further damage to cement', citing in particular such damage done the sidewalks of the Twyckenham Bridge, and it was pointed out that the City is following the policy of the use of such coating on concrete construction subject to salt damage, which insures against such injury for a substantial period of time. The Board next approved plans and specifications for the resurfacing of Ewing Avenue, from Michigan Street to Franklin Street, as submitted by Engineer W. S. Moore, under the 1954 General Street Improvement Program, and authorized the Clerk to proceed with legal advertising for bids, to carry out this. project. Estimate of costs were examined and ordered filed. I' The Board next approved plans and specifications for the Clive Street Improve- ment Program - Section "B" to provide an additional four feet on the west side only, from Western Avenue to Washington Street. The Clerk was directed to proceed with legal advertising for bids, ,to carry out this project. Estimate of costs were examined and ordered filed. A petition, dated August 18, 1955, calling for the improvement of Elmer Street, from Keller to Bulla Street, by the construction of a permanent type of pavement under the Barrett Law plan, was examined and referred to the office of the City Engineer for I investigation and recommendation. The Board next added an addendum to the contract entered into under date of August l., 1955, for engineering services, in connection with the improvement of William Street, between Lincoln Way West and Madison.Street. This addendum extends these engineering services, and the William Street improvement to Marion Street, and also includes the improvement of Madison Street from William Street to a point approximately 300 feet east of William Street. ji The Board next examined a petition dated August 17, 1955 for the removal of '! junk yard in alley between Thomas and Napier Street, and referred this petition to ! Assistant City Attorney Arthur W. Frisk for his consideration and advice. I The time now being 10:00 A.M. CST, it was so announced and the Board proceeded with the opening of bids to improve Eddy Street from Jefferson Blvd. to the center of Madison Street under the 1954 General Street Improvement Program. �1 • • • • 373 Bids were found to be, as follows: RIETH-RILEY CONSTRUCTION CO., Bid was accompanied by satisfactory !' Cole & Son , for tabulation and recommendation. The Board examined and ordered filed Engineer's Estimate covering all costs to be involved in the improvement of Eddy Street from ten (10) feet South of the north curb ;line of Jefferson Blvd. to the center of Madison Street by construction of an 8 inch thick concrete base widening and hot asphaltic concrete pavement resurfacing, in accord ;;with the profiles, drawings, plans, general details and specifications approved by the ;'Board submitted by Chas. W. Cole & Son, this date, the same being designated as Eddy ''Street Contract No. 2. The Board took note of copy of letter sent C. Harry Swanson, Inc. under date of ".August 26, 1955, over the signature of the Building Commissioner, relative to proper compacting of fill dirt in Swanson Park 6th Addition, and ordered this copy placed on file. ITRAFFIC ENGINEER'S DEPARTMENT I Then appeared before the Board,Traffic Engineer E. H. Miller and brought to the Board's attention the urgent need for installation of traffic signals at the intersection: of Angela Blvd. and Riverside Drive. The Board granted approval for such installation. Engineer Miller then reported on his investigation of need for speed caution signs j in the 500 block of East Angela Blvd. The Engineer recommended the installation of 30 inch S-CURVE signs, together with 20 M.P.H. speed limit signs at this site, and the !;Board approved his recommendation and the installing of signs accordingly. Traffic Engineer Miller then reported his findings relative to petition filed under date of July 6, 1955 to reduce speed limit on Portage Avenue, from the 1600 block to ;the City Limits, to 20 M.P.H. It was the opinion of the Engineer in view of the present 30 MP.H. limit now in effect,'that reducing the limit to 20 M.P.H. would tend only to increase the violators. Also, in view of the fact that an Auxiliary ,Police Woman is on duty at those times when street is being crossed by school children, ;I sufficient protection is being provided. Consequently, it is the Traffic Engineers :;recommendation that no change be made in the 30 M.P.H. speed limit for which this i section of Portage Avenue is presently posted. It was the consensus of the Board to accept the Traffic Engineerts recommendation in the matter. The Traffic Engineer then reported in the matter of the blocking of pedestrian : traffic by over -length trucks at the loading dock of Armour & Company on Chapin Street, advising that for the present and until such time as better dock facilities can be provided, Armour & Company are using street barricade and flares for the safe guidance of Chapin Street pedestrians. Traffic Engineer Miller next reported in the matter of trucks damaging sidewalk and curbing on the south side of street at the 100 block Woodside Avenue. The Engineer confirmed the damage and violation of regulations indicated in the Building Commissioner's letter of August 19, and informed the Board that Captain Clem Hazinski has assigned an officer to enforce loading and unloading regulations at this location. The Board next approved the installation of the following STOP and YIELD RIGHT OF 1 WAY signs: STOP sign to be installed in alley, north south, between Main and Lafayette Sts. one the south side of Colfax Ave., YIELD RIGHT of WAY signs to be installed on Flag Ave., both sides, at Rockne Dr. YIELD RIGHT of WAY signs to be installed on Huron Street, both sides, at Edison Dr.`: YIELD RIGHT of WAY signs to be installed on MacArthur St. both sides, at Pyle Ave. YIELD RIGHT of WAY signs to be installed on Northwood at Rockne Northwest corner. and on southwest corner of Bader at Rockne. The Traffic Engineer's need for ten (10) 8-foot traffic signal posts, two (2) 2-way 3-section traffic signal heads, and six (6) 1-way 2-section traffic signal heads was next considered and approved, and the Clerk was directed to proceed with the purchase of the required equipment. The Board next took note of Chief Gillen's report of attempt to serve notice on management of parking lot at Madison and Michigan Street, and directed that the police continue -.in their effort to deliver the Board's order to the manager of this parking lot.' The Board then examined and approved plans, contract documents and specifications for the widening and resurfacing of Miami Street, from Ridgedale Avenue to Ireland Road as submitted by Clyde E. Williams & Associates. The Clerk was directed to proceed with 7. 3 74 I` !'the legal advertising for bids, to carry out this project. Maintenance Bond in the sum of $32,500.00 binding Rieth-Miley Construction Company; 'Inc., as principal, and Indemnity Insurance Company of North America, as surety,,was examined and approved by the Board. Maintenance Bond in the sum of $19,483.70, binding Reed Construction Company as ,,principal and Indemnity Insurance Company of North America, as surety, was examined and approved by the Board. Contractors Bonds, each in the sum of $1,000.00, were examined and approved for the following contractors. - Steve Bertolan Leonard F. Fry Ignatius Golichowski Ernest L. Attest C le rk" business, the Board, thereupon, adjourned; the time being SPECIAL MEETING August 31, 1955 A special meeting of the Board was called for 9:00 A.M. CST, Wednesday, August 31, 1955, for the purpose of awarding contract to improve Eddy Street, from Jefferson Blvd. to the center of Madison Street, under the 1954 General Street Improve- ment Program. All members were present. The Engineer's tabulations and recommendation showing the bid of the Reed Construction Company to be the lowest and best bid, contract was awarded, accordingly, and the Board proceeded with the approving,and signing of this contract, designated as Contract No. 2, and the examining, approving and signing of Performance and Maintenance Bonds.
