HomeMy WebLinkAbout12/21/1953 Board of Public Works Minutes105 0 0 0 SPECIAL N!EETING December 15, 1953 Pursuant to action of the Common Council, Monday, December 14, 1953, in approving a bill authorizing the Board of Public Works and 'Safety to proceed with the soliciting of bids for the construction of the sewage disposal plant and such additional con- struction as required to complete the sewage disposal system, the Board met in special session at 10:00 A. MT., Tuesday, December 15, 1953. All members were present. After thorough deliberation and consultation, time and date for the opening of bids was determined upon to be 10:00 A. M. Central Standard Time January 20, 1954, permitting; thereby the fullest extension of time for the preparation and submitting of bids allowed! under the Indiana Statutes. The publications and dates of publications were deter- mined, in compliance with the statutes governing this type of legal advertising. In compliance with Chapter 319 of the Acts of 1935 of the State of Indiana, the Board now appoints D. Cole Hayto represent the City of South Bend as a member of a committee to fix and determine the classification of labor, trades, and occupations, and the prevailing wage scales being paid therefor in the city of South Bend. There being no further business to be taken up at this meeting, the meeting adjourned at 11:00 A. M. Authorization was then given by the Board for the release of Purchase Order SD4912, accordingly. Copy of Certificate of Plans and Specifications for the Sewage Treatment Plant, I } bearing the seal of Professional Engineer, J. R. " Construction Company to the loading dock of the Radio Equipment Company. Streeet Commissioner, H. M. Tomlinson, rechecked the i jitemiz-ed equipment to be supplied with the trucks, in accordance with the proposal of Scherman-Sch.aus-Freeman Company and this listing being found sufficient and in .order, the Board accepted this bid and signed the contract. I Excavation Bonds, each in the sum of '1,000.00, binding Arthur IN. Deppert, as i princ i.pa:l , and The Western Casualty & Surety Company, as sureties; and Anthony Swiatot^ry ;anal George W. Schwind, d/b/a United Heating & Plumbing Company, as principal and The :Fidelity and Casualty Compan; of New York, as sureties, respectively, were examined land approved by the Board. The Street Commissioner discussed with the Board a continuation of complaints ;'concerning an inlet at 1848 E. Campeau Street. In view of the fact that no serious "bu.-Lap" is caused by this inlet, and the very considerable expense that would be involve) in re -locating same, the consensus of opinion of the Board was that the Commissioner should continue to ignore these complaints. • Discussion was next given to the condition of ingress and egress to occupied - housing in the 100 block North Ellsworth Street. Inasmuch as this is an unimproved street,-barricad-ed by the Street Department as impassable, the Board recommended that temporary relief be extended to'these residents by the Street Department at the first opportunity, weather permitting, by the use of cinders or gravel. There being no furtherbusiness to come before the Board, the meeting was adjourned! at 11:30 P. M. Gerard Feeney, Chair -man of the St. Joseph County "March of Dimes" Committee, together with co-chairmen of the committee, and presented to the Board a general outline of their plans for the approaching drive for polio funds. The committee then placed before the Board their requests 1. Commencing January 9th, permission to have the Mile -of -Dimes Booth located on Michigan Street in front of Robertsonts Department Store. 2. Permission to park the committees Studebaker station wagon in front of Robertsonb on Saturdays, throughout the period of the drive. The Board granted permission for the use of the booth only at the location specif- ed with the stipulation that the committee must also obtain permission from Robertsonts Department Store, In the matter of parking of station wagon in front of the Robertson's Department Store, it was specifically understood and agreed that the Board is not granting such permission, and station wagon may be parked at this location only on the basis on which any privately -owned motor vehicle may be parked at this location, and vehicle Trust be moved repeatedly as parking meter timing indicat6s.,in exact compliance with regulations governing public parking in this section of the downtown district. STREET DEPARTMENT: Street Commissioner, H. M. Tomlinson, brought to the attention of the Board claim of the Niles Excavating Company for the installation of 36" sewer pipe from North Shore • Drive to the river which claim had been erroneously marked for payment from the Sewer Department appropriation. It was pointed out that this work was entirely the contractor's obligation and a part of the Interceptor Sewer System. Correction was 11made accordingly.
