RESOLUTION OF THE CITY OF SOUTH BEND BOARD OF PUBLIC WORKS FOR
A PILOT PROGRAM FOR PAVEMENT TEMPERATURE MONITORING
WHEREAS, the City of South Bend Board of Public Works ("Board") is the contracting
body for the City of South Bend, Indiana ("City"); and
WHEREAS, enFocus will assist the City's Division of Traffic and Lighting to mount
infrared temperature sensors ("sensors") for pavement temperature measurement on six (6) traffic
light poles in various locations throughout the City (see Exhibit B attached hereto for tentative,
planned locations); and
WHEREAS, to power and send the data collected, enFocus will need connections for
power and Ethernet installed to the sensor; and
WHEREAS, the sensors will be mounted temporarily for the 2017-2018 Winter and
Spring seasons; and
WHEREAS, all installations and removals of sensors are to be paid for by the City; and
WHEREAS, the sensors readings will be compared to manual temperature readings taken
daily to validate the accuracy and reliability of the sensors; and
NOW THEREFORE, BE IT RESOLVED that temporary sensors shall be supplied by
enFocus and installed on traffic poles in various locations consistent with Exhibit B by Street
Department, Traffic or their agents and such installations as directed by City Engineering. At
conclusion of the test period within 90 days the equipment will be returned to enFocus. There is
no compensation by the City to enFocus or enFocus to the City for this pilot program.

Bend, Indiana 46601.

Potential Benefits: Temperature Measurement System of Sensors for
Smart Road Anti -icing and Deicing
Objective
To increase the efficiency of winter road management by providing more accurate road temperature
measurements.
Premise
Anti -icing (proactive snow and ice control before the storm through brine application for "bottom -up"
melting) and Deicing (snow and ice control using reactive brine and prewetted road salt application for
"top -down" melting) regiments rely primarily on road temperature measurements as the guiding principle
on how much salt and brine needs to be placed. This is because the effectiveness of these ice melting
agents can vary as much as 10X from a drop in temperature of 10°. The current system in place is only
accurate to a degree or two. As such, current deicing regiments put the safety of residents first and overuse
deicing material. We can preserve safety, protect the environment, and save money with smarter real-
time sensing using an internet of things solution.
Potential Benefits
Reduced Salt and Brine Usage
• Direct Cost Savings
a A 10% reduction would conservatively save $60,000 a year in material costs.
o Estimated reduction in material usage of 10-40%.
Reduced Vehicle Maintenance and Use
o Deicers are highly corrosive and area significant contributor towards the cost of vehicle
maintenance
o Effective anti -icing regiments vastly increase the effectiveness of plowing efforts
during the storm.
Reduced Damage to Roads
o Plows damage the roads and are one of the primary reasons roads need to be repaved.
a Improved Anti -icing regiments decrease the need for plowing.
Safe
• Improved accuracy
o Fewer trouble spots that cause accidents.
o Note too little is ineffective and too much brine can actually make the pavement more
slick than if we did nothing —accuracy is critical for safety
• "Hot Spot" Monitoring
o Direct temperature measurements of known hot spots to ensure accurate deicing.
• High priority locations such as hospitals, schools, and Downtown have their own sensor.
Environmental Impact
• Reduced Chloride Loading (Calcium Chloride Deicer)
o Less corrosive waterways.
• Reduced BOD Loading(Anti-ices with beet sugar added to drive lower melting point
temperature)
o Improved oxygen levels in the surrounded aquatic ecosystems.
