Monday, February 15, 1954, for the purpose of examining and passing upon the Contract Bond of H. W. Hunter, Plymouth, Indiana, principal, and United Pacific Insurance Company, as Surety, in the sum of $109,305.00, bearing date of February 15,1954, and issued by 'I, Dudley C. Griffith of Indianapolis, Indiana, as resident licensed agent the United Pacifid Insurance Company. Board member I. A. Hurwich was absent. {' The Board, finding this performance bond to be satisfactory, authorized the Clerk to release to Mr. Hunter, certified check in the amount of $5750.00, submitted with his bid for the construction of three lift stations and the completion of two lift stations, as provided for under Contract No. 7 of the sewage disposal plant project. All members were present. �? Considerable discussion was first given to certain funds available for transfer to, the General Fund, and the setting up of the General Improvement Fund to which it will then be possible to transfer this money. These funds consist of93,394.92, distribution • from Off -Set Certificates Account of the Barrett Law Improvement Funds and 31,806.40, j distribution Re -investing Investments of the Barrett Law Improvement Funds. i The Board then proceeded selection of equipment, as follows: ITEM NO. DESCRIPTION MANUFACTURER 0-9 Raw Sewage Pumps, Engine ::Wort1�. ng T=n Drives and Accessories INSTALLED PRIG[E We have carefully analyzed yearly fuel consumptions and electrical energy costs for the different types of engines offered. Our cal- culations indicate that an average annual saving of approximately 03500.00 and $750.00 will be effected by selecting engines as pro- posed by Worthington over those proposed by Fairbanks -Morse and Cooper -Bessemer, respectively. These figures are savings to the City over and above the average annual cost for principal and interest requirements of the added initial construction cost. The Board considered additional data presented by the Fairbanks -Morse Company on Items No. 0-8 and 0-9. Provided a belt drive gas compressor were substituted for the electric motor drive originally offered by the manufacturer, C. T. & A. reported that extra annual fuel cost would be reduced from $5, 182.00 to $4o65.00. This reduction would not be sufficient to make the Fairbanks -Morse bid lower on the evaluated basis. Also, claimed was a maintenance differential in favor of Fairbanks -Morse engines. The engineers declined to evaluate this item because of many conflicting claims. The Board then decided it would not be possible to consider the maintenance item as guarantees are not feasible and were not called for in bid proposals. In deciding upon selection of Worthing- ton engines, the decision was provisional upon written guarantees from the Contractor and Manufacturer that fuel consumptions as stated in data file( i with the Owner prior to the bid opening would be met. Failure of the engines on test to meet such guarantees would result in deductions from the contract price equal to fifteen times the calculated added annual fuel cost involved based on continuous.operation of one blower engine and one pump engine at the duty point of the driven equipment as stated in the Equipment Specifications in the Contract.
