A regular meeting of the Board of Public Works was held Monday, August 23, 1954,
,at 10:00 A. M. All members were present. Minutes of the previous meeting were read and
''approved. Salary claims, in the total amount of $33,647.62, were approved. Claims of

ENGINEER'S REPORT - AWARDING CONTRACT - RES.#2795
After examining the Engineerts Report in the matter of the bids for the improvement
of ROCKNE DRIVE from the easterly line of Chimes Boulevard to the easterly line of Mac i
Arthur Avenue by constructing a Class C, type 3, pavement, in accordance with Improvement
Resolution No. 2795, 1954, and confirmed by this Board on August 2, 1954, the Reed
Construction Company was awarded the contract as they submitted the lowest and best bid, •
for Class C. type 3, 6" Bituminous Concrete Pavement. li

After examining the Engineerts Report in the matter of bids for the improvement j
of GRANT STREET, from the center line of Indiana Avenue to the center line of Prairie j
Avenue by constructing a local sewer, in accordance with Improvement Resolution No. 2794
passed by the Board of Public Works and Safety on July 6th and confirmed by said Board
on August 2n4,1954, the Niles Excavating Company of Niles, Michigan, was awarded the
contract as they submitted the lowest and best bid for constructing local sewer.

RESOLUTION NO. 27772 1954
After hearing all persons interested who appeared and the Glerk of the Board of
Public Works and Safety having proofs of publication of the notices to property owners and

the same having been found sufficient, therefore
BE IT RESOLVED, by the Board of Public Works and Safety of the City of South Bend,
Indiana, that the Primary or Preliminary Assessment Roll adopted by the Board on the
2nd day of August, 1954 for the improvement of EAST COLFAX AVENUE(NORTH SIDE) by construct
ing a sidewalk and curb be and the same is in all things confirmed.
The Board next examined and approved Contract Supplement No. 1, pertaining to
Contract No. 7, 45-552 H. W. Hunter Contractor. 0
The Board next examined and approved Contract Supplement No. 1, pertaining to
Contract 6A, 45-55, Falcon Marine Company, Contractor.
STREET DEPARTMENT: I�
H. M. Tomlinson, Street Commissioner, appeared before the Board and first took up
with the Board, the matter of two or three lots on Beale Street which are without electric
service, due to the fact that no alley exists at this time and the Indiana & Michigan
Electric Company refuse to set their poles without definite indication of the alley
location. The Commissioner was informed by R. S. Andrysiak, City Engineer, that frith •
the alley location properly cited to the Indiana & Michigan Electric Company's construe-
tion department gang foreman, the poles would be erected and electric service supplied
to the residents of these lots.

Commissioner Tomlinson also called to the attention of the Board, a serious hazard
now prevailing at the garbage dump due to an excess of scavengers, including children
placing a considerable responsibility upon the bulldozer operator to avoid injury or the
burying of a scavenger, in the performance of the required bulldozing operations. The
Board directed the Commissioner to refuse admittsnee to the dump of refuse trucks carry-
ing children, and to use every means available to keep children out of the area. The
Board also directed that a sign be erected with the wording: NO SCAVENGERS ALLOWED,
Neither Robert, nor Eugene Ham having appeared in response to notification sent the •
by the Board, under date of August 18, 1954, hearing in the matter of the removal of their
junk yard was deferred to the next regular meeting, Monday, August 30th and the Clerk was

directed to so notify Robert and Eugene Ham by registered mail.
The Board examined and ordered placed on file Change Order of the State Highway
Department, effective August 1, 1954, pertaining to Electric Current Agreement N0.11998
In accordance with this Change Order, the City becomes responsible for current con-
sumed for the operation of traffic signals at the locations shown below:

U.S..20 (Lincolnway)& Cushing Street

The Board directed the Clerk to inform the Indiana & Michigan Electric Company
that the City assumes this responsibility and anticipates regular billing accordingly,
The Board next examined a letter, dated August 18, 1954, over the signature of
the purchasing agent, Wilson Brothers, South Bend, protesting the billing of sewage dis-
posal service without showing meter -readings. The Board directed that the Clerk in-
form Wilson Brothers in reply to their letter, relative to the basis for the billings and
adjustment to be made upon the determining of the average consumption of water as
shown by their meter.
The Board approved plans submitted by Wilbur H. Gartner & Associates, Civil Engin-
eers, for the improvement of Anzio Avenue, from the easterly line of Pyle Avenue to
the westerly line of Rockne Drive.
Th& time now being eleven o►clock, it was so announced, and the Board then pro-
ceeded with the opening of bids, -as follows:
