A regular meeting; of the Board of Public Works was held Monday, February 21, 1955,'
at 10:00 A. M. I. -'.A. Hurwieh was absent. Minutes of the previous meeting were read
and approved. Salary claims, in the total amount of $31,322.01, were approved. Claims
of the following suppliers in the amount of $34,850.07, were approved and ordered paid:.`

The Board first examined a petition, bearing date of January 24, 1955, and signed
by sixty-six residents of the area involved, requesting a stoplight on the intersection
of Olive Street and Prairie Avenue. Petition was referred to Traffic Engineer, E. H.
Miller, for investigation and report.
The Board next examined a blueprint, submitted by J. R. Cummings of the Otis
Elevator Company, pertaining to construction and location of a door for freight elevator
and loading area at the Odd Fellows Building. The blueprint indicating the construction
to be structurally satisfactory in every way, the Board tentatively approved the pro-
posed doorway, subject to the further approval of Traffic Engineer, E. H. Miller.
Then appeared before the Board, Mr. Arthur W. Goulet and presented to the Board,
a verbal description of condition of the street in the 1400, 1500 and 1600 blocks of
North Huey Street. The oiled surface of this unpaved street was said to have been
.';,destroyed by necessary excavating done by the Water Works some months past. The City
Engineer, being present, informed Mr. Goulet that the deep freezing of recent weeks
,,has damaged streets in all parts of the City, and damaged asphalt streets must be
given attention ahead of unpaved streets. The Engineer also suggested permanent pave-
ment for North Huey Street and advised that a petition be filed by the majority of
home -owners for such paving, to be paid for on the Barrett haw Five -Year Plan.
The application for taxicab driver's license of Robert W. Leazenby was examined
by the Board and denied. A hearing was set for next regular meeting and the Clerk
was directed to so notify Mr. Leazenby and all concB.rned.
The time now being 10:00 A. M. C.S.T., it was so announced, and the Board pro-
ceeded with the opening of bids pertaining to the aerial survey of the City, which
were found to be as follows:

The request of Chester L. Copp, Chairman, St. Joseph County Society for Crippled
Children, for permission to conduct their annual "Lily Sale" on the downtown Streets,
Saturday, April 2, 1955, was next considered by the Board and approved, there being
no conflicting drive for funds on that date.
A Waiver of Easement and of Claims, furnished by Frank R. and Clara B. Lupa was
examined by the Board and found satisfactory. Permission was, accordingly, granted
for the installing of window or windows in the east wall and side of building, as
specifically described in waiver.
IMPROVEMENT RESOLUTION CONFIRMED
RESOLUTION No. 2801 - 1954
For the improvement of JEFFERSON BOULEVARD, THIRTY-FOURTH STREET, WASHINGTON STREET';
AND THIRTY-FIFTH STREET under Improvement Resolution No. 2801, 1954, adopted January
24, 1955, from approximately 200 ft. east of 26th Street to Logan Street on Jefferson
Boulevard, from Jefferson Boulevard to Washington Street on 34th Street; from 34th
Street to 35th Street on Washington Street, and from Washington Street to 0akcrest
Drive on 35th Street, by constructing a trunk sewer extension.
After hearing all persons interested who appeared and being fully advised on the
premises and the Clerk of the Board having shown proofs of publication of the notices
to property owners and the same having been found sufficient, the Board decides that
the benefits to the property liable to be assessed for said improvement are equal to
the estimated cost of the same as reported by the City Civil Engineer, therefore
BE IT RESOLVED, by the Board of Public Works and Safety of the City of South Bend,
Indiana, that Improvement Resolution No. 2801, 1954, duly passed by this Board on
January 24, 1955, for the above improvement be and the same is hereby in all things
confirmed, and the improvement is hereby ordered to be made.

BE IT RESOLVED, By the Board of Public Works and Safety of the City of South Bend,
;Indiana, that the Profiles, Drawings, Plans, General Details, Specifications and Estimates
approved by this Board on the 24th day of January, 1955, for the improvement of Jefferson;
Boulevard, - 34th Street, - Washington Street, - 35th Street, from approximately 200 ft
east of 26th Street to Logan Street on Jefferson Boulevard, from Jefferson Boulevard to
;Washington Street on 34th Street, from 34th Street to 35th Street on Washington Street,
and from Washington Street to Oakcrest Drive on 35th Street by constructing a trunk
sewer extension be and the samearehereby adopted and ordered placed on file in the
i office of the Department of Public Works & Safety.

March 7, 19551 at the hour of 10:00 A. M. CST. is hereby fixed as the time and the
office of the Board of Public Works and Safety in the City Hall of this City, as the
,place, when and where the Board of Public Works and Safety will open and consider bids
for the above named improvements, provided all bids for the construction of said work
;shall be filed in the office of the Clerk of this Board before 10:00 otclock A.M.CST.
of said day. Each bidder for said work shall enclose with his bid a certified check,
payable to the Treasurer of this City in the sum of two and one-half percent of the
amount of his bid, to insure the execution of this contract, if said work is awarded to
him.
The Clerk of this Board is hereby ordered to give notice by two weekly publication
of the time and place, when and where bids will be received, opened and considered fpr
the construction of said work. Said Clerk shall state in said notices, that each bidder
shall enclose with his bid a certified check or bid bond for above named amount, to
insure the execution of this contract.

The Board next examined and approved Contract Supplement No. 2, Contract 5-A,
Paschen Contractors, Inc., contractor, upon the receommendation and advice of Consoer,
Townsend and Associates, consulting engineers.
The Board examined and approved surety bond in the sum of $6900.00, supplied by
International Salt Co., Inc., in connection with contract to provide five hundred tons
or less of Rock Salt at the bid price of $13.80 per ton.
Captain Lawrence Thiel of the Civil Air Patrol, Squadron 522-2 having filed C.A.P.
'Regulation No. 900-5, published January 4, 1954, as evidence of insurance carried by
C. A. P. to hold the City of South Bend free from all liability during their program
of distribution of leaflets from the air, for the American Legion, over the City of
South Bend, is hereby granted permission by the Board to conduct the National.Freedom
Drop Program.
The Board read and ordered placed on file a letter over the signature of Ralph
A. Newman, Supt. Department of Public Parks, dated February 16, 1955, pertaining to
land in rear of Fire Station No. 5.
The heed for metal awnings at the windows on the south side of the City Hall
was next considered, and the Clerk was directed to obtain quotations.
A petition, dated February 16, 1955, to improve the alley between Adams Street
and Wilber Street, from the north curb of Humboldt Street to the first intersecting
alley north, was examined and referred to the City Engineer for investigation.
The Board approved the installation of S-T-O-P signs at the following locations:
Southeast corner of Washington Street at Olive Street
Fox Street, both sides, at St. Joseph Street
Coquillard Street, both sides, at Wilson Boulevard
Peashway, both sides, at Leeper Avenue.
Excavation Bond, in the sum of $1,000.00, was examined and approved for John.
Franklin Lineback, d/b/a John Franklin Lineback & Son Plumbing & Heating Company.
Contractorts Bond, in the sum of 1,000.00, was examined and approved for
Sollitt Construction Co., Inc.
There being no further business to come before the Board, the meeting was
adjourned at 11:30 A.M.
