June 10, 1955
A special meeting of the Board of Public Works was held Friday, June 10, 1955, at
�9:20 A. M. All members were present. The meeting was held for the purpose of awarding
contract for the improvement of Olive Street from Linden Avenue to Lincoln Way west.
The Board being in receipt of the -following letter from. William S. Moore, consulting;,
'engineer, bearing date of June 9, 1955, first proceeded with the reading of this letter,
to wit:
Board of Public Works & Safety,
City Hall,
South Bend, Indiana.
Gentlemen:
Herewith -is submitted tabulation of bids for improvement of Olive Street from
Linden Avenue to Lincolnway West.
Three bids were received as follows:
Lant-Musick Paving Company $98,558.40
Rieth-Riley Construction Co., Inc. W3,859.82
Reed Construction Company $107,649.10
The Lant-Musick Paving Company is the lowest bidder. Their bid of $98,558.40 is
$5,�01.42 lower than Ri6th-Riley Construction Company, who is the next -lowest
bidder.While the Lant-Musick Paving Company has submitted the lowest, in my -
opinion, they are not the best bid for -the following reasons:
(a) They have had no experience in pavement construction
of any kind. Most of their work has been construction
of sidewalks, curbs, driveways, parking ways, house
foundations, etc.
(b) They list some equipment suitable for construction of
sidewalks and curbs, but they have no Asphalt Plant or
equipment suitable for laying a Hot Asphalt Pavement.
The cost of the Asphalt Paving portion of this contract
amounts to $32,485.20, which is approximately one-third
of the total cost.
(c) The financial statement submitted is very weak. They show
cash on hand of 9,000.00: No bank account. They list 56
vacant lots -on Beach Road, between Douglas Road and Day
Road at $221400 with a mortgage against same of $850.00.
These lots, in my opinion, have no value as far as this
contract is concerned. They show accounts receivable as-
$5400.00.
(d) The Lant-Musick Paving Company are weak financially; they have
no paving -experience and they have no equipment suitable for
laying Hot Asphaltic -Concrete Pavement.
CONCLUSION:
I would receornmend that the bid of Lant-Musick Paving Company
be rejected and that the Contract be awarded to Rieth-Riley
Construction Company, Inc. the next lowest bidder.

Following the reading of the foregoing letter, the Board, having examined the
bids and Forms 96-A, submitted with the bids, unanimously agreed that the lowest
and best bid was the bid submitted by Rieth-Riley Construction Co., Inc., and
accordingly the contract was now awarded them in the sum of $103,859.82.
There being no other business to come before the Board, the meeting was
adjourned at 9:25 A. M.
