It was the decision of the Boardi to require Occupancy Bonds in amounts based upon the Fire Zone in which the construction';'; is located. A bond in the amount of $25,000.00 will be required for Zone 1, $10,000.00 for Zone 2 and in other zones the Occupancy Bond is to be in the amount of 052,000.00. It was also agreed, in exceptional or questionable cases, the Building Commissioner is to bring the matter to the attention of the Board with recommendations, and for the Boardts study and decision. { Then appeared before the Board Mrs. George N. Georgalas, 251 North Edison Avenue and Mrs. B. F. Cukrowicz, 256 No. Gladstone, complaining of the intolerable noise �! created daily from 10:00 A. N. to 4:00 P. -M., by the Bendix Aviation Corporation's I jet engine testing laboratory. According to the statement of Mrs. Cukrowicz, the I' noise continues daily and is constant, except for brief intervals. Mrs. Georgalas stated the noise is of such volume and intensity as to rattle the windows of the houses iin this neighborhood and prevent talking on telephone or use of radio. Mrs. Cukrowicz stated complaints made to Mr. Chas. D. TJlanhart, manager in charge of this testing activity had produced no results. The Board informed the complainants, contact would be made immediately with Bendix Aviation Corporation and steps taken to muffle or minimize j the noise presently created by their testing operations. An application of Lawrence Eugene Early for Taxi -cab Driverts License, referred to the Board for approval or rejection, was next considered, and in view of the fact • I applicant has an unsatisfactory police record, has been within the bast five years an inmate of Lon cliff Asylum for the Insane, and one of two charges of disorderly conduct i. g Y was found to have been reduced from an original charge of robbery, the Board unanimously denied the application. Applicant, being present, was informed by the Board of the Boardts denial of his application. 0 • 0 IMPROVEMENT RESOLUTION NO. 28ol-A CERTIFICATE OF COMPLETION Certificate of Completion and Contractorts Completion Affidavit were furnished by the civil engineer, Wilbur H. Gartner & Associates, by Paul L. Roelke, of the contract between the City of South Bend, Indiana, Owner, and the Niles Excavating Company, Contractor, for the construction of the sewer improvement on JEFFERSON BOULEVARD - 33rd STREET - WASHINGTON STREET - 35th STREET from approximately 200 feet east of 26th Street to Logan on Jefferson Boulevard; from Jefferson Boulevard to Washington Street on 331?d Street; from 3.3rd Street to 35th Street on Washington Street and from Washington Street to Oakcrest Drive on 35th Street, under Improvement Resolution No.2801,1955, has been completed in accordance with the plans and specifications for this project. RESOLUTION ACCEPTING FINAL ESTIMATE RESOLUTION NO. 2801-A BE IT RESOLVED, by the Board of Public Works and Safety of the City of South Bend, Indiana, that the Final Estimate and Primary Assessment Roll submitted to the Board by the City Civil Engineer or his duly authorized representative on this 18th day of July, 1955, on the improvement known as the Jefferson Boulevard - 33rd Street - Washington Street - 35th Street Sewer as described in Improvement Resolution No. 2801-A 1954, passed by the Board of Public Works and Safety on January 2L�, 1955, and confirmed by said Board on February 21, 1955, be and the same is hereby adopted, and the Clerk of this Board is hereby requested to give notice of the hearing of Special Benefits on said Improvement, as required by Section N. 111 or 120 of an Act entitled, "An Act Concerning Municipal Corporations" approved March 6, 1905. Bickel Board of Pub is Works & Safety A petition to vacate alley between lots Nos. 207 and 208 of the Third Plat of Northwest Addition to the City of South Bend, was examined and referred to the City Plan Commission for investigation and recommendation. TRAFFIC ENGINEER: The Board next examined police officerts report concerning damaged S-T-O-P sign at the intersection of Calvert and Leer Streets, the night of July 15th and referred the report to Traffic Engineer, E. H. Miller. The following sign installations were approved by the Board: Stop Signs- Southeast corner of Oakcrest and 35th Street On both sides on Dundee Street at Jefferson Street On both sides at intersection of Kaley and Dunham Streets On both.sides on Donald Street at Chapin Street On both sides on Arthur Street at Madison Street -Yield Right of Way Sign - on Colf ax Avenue at Tuxedo Drive 12-Minute limit sign - on first meter east of St. Joseph Street on the north side of E. Jefferson Boulevard. Then appeared before the Board Attorney Roland Obenchain, Jr., and discussed with the Board matters pertaining to the securing of right of way to extend Colfax Avenue east of Ironwood Drive. Attorney Obenchain agreed to contact his clientimmediately by telephone or telegraph and inform the Board as to whether or not the City's appraisal value of property involved is acceptable to the owner. Excavation Bond, in the sum of $2,000.00, for Stanley E. Wesolowski was examined and approved. Contractors Bonds each in the sum of (!',I 000 00 were examined and a roved for � 4P the following contractors: A. D. Builders John Krzyzaniak Eugene W. Lauderback Joseph Rothwell Wayne L. Seaver.
