A regular meeting of the Board of Public Works was held Monday, March 29, 19545P
at 10.00 A. M. All members were present. Minutes of the previous meeting were read
and approved. Claims of the following suppliers, in the total amount of $5216.59,

The Board first took up the matter of officially notifying the general contractor
.of the date work is to commence on the Sewage Treatment Plant construction. The Clerk g
was directed, upon unanimous agreement of the Board, to notify Sollitt Construction
'Company, Inc., that the starting date for the construction of the Sewage Treatment Plant
shall be April 1, 1954-
First appeared before the Board, Captain R. W. Wilson of the U.-S. Marine Corps,
!requesting permission to park a jet aircraft, mounted on a trailer, in the proximity
,of City Hall Court and Michigan Street, on April 4, 5, and 6th, for publicity use in
;'connection with a film being shown at the Palace Theatre anq indirectly to stimulate in
terest and the recruiting of Marines. After some discussion as to suitable location,
approval was given Captain Wilson for the parking of this trailer and jet aircraft
,immediately in front of "The Volcano" restaurant, with the understanding that this dis-
play is movable at all times in event of an emergency, Marine personnel being in
attendance.
Next appeared before the Board, Attorney, Joseph A. Roper, pressing for action on
the part of the Board in the matter of petition filed by Place & Company, for the ;

vacating and relocation of Sorin Street, from Preston Drive to the east line of McKinley._]
Terrace Addition, and vacation of alley north of Lot135 and alley east of Lot 132. After
some discussion of the situation, the Board assured Attorney Roper, action will proceed.

Then appeared Mr. Walter Weber with an appeal to the Board for the granting of a
;taxi -cab license, as an independent operator. City Attorney, I. A. Hurwich; being
;present, read the ordinance governing, directed Mr. Weber to proceed to file his
application with the office of the City Controller, and the matter would proceed in
;accord with the steps outlined and directed by the municipal ordinance.
The Board next examined Warranty Deed from the Board of Commissioners of St. Joseph `!
]County conveying a certain parcel of land to the City of South Bend, for street purposes,;
as a continuation of South Twentieth Street. The Board directed the Clerk to proceed with
the recording of the deed at the County Recorderts office.
Upon the recommendation of the consulting engineers, Consoer, Townsend and Associate,
the Board approved the Engineering Department of the University of Notre Dame, as the I
independent laboratory for testing the concrete pipe to be furnished under Contract j
P-5 of the Sewage Disposal Project. The Clerk was directed to notify the Independent
Concrete Pipe Corporation accordingly.

The Board then examined letters of Consoer, Townsend and Associates, dated March
;23rd and 26th, 1954, and contract documents attached thereto, pertaining to insurance
?'coverage, and specifically duplicate insurance certificates supplied by Santucci Con-
sstruction Company, Skokie, Illinois, in connection with Contract No. 6, Letters and
documents were ordered filed. i
The Board approved the recommendations of the consulting engineers, Consoer,Townsend
and Associates, naming the following subcontractors, in their particular specialties '
for work to be incorporated in the construction of the Sewage Treatment Plant: jI

VACATION RESOLUTION No. 2770 - 1954
j' This being the date set, hearing was held on the assessment roll :showing the award
of damages and the assessment of benefits in the matter of vacation of LOTS, UTILITY
!;EASEMENTS AND STREETS, ALL IN A PART OF EDISON PARK ADDITION TO THE CITY OF SOUTH BEND,
-_ ''INDIANA, under Vacation Resolution No. 2770.
In the above named assessment roll, no remonstrators appeared and no written
• remonstrances were filed, the Clerk of the Board submitted proofs of publication of
notices and same were found sufficient, and the Board, therefore, finds that the
several lots and parcels of land have been benefited and damaged in the amounts shown
on said roll. The Board, therefore, decided to take final action on said assessment
:Troll and declares same in all things ratified, confirmed and approved without modification
Nand the proceedings closed, and lots, utility easements and streets, all in.a part of
Edison Park Addition vacated upon receipt of the amount of benefit assessments from the
;.various property owners so benefited and all proceedings had with reference to said
vacation are hereby sustained.
VACATION RESOLUTION NO. 2772 - 1954
This being the date set, hearing was had on the resolution heretofore adopted by
';the Board of Public Works for the vacation of ALLEY SOUTH OF PLEASANT STREET FROM 25TH
;`;STREET EAST TO THE WEST LINE OF THE ALLEY EAST OF 25TH STREET under Vacation Resolution
'No. 2772. The Clerk of the Board having shown sufficient proofs of publication and no
;;remonstrators having appeared and no written remonstrances having been filed with the
;!Clerk, it was moved, seconded and unanimously carried that the said resolution be finally'i
:!adopted and the said alley be vacated. The Engineering Department is directed to pre-
pare an assessment roll covering the assessment of benefits and the award of damages to
:the surrounding properties.
R. S. Andrysiak, City Engineer, filed primary assessment roll showing the awards
-of damages and the assessments of benefits in the matter of the vacation of alley south
of Pleasant Street, from 25th Street east to the west line of the alley east of 25th
;Street, under Vacation Resolution No. 2772.

In the above named assessment roll, the Board hereby orders that it will meet in
,,the City Hall at 11:00 A. M. CST on the 26th day of April 1954, for the purpose of
''hearing and receiving remonstrances from all persons interested in or affected by said
vacation, and the Board further orders that notice of said hearing, together with the
!'amount of damages awarded and benefits assessed be addressed to the property owners by
,publishing same on the 2nd day of April, on the 9th day of April, and on the 16th day
'of April, 1954, in the South Bend Tribune and The Tri-County News.
The request of Lions Club to conduct their annual White Cam Sale, in the interests
of the blind, on Saturday, April 24th was granted by.the Board.
The Board next considered the advantageous price quoted for a lot of 10M sets of
:Purchase Order Forms, and authorized the release of Purchase Order BW3951.
The Chairman of the Board then announced the time as 11:00 o+clock and proceeded with,
'the opening of bids, in accordance with legal advertisement:

Petition, dated March 23, 1954, calling for a combined sewer for Gertrude Street,
from Prairie Avenue to Ewing Avenue, was examined and referred to the City Engineer
for investigation and report.
TRAFFIC ENGINEER:
Traffic Engineer, E. H. Miller, appeared before the Board and called attention
to his departmentts need -for a machine which will refinish traffic signs of all types
and recommended the purchase of a 36t' Heat Lamp Vacuum Applicator, which can be ob-
-- tained at this time together with a quantity of the materials required, most advan-
tageously for the City. The Board, accordingly, approved the purchase and directed
the Traffic Engineer to proceed in the matter of securing the needed equipment.
The Board next took action, and were in unanimous agreement, closing Riverside
Drive from the Pinhook Lagoon to Cleveland Road, for the period of the construction
activities in connection with the Sewage Treatment Plant.
Excavatorls Bond, in the sum of $1,000.00, binding Sollitt Construction Co.,Inc.
as principal and United Stated Fidelity and Guaranty Co., as sureties, was examined
and approved by the Board.
There being no further business to come before the Board, the meeting was
adjourned at 12:00 otclock noon.
