!' A regular meeting of the Board of Public Works was held Monday, July 20, 1953at �I
10:00 A. P.I. All members were present. Minutes of the previous meeting were read and
approved. Salary claims, in the amount of �00,475.37, were approved. Claims of the
following suppliers, in the amount of $8842.92, were approved and ordered paid:

First appeared before the Mr. Chas. F. Iwan, representing the Grand Trunk Building !'
Corporation, and presented for examination a drawing prepared by H. G. Christman Co.,
Inc., showing proposed replacement of concrete approach, curbing and sidewalk at the
warehouse building in the 400 block east Monroe Street. The Board referred the drawing
and investigation of the proposed improvement to Traffic Engineer, E. H. Miller, for
report.

Next appeared before the Board, Engineer 111m. S. Iv_oore, who presented a drawing
with reference to levels recently run to establish grade for Lawrence Street and north
St. Louis Boulevard. This was referred to the City Engineer for study and confirmation.ii

j! Next appeared before the Board, Mr. Theodore A. Homoky, 1301 South Main Street,
asking permission to pave with concrete the parkway in front of his place of business
for the purpose of providing parking space for customers. The Board informed Mr. Homoky�
that this type of parking facility for commercial establishments is being denied to all
applicants, because of the accident hazard involved in backing out into the line of
traffic, and the Board, accordingly, disapproved his request. i

Certificate of Completion_ was furnished by the civil engineer, Wilbur H. Gartner,
of the contract between the City of South Bend, Indiana, Oi�rner, and Rieth-Riley con-
struction Company, Contractor, for the construction of the pavement improvement on

NORTH ILLINOIS STREET From the south line of ulashington Street to the south line of
Linden Avenue, under Improvement Resolution No. 2753, has been completed in accordance
with plans and specifications for this project.

BE IT RESOLVED, by the Board of Public Works and Safety of the City of South Bend, j
Indiana, that the Final Estimate and Primary Assessment Roll submitted to the Board
by the City Civil Engineer or his duly authorized representative on this 20th day of
July, 1953 on the improvement known as the NORTH ILLINOIS STREET PAVENENT as described " •
in Improvement Resolution No. 2753-1953, passed by the Board of Public Works and Safety j
on April 13, 1953, and confirmed by said Board on May 18, 1953, be and the same is
hereby adopted, and the Clerk of this Board is hereby requested to give notice of the
hearing of Special Benefits on said Improvement, as required by Section N. 111 or 120
of an Act entitled, ttAn Act Concerning municipal Corporations" approved March 6, 1905.

NOTICE OF HEARING SPECIAL BENEFITS ON STREET In PROVEP0ENT.

SOUTH BEND, INDIANA.
Notice is hereby given, that the following Street Improvement has been completed
and the general character of the Improvement, the street on which it has been made, and
the terminal points thereof, are as follows: NORTH ILLINOIS STREET from the south line
of Washington Street to the south line of Linden Avenue, by constructing a Class 110
Type 1, Cement Concrete Pavement.
There is on file in the Office of the City Controller of the City of South Bend,
Indiana, an assessment roll with the names of the owners and description of property
subject to be assessed with the amount of the prima facia assessment, and can be seen
in the Office of said City Controller.
The Board of Public Works and Safety of said City, at the Office of the Board in
said City, will on the 3rd day of August 1953, at 10:00 A. NI. Central Standard Time
receive and hear remonstrances against the amounts assessed against their property
respectively, on said roll and will determine the question as to whether such lots, or
tracts of land, have been or will be benefited by said improvement to the amounts named
• on said roll, or is greater or less than that named on said roll or in any sum. At which
! place and time all owners of such real estate may attend in person or by representative
and be heard.

• VACATION RESOLUTION No. 2761 - 1953 - DENIED
A remonstrance, dated July 6, 1953, bearing eighteen signatures, against the
vacation of the first alley east of Hoke Street from Ewing Avenue to the south line
of the alley north of Erring Avenue, was examined and upheld by the Board. Vacation
was, accordingly, denied.
Ratification Ordinance No.3931, passed by the Common Council, under date of
June 22nd, a copy of which was supplied the Board, by City Clerk, !rayme DuMont, was
examined and ordered filed.

