All members were present. Minutes of the previous meeting were read and approved. Equipment Co. 1.80 46.02 West Printing Co. 22.50 The Board first examined a petition submitted under date of January 10, 1955 by property owners in the 3500 block of Mishawaka Avenue, protesting the use of the prope located at 3514 Mishawaka Avenue, owned by Mr. Earl Gustin. This was referred to the City Planing Commission for investigation and recommendations. The Board next examined a letter from South Bend Parking Co., Inc., under date of January 11, 1955, supplying detailed information relative to their operating pro- cedure and rates, in connection with request for license for new parking lot located at 100 N. Mill Street and ordered letter placed on file. 1 A group of taxi -cab driver's license applicants next appeared before the Board. IThe City Attorney, I. A. Hurwich, being present read the ordinance pertaining to the "issuing of such license. In accordance with the ordinance, the Board then set the date of Monday, January 24, 1955, at the hour of 10:00 A. M. E.S.T. for a hearing on the six applications under consideration,and so informed those present. The Clerk was 'directed to give written notice to all concerned. TRAFFIC DEPARTMENT: Traffic Engineer, E. H. Miller, being present, brought to the Board's attention a new type of intersection islands and presented drawings and prices. The Board author- ized the Traffic Engineerts request for the experimental installation 2M twenty of these islands. The Board informed Engineer Miller of complaints concerning the continued use of Louise Street by Mercury Motorways trucks. The Traffic Engineer advised that an immed- iate check of the situation would be made to determine whether or not the river crossing operations have progressed to the stage that will permit the use of the regular routing ,for Mercury Motorways freight, with a view to eliminating heavy traffic on Louise Street at the earliest date possible. STREET DEPARTMENT: H. M. Tomlinson, Street Commissioner, being present brought to the Board's 0 • • 0- 0 • W RE ' attention the complaint of Lloyd W. Mass, concerning accumulation of surface water along Ribourde Drive, and recommended the installation of a culvert to remedy the con- dition. The Board approved the installation. 3 The Board next examined a letter received from Fattore Company, Center Line, Michigan, under date of January 10, 1955, and directed the Clerk to inform Mr. Eugene Fattore of an extension of date for conference to January 25, 1955, in the .matter of the final closing of their contract, which pertained to the construction of a section of the interceptor sewer. 0 ENTRY OF PETITION PRESENTED - JEFFERSON STREET SEWER The Board of Public Works and Safety hereby receives and places on file the i� Petition of J. H. Kelsey and eighty-two others for the improvement on Jefferson Boulevard Thirty -Fourth Street, Washington Street, Thirty -Fifth Street from approximately two - hundred feet east of Twenty -Sixth Street to Logan On Jefferson Boulevard; from Jefferson' Boulevard to Washington Street on Thirty -Fourth Street; from Thirty -Fourth Street to Thirty -Fifth Street on Washington Street and from Washington Street to Oakcrest Drive on:, i Thirty -Fifth Street. The above petition was examined by the Board and referred to the City Engineer for recommendation. The City Engineer, being present, made the recommendation that the petition be granted. The Board then directed that the firm of Wilbur H. Gartner & Associates prepare general details, drawings, specifications, and preliminary improve- ment resolution for trunk sewer to be constructed and the firm was so notified January 61 11 17, 1955. • • 0 Agreements with the Indiana & Michigan Electric Company, bearing dates of December 27, 1954 and. January 32 1955, pertaining to the supplying of electric current for the Sewage Treatment Plant, at the four locations shown below, were examined and ordered filed: South side of Colfax Avenue at Sycamore Edgewater Drive at Monroe Street East of Mill Street; south of Colfax Avenue Southeast corner. of 27th Street and North Side Blvd. Next appeared before the Board a Mr. Farrel, in the matter of requirements to conduct his sand -blasting operations on the face of the North Indiana Public Service Company Building, 307 N. Michigan Street. After detailed discussion of this activity, the Board ordered that he secure and deliver to the Board Certificate of insurance covering public liability and property damage before proceding with this renovation work. The Board next considered the installation of Venetian blinds in the office of the Building Commissioner and authorized the Clerk to proceed with the purchase of the size and style of aluminum blinds desired by the Commissioner. The report of Mr. Robert Ham, made in reply to the Boardts letter of January 10, 1955, was next considered by the Board, found satisfactory, and met with the approval of the Hon. Walter Glass, who was present for the purpose of determining the progress resulting in the Board1s effort to obtain compliance with City ordinance governing the junk yard involved. _ The request of the Mothers of Marines organization for permit to conduct their annual flower sale at factory gates and on the downtown streets Friday and Saturday, April 29th and 30th, was next considered by the Board. There being no confliction with other fund-raising drives, the Board granted their request. Petition, dated January 3, 1955, opposing the changing of Columbus Court from Michigan Street to Mill Street to a one-way street, and opposing the vacating of Columbus Court from Mill Street to St. Joseph Street, was reviewed by the Board and referred to the City Planning Commission for their investigation and recommendations. VACATION RESOLUTION NO. 2805 - 1955 This being the date set, hearing was held on the assessment roll showing the award of damages and the assessment of benefits in the matter of vacation of THE ALLEY SOUTH OF BROADWAY FROM LAFAYETTE BOULEVARD SOUTHWESTERLY AND WEST TO FRANKLIN STREET, under Vacation Resolution No. 2805. In the above named assessment roll, no remonstrators appeared and no written remonstrances were filed, the Clerk of the Board submitted proofs of publication of notices and same were found sufficient, and the Board, therefore, finds that the several lots and parcels of land have been benefited and damaged in the amounts shown on said roll. The Board, therefore decided to take final action on said assessment roll and declares same in all things ratified, confirmed and approved without modification and the proceedings closed, and the alley vacated upon receipt of the amount of benefit assessments from the various property owners so benefited and all proceedings had with reference to said alley vacation are hereby sustained. The Board next examined letter received from Sollitt Construction Company concerning the Sewage Treatment Plant earth fill. Attorney Russell C. Kuehl, being present, and representing the City in all matters pertaining to the Sewage Treatment Plant, the Board, thereupon, referred this letter to Attorney Kuehl for handling. The Board reviewed letter from Chamberlin Company of American, Inc., dated December 28, 1954, in the matter of metal weather stripping of City Hall windows, and this possible need is to receive further consideration by the City Controller and City Engineer, pending any action in the matter. An Excavation Bond in the amount of $5,000.00, for Jos. M. Young, d/b/a Youngfs Excavating Contractors, was examined and approved by the Board. 290 There being no further business to come before the Board the meeting was 11:40 A. M. Permission was denied. The Board next held hearing in connection with taxicab driveris license applicantsa Messrs. Louis Edwin White, Arthur Chavis, Hubert Kinder, John Otter, Richard Thuot, and Eugene L. Laskowski. Present, in addition to the applicants, were attorney George Schock, representing Messrs. White and Chavis, and Otto Morehouse, representing the Taxi -Cab Driverst Local No. 141, A.F. of L. Mr. Morehouse spoke in behalf of Hubert Kinder. After a -thorough review of all applications and questioning of the individual applicants, the Board approved the applications and directed the controller to proceed to issue each a license. The Board next examined and approved sewer plans for Alpine Drive in Broadmoor Addition. The Board next studies and tentatively approved Contract Supplement No. 8, Sewage Treatment Plant Contract No. 11-52-137, Sollitt Construction Company, subject to the further consideration and advice of attorneys Kuehl and May.
