Facility Description Imagineering Finishing Technologies engages in Alodine (chromium -free, using titanium), zinc phosphate metal finishing, zinc manganese metal finishing, and passivation of panels, parts and pieces. The finished parts are shipped off site. Imagineering operates between the hours of 9:00 PM to 5:30 PM. There are 45 employees who work in staggered shifts lasting 8.5 hours each with no anticipated seasonal variation in production. 2. Discharge description Imagineering discharge is split into wastewater that undergoes pretreatment and is discharged through the sampling location, and wastewater that is not pretreated and is discharged directly to the sewer. The only wastewater that is discharged at the sampling location is the wastewater that undergoes pretreatment. Wastewater that is discharged directly to the sewer includes: boiler blow down, water softener backwash, sanitary waste, and RO backwash brine water. Wastewater that undergoes pretreatment before discharge includes: Passivation line rinse waters and concentrates, Zinc Phosphate line rinse waters and concentrates, Zinc Manganese line rinse waters and concentrates, Alodine line rinse waters and concentrates, and air scrubber pollution control wastewater. Industrial process waters discharge to Outfall 260 via a weir box. For compliance sampling, 24 hour flow proportional composite samples are pulled from the weir box via a composite sampler. Discharge totalizer numbers are documented daily. The boiler sump discharge line has a paddle wheel totalizer that is used to determine blowdown and reverse osmosis brine flow. This water flows to the sanitary line. RO softener backwash is metered and discharged to the sanitary line as well. Imagineering reports that chromium, copper, nickel, and zinc are present in its wastewater. Imagineering suspects that lead and silver may be present as well. The 12 month estimated average process discharge flow is: 13,865 gpd. The estimated maximum daily discharge over the previous 12 months is 27,764 gallons. 3. Sample Site Description Sample Site Outfall at Site #260 is located at the east end of the building. The sample site is end -of -pipe; only process waters and pollution control wastewaters are discharged from the sampling site. Therefore there is no need for using the combined wastestream formula or any other modification. 4. Wastewater Treatment Wastewater treatment consists of chemical precipitation, flocculation, filtration, flow equalization, neutralization and pH adjustment, sumps, and spill prevention. Imagineering Finishing Technologies Industrial Wastewater Discharge Permit Page 3 of 25 5. Classification Imagineering Finishing Technologies is classified as a Categorical Industrial User (CIU). Specifically, Imagineering Finishing Technologies is classified as a metal finisher covered by 40 CFR 433.17 (PSNS) due to the electroplating and metal finishing operations. Imagineering Finishing Technologies is categorized as a B industry per the City's Industrial Pretreatment Program based on the requirement that all categorical industries be considered Class B at a minimum. 6. Calculation of Limits Wastewater discharged at outfall 260 is subject to the Metal Finishing Categorical Standards at 40 CFR 433.17 (PSNS). The more stringent of limits provided in 40 CFR 433.17 or Chapter 17 of the City of South Bend Municipal Code have been applied without modification. 7. Monitoring Frequency Monitoring frequencies are based on South Bend's US EPA approved Industrial Pretreatment Program monitoring plan. 8. Industrial Operator Certification Requirement Operator Certification Requirement: B Industrial operator certification requirements are based on the criteria listed in Indiana Administrative Code, Title 327, 5-22-5. All industrial users subject to federal categorical regulations are required to submit reports signed by an operator certified in the State of Indiana with at least a B certification, regardless of existing treatment complexity. Permit Drafted by: City of South Bend Industrial Pretreatment Group September 29, 2017 Imagineering Finishing Technologies Industrial Wastewater Discharge Permit Page 4 of 25 FYI: Reminders regarding Imaginnering's draft permit: 1) Imagineering shall report flow daily. 2) Irnagineering's Authorized Representative shall sign all reports including but not limited to Periodic Compliance Reports (PCR), Slug Control Plans, Flow Measurement Plans, and corrective actions in response to permit violations. 3) Imagineering shall, within ninety (90) days of the effective date of this permit, submit an Accidental Discharge/Slug Control Plan, or report as to whether the exisiting plan is still being implemented. See Part III (E) (1). 4) Imagineering shall submit a Flow Measurement Plant (FMP) within 90 days of the issuance of this permit. The IMP shall describe, at a minimum, how the permittee will meaure and record water and wastewater flow in their facility. See Part III (H) (1). 5) When collecting composite samples, samples must be obtained over a 24 hour period or for the duration of discharge within the 24 hour sampling period including, if applicable, multiple batches. 6) Samples shall be obtained through a flow -proportional sampling technique. If Imagineering can demonstrate that time -proportional sampling is as representative as flow -proportional sampling, then a time -proportional sample may be collected. If Imagineering chooses to demonstrate that time -proportional sampling is accurate they must do so within 120 days of the effective date of this permit or they shall commence flow -proportional sampling at that time. Please see Part II(B)(1) of your wastewater discharge permit for details. 7) To be submitted with the PCR, the Certified Operator shall sign one of the following statements: "Pretreatment Standards and Requirements are being met on a consistent basis" or "Pretreatment Standards and Requirements are not being met on a consistent basis. Additional operation and/or additional pretreatment is required to meet the Pretreatment Standards and Requirements". 8) Only the Authorized Representative shall be required to sign the certification statement found in Part III (A)(4) of this draft permit. 9) Section Part IV (B) (15) has been added in order to clarify the requirements concerning the Authorized Representative. 10) For all after hours (4:00 PM) required oral notifications call: 574-277-8515 and dial zero (0) to reach an operator.
