All members were present. Minutes of the previous meeting were read and approved. M. to 12:00 noon each day, except Saturday and Sunday, for a period of two weeks l to accommodate their Daily Vacation Bible School program, which is hampered this year f because of construction activities in the immediate area. The Board referred the matter to Traffic Engineer, E. H. Miller, for his prompt attention and decision. Sexton Clifton Engle then appeared before the Board and explained his urgent need for a flat -bodied trailer, and presented illustration, specifications and price F.O.B. j Springfield, Ohio. In view of the urgency for the equipment the fact that the equip- ment described meets in every way with the City Cemetery's needs and funds being found to be available, the Board authorized its purchase and directed the Clerk to proceed accordingly. I The Board next gave consideration to the matter of $77,500.00 owing the Federal Government, in accord with letter received from the Housing and Home Finance Agency regional representative at Chicago, under date of June 7th and directed the Clerk to provide that agency with the required forms for the filing of their claim. Ij � Complaint was next considered concerning the dumping of refuse junk upon the bank (and in Bowman Creek by a local salvage firm. The Board directed the Clerk to notify the ;firm committing this offense to desist immediately, and to proceed to remove this rubbis �I without delay. I Complaint concerning dust conditions, in the vicinity of the McNamara Freight Lines truck parking area, caused by the unpaved condition of this area, was next given con- sideration. The Board directed the Clerk to notify this motor freight firm to oil treat i or pave with asphalt this truck parking area without further delay, to abate this dust nuisance. j' SANITATION DEPARTMENT: : ' Street Commissioner, H. T. Tomlinson, being present, and having jurisdiction over the Sanitation Department, brought to the Board's attention, the fact that no approp- riation for medical expense in connection with injuries incurred on duty by the persorLnel of the Sanitation Department had been set up in the current budget. The Board took the matter under advisement and directed that a sufficient fund be included for this item in the 1955 budget. The QUIT -CLAIM DEED to a parcel of land, described below conveying this property to the City of South Bend, was examined and referred to the City Engineer for his inspection and advice - S*oK CAI Ph`e.IAS' A strip or parcel of land eight (81) feet in width, North and South, taken off of and from the entire North side of Lot Numbered Three Hundred Light Seven ( 387 ) Pilhitcomb & Keller ts Beverly Heights Tenth Addition -to the City of South Bend. The real estate herein conveyed is to be known as a Passage Way and is to be used for pedestrian traffic only to and from St. Joseph Street to James Monroe School Play Ground. STREET DEPARTMENT: • • • C. Street Commissioner, H. M. Tomlinson, being present, took up with the Board the • considerable expense incurred by the Street Department for materials used in the re- pair of streets, sidewalks and curbing, due to damage and necessary cuts currently (' being made in the re -arrangement and re -setting of stop and go signals at various locations in the City. The Board concurred that a substantial portion of the costs for such materials should be assumed by the Traffic Engineerts Department. TRAFFIC DEPARTMENT: Traffic Engineer, E. H. Miller, being present, brought to the attention of the Board, his departmentis urgent need for an additional pick-up truck for the summer months, because of the increased painting activities during this period. An arrange- ment whereby such a truck can be obtained for this period at a very nominal rental charge was presented to the Board and meeting with the Boardts approval, the Clerk was directed to proceed with the rental of the needed equipment. Engineer Miller next brought to the attention of the Board, the fact that the construction of an underground vault by the Indiana & Michigan Electric Company on Jefferson Boulevard necessitates the moving of the Gawthrop Courtesy Cab Stand at that location temporarily to a location on the west side of Michigan Street immediately north of Jefferson Boulevard. This temporary assignment of cab stand at this location was approved by the Board. IMPROVEMENT RESOLUTION CONFIR1v'1ED RESOLUTION NO. 2776 - 1954 For the improvement of SOUTH LANE STREET (EAST SIDE) under Improvement Resolution No. 2776 - 1954, adopted May 24, 1954, from the south line of ;Western Avenue to the north line of Ford Street by constructing a 5t cement concrete sidewalk. After hearing all persons interested who appeared and being fully advised on the premises and the Clerk of the Board having shorn proofs of publication of the notices to property owners and the same having been found sufficient, the Board decides that the benefits to the property liable to be assessed for said improvement are equal to the estimated cost of the same as reported b1T the City Civil Engineer, therefore • BE IT RESOLVED by the Board of Public Works and Safety of the City of South Bend, Indiana, that Improvement Resolution No. 2776, 1954, duly passed by this Board on. June 28, 1954, at the hour of 10:00 A. M. Central Standard Time is hereby fixed as the time and the office of the Board of Public ,'Yorks and Safety in the City Hall I of this City, as the place, when and where the Board of Public Works and Safety will i ;open and consider bids for the above named improvements, provided all bids for the iconstruction of said work shall be filed in the office of the Clerk of this Board be- fore 10:00 o'clock A. M. SCT of said day. Each bidder for said work shall enclose with ,his bid a certified check, payable to the Treasurer of this City in the sum of two and � one-half (22) per cent of the amount of his bid, or a bid bond for two and one-half (2�) per cent of the amount of his bid, to insure the execution of this contract, if sai work is awarded to him. j The Clerk of this Board is hereby ordered, to give notice by two (2) weekly CD ,publications of the time and place, when and where bids will be received, opened and considered for the cons ruction of said work. T. , for • the purpose of hearing and considering all remonstrances, zwhich may have been filed or which may be presented, and will hear all persons interested or whose property is affected by said improvements, and will decide whether the benefits that t^gill accrue to the abutting and adjacent property to the proposed improvements and to said City, will be equal to or exceed the estimated cost of the proposed improvements as estimated by the City Civil Engineer. The Clerk of the Board is hereby ordered to give notice by two weekly publications of the time and place of hearing of these resolutions passed by the Board on 1Lth day of June 1954, and to be published on June 18th and June 25th in the South Bend Tribune.