Petition for vacation of an alley, bearing date of July 14,
1953, submitted

to the City Plan
Commission for investigation and report.
Mr. James P. Leddy, having notified the office of the Board,
that no action
had been taken on the part of the owners of dilapidated house on the premises known
as Lot 230 Northwest Addition in line with notification given by the Board, the Board
lreferred
the matter to the Street Commissioner and directed him to
arrangefor its
removal at an early date. The Commissioner mentioned an offer on the
part of a certain
individual to perform such removal for the salvage lumber involved
and the Board author-
ized the Commissioner to proceed to dispose of this nuisance by the
acceptance of this
offer.

STREET DEPARTT1ENT:
•
Street Commissioner, H. M. Tomlinson, being present, then brought up the matter
of the removal of rails and ties in that section of Bendix Drive and Westmoor Street
involving the installation_ of concrete islands at the intersection of Bendix Drive
and Westmoor Street.
Traffic Engineer, E. H. Eiller, presented a drawing showing the site of the
proposed improvements. It was the consensus of opinion that the rail and ties removal
should be handled by contract, and the Clerk was directed to proceed with the legal
advertising to secure bids. The paving, both asphaltic and concrete,involved and
required to complete this improvement was ordered by the Board to be laid by the Street
Department and paid for through funds available for such purpose in appropriations
under the jurisdiction of the Street and Traffic Departments, the cost of the island
construction having been assumed by the Bendix Aviation Corporation.
A letter from the American_ Air Filter Companyts local representative, describing
in detail the operation of the dust -arrester equipment to be supplied through the
proposal of J. C. Lauber & Company to provide an efficient and adequate device to abate
dust nuisance no, prevailing in the operation of the Cityts asphalt plant, was read and
ordered placed on file.
A petition, bearing the date of TYarch 18, 1953, and six signatures of interested
property -owners, for the improvement of Fremont Street, from Linden Avenue to Orange
Street, by the construction of concrete pavement, was referred to the City Engineer
for investigation and report.
A Guarantee and Maintenance Bond in the sum of 4"P2,000.00, binding Robert _. Checkle

as principal, and Capitol Indemnity Insurance Company.as Surety, was examined and approve
by the Board.
Excavator's Bond -in the sum of '2,000.00 binding Stanley E. Wesolowski as principal!

The Board approved the installation of S-T-O-P signs at the following locations:
Pleasant Street at 30th Street
Florence Street at Brookfield Street I
Robinson Street at Calvert Street
Thirty -Fourth Street at Pleasant Street.
D E D I C A T 1 0 N
WHEREAS, a plat with dedication .bf streets and alleys indicated thereon is now
presented to the Board, to be known as 1[1,,^iyckenham Hills, Section "G" in the Nest half
of the Southeast quarter of Section 19, Township 37, North Range 3 East, an addition
to the city of South Bend, Indiana.
This plat and dedication is filej in the records of the Board of Public Works and
Safety, and recorded in Book 'T f$, Page T , in the office of the Recorder of St. Joseph
County. I •
NOVI, TUREFORE, be it resolved by the Board of Public Works and Safety of the '
City of South Bend, Indiana, that all public streets, alleys and public places dedicated!
to the public use in said plat are hereby accepted and approved by said Board for and
on behalf of the City of South Bend, Indiana.
The Board confirmed the granting of permission to St. Stanilaus Church for the
closing of Sibley Street between Brookfield and Johnson Streets, for their annual
festival, July 17th to 26th inclusive, and authorization to the Street Department for
the_providing of the necessary barricades.

Bids for the supplyingof 200 parkin meters opened at the regular meeting of �' •

the Board, Monday, June 22, 1953, were continued in abeyance, decision in the matter �
of awarding contract being postponed one more week. l
There being no further business to come before the Board, the meeting was adjuurnec"
at 10:50 A. M.
