SPECIAL MEETING
February 23, 1955
j A special meeting of the Board of Public Works was held at 1:15 P. M. C.S.T., in
the office of the Board, to take action in the matter of bids received for aerial
i survey. I. A. Hurwich was absent.
Mr. Robert L. Huff, Director of the City Planning Commission, being present, sub-
mitting to the Board evaluation :of' the proposals received. Based upon the evaluation
and the recommendation of Mr. Huff, contract was awarded to Clark Aerial Survey
Corporation, 45075 North Territorial Road, Plymouth, Michigan, in the sum of $4253.05,
on the condition that Clark Aerial Survey Corporation posts a performance bond in the
amount of 100% of their bid, and upon the ratification of contract by the Common
Council of the City of South Bend. It was further stipulated that survey is to be
made using 12-inch f.l. camera.

A regular meeting of the Board of Public Works was held Monday, February 28, 1955,
at 10:00 A. M. Mr. I. A. Hurwich was absent. Minutes of the previous regular meeting

The Board first considered numerous complaints concerning the condition of LaSalle
Avenue at street intersections, due to the worn-out status of the South Shore -Railway
crossings at the intersecting streets, particularly Main, LaFayette - anal William. The
Board directed the Clerk to notify the'M. of W. Department of the South Shore to give
;these specific crossings, their immediate attention.
Councilman Walter Glass appeared before the,"Board in the matter of a petition filed
August 13, 1954 by Jack L. Krieg and several oth.e"r i e&sidents of ' the ' 1200 block of
South 26th Street. Petition was obatined from the Boardts files, reviewed by the Board
and ordered refiled.
The Board next re-examined a letter from Sollitt Construction Co:, Inc., bearing
date of January 28, 1955, on the subject of Colorless Waterproofing, together with
recommendation of Consoer, Townsend & Associates, consulting engineers, in this matter;
and proceeded to approve the Kedmont Waterproofing Co., 53 West -Jackson Blvd., Chicago,
as sub -contractors for the colorless waterproofing to be incorporated in the constructio
of the Sewage Treatment Plant.
TRAFFIC DEPARTMENT:
. The Traffic Engineer t s Department f s need for four traffic signal controllers of a
specified type was next considered by the Board, and the Clerk was directed to proceed
with the purchase of the required equipment.
The Board next considered letters and drawings, submitted by the South Bend.Parking
Company, inc., regarding proposed cut-off corner at the intersection of Center Street
and St. Joseph Street and legal
p , a g question arising in the ensuing discussion, the
Board deferred taking action in the matter, pending the return of City Attorney, I. A.
Hurwich, for consultation in the matter.
The Board next reviewed the letter of Ralph A. Newman, Supt. of the Department of
;Public Parks, dated February 16, 1955, and in view of the fact that it is deemed adwisab
:to dispose of the property in question, the Board directed the Clerk to notify Supt.
!Newman by letter to proceed in this matter by resolution on the part of the Park Board
;and the required public hearings, requesting the sale of this land through the Board of
Public Works and Safety.
The Board next examined '-layout..and` 'approved occupancy of sidewalk and the indicated
1�temporary walks on LaFayette and Jefferson Boulevards, in connection with the constru.ctioa
jof the new WSBT Radio and Television building. Layout was accompanied by -the required
'certificate of insurance for the Sollitt Construction Co., Inc., contractors.
Petition, dated February 21,.1955, for the construction of anew sewer on 35th Street,,;
;;from Jefferson Blvd., to termination of 35th Street, was examined and referred to the
;City Engineer for investigation and report.
Petition, dated February 21, 1955, for construction of a new sewer on 36th Street,
from Jefferson Blvd., to Lot 68 on. 36th Street, was examined and referred to the City
;;Engineer for investigation and report.
The Board next examined Agreement, submitted by German Township, for providing
;;Fire Department service to that township for the year of 1955, and deemed it advisable
to defer action, pending the examination and recommendation of the City Attorney in
! this matter.
A hearing having been set for 9:00 A. M. C.S.T. before the Board in the matter of
the issuance of a Taxicab Driverts License to Robert W. Leazenby, and no one having
,appeared in the matter, the Board sustained its previous denial of such license.
The Board approved the installation of the following S-T-O-P Signs -
Both sides of Carroll Street at Irvington Avenue
Both sides of Milton Street at Carroll Street
Both sides of Donald Street at Catalpa Street
Both sides of Donald Street at Kemble Avenue
Southeast corner of Frederickson and Eclipse Street
and Eclipse Street. YIELD RIGHT OF WAY sign installed on northwest corner of Frederickson
There being no further business to come before the Board, themeeting was adjourned
at 11:40 A. M.
