A regular meeting of the Board of Public Works was held Monday, October 18, 1954, at
10:00 A. M. All members were present. Minutes of the previous meeting were read and
approved. Claims of the following suppliers, in the amount of $12,794.29, were approved

Next appeared before the Board Mr. T. E. Kuntz and took up with the Board the Bowman
Creek flood situation, staing that the creek has overflowed its banks in the vicinity
of Ewing Avenue three times within the past year and a half. Mr. Kuntz also stated
that in his opinion, periodic flood conditions will continue to prevail until the
channel underneath the bridge on Main Street is deepened to handle the increased volume
of water. The Board then called upon Street Commissioner, H. M. Tomlinson, in this
matter, who stated this project, including the deepening of the channel, is to be
undertaken by his department as soon as the present flood recedes. The Board then
informed Mr. Kuntz that the project is, accordingly, on the agenda and will be followed
1; up effectively.
STREET DEPARTMENT:

Street Commissioner, H. M. Tomlinson, being present, asked permission of the Board to
j•;build up a stockpile of sand and salt mixed in readiness for the ice and sleet conditions'
;
i,of winter. The Commissioner pointed out that this mixture has been used very effectively
iby the State Highway Department on streets under their jurisdiction. Permission was
11 granted the Commissioner to establish this stockpile. It was the understanding, however,;
it that "straight salt" is to be continued for the downtown streets.
TRAFFIC ENGINEER:
Traffic Engineer, E..H. Miller, being present, informed the Board of his success,
in cooperation with Mr. Bert Liss of the Indiana Cab Company, in the elimination of
i five cabstands; three at the Oliver Hotel on Main Street side, and two at the South
Shore depot, on the north side of West LaSalle Avenue, thereby relieving traffic con-
gestion at those points. Engineer Miller recommended to the Board the establishing
of a one cab taxistand for the Indiana Cab Company, immediately in front of 117 W.
LaSalle Avenue. Recommendation met with the Board's approval.
CERTIFICATION -OF COMPLETION
IMPROVEMENT RESOLUTION NO. 2794
Certificate of Completion was furnished by Wilbur H. Gartner & .Ass.ociates,,accom-
panied by Contractort-s Completion Affidavit of the contract between the City of
South Bend, Indiana, -Owner, and the Niles Axcavatiog Company, Contractor, for the con-
struction of the local sewer improvement on Grant Street from the center line of Indiana;
Avenue to the center line of Lot 49 in Highland Park Addition, under Improvement Reso-
lotion No. 2794, 1954, has been completed in accordance with the plans and specifications
for this project.

RESOLUTION ACCEPTING FINAL ESTIMATE
RESOLUTION NO. 2?94 - 1954
BE IT RESOLVED, by the Board of Public Works and Safety of the City of South Bend,
Indiana, that the Final Estimate and Primary Assessment Roll submitted to the Board by
the City Civil Engineer or his duly authorized representative on this 18th day of
October, 1954, on the improvement known as the GRANT STREET LOCAL SEWER as described in
Improvement Resolution No. 2794, i954, passed by the Board of Public Works and Safety
on July 6, 1954, and confirmed by said Board on August 2, 1954, be and the same is here
by adopted, and the Clerk of this Board is hereby requested to give notice of the hearing
of Special Benefits on said Improvement, as required by Section N.111 or 120 of an Act
entitled, "An Act Concerning Municipal Corporations" approved March 6, 1905.

A letter, dated October 11, 1954, over the signature of the chairman of the
Electrical Board, regarding Electrical Maintenance for the City of South Bend, and
addressed to Mr. Herbert Harrison, City Electrical Inspection Department, was read and
ordered placed on file.
An Excavation Bond in the sum of $1,000.00, binding Harold H. Shanf ald, as
and American Indemnity Company, as sureties, was examined and approved.
