Moore, Engineer, for the survey of the site for the proposed sewage disposal plant. Proposal was made on an hourly basis with the guarantee that total cost of survey would not exceed $600.00. The Board accepted Engineer'Moore's proposal and the Clerk was directed to notify Mr. Moore to proceed with the survey accordingly. Mrs. Frank Dubala, 1164 Lincolnway East, then appeared before the Board in the • matter of an unused alley adjacent to her property. It was pointed out to Mrs. Dubala that before the alley could be vacated, it would be necessary that all owners of abutting property must be in agreement and sign the petition to vacate. It was also pointed out to Mrs. Dubala that she presently has access to and control of one-half of this dedi- cated alley. A drawing prepared by Wilbur H. Gartner & Associates, covering grade, curb and sidewalk improvements for Tuxedo Drive from the north line of Washington Avenue to the south line of McKinley Avenue, was next examined and approved by the Board. CLAYTON DRIVE - STREET DEDICATION 1 • Clayton Drive, as shown on the accompanying map, is laid out upon the following described tract of land, to -wit: Part of the Northwest quarter (4) of Section Thirty (30). Said tract of land is hereby dedicated to the public for use as a public street and thoroughfare. Recorded in County Recorder's Office Book 127, Page 34�. STREET DEPARTITINT: H. M. Tomlinson, Street Commissioner, being present, brought to the attention of the Board the inaccessibility of four lots on Elmer Street, one block south of Lathrop Street. The necessity for an immediate roadway to this area being apparent, the Board directed the Street Commissioner to proceed with bulldozer and grader to open a 20-foot roadway tothese lots. Mr. Tomlinson next.called attention to the east and west alley immediately south of Kaley School and pointed out the dangerous situation now existing, due to the alleys daily use by Bendix employees driving through at excessive speeds and creating clouds of dust and dirt. The Board recommended that the Commissioner endeavor to secure con- sent of the property -owners, in the form of a petition to vacate the alley, thereby closing it to any further traffic. Next appeared before the Board, Mr. Richard Booker, 115 W. South Street, proprietor of Rich's Lunch, at this address, complaining that the new parking regulations affect- ing this block has seriously curtailed his business. Councilmen Erler and Hahn were also present, and the suggestion was offered that the Street should be widened in this block. Parking at an angle, which prevails in this block and in front of Mr. Bookerts place of business, meets with the disapproval of the Traffic Engineer and the Board. - Considerable discussion was given the matter, and the Board extended immediate relief in the form of withdrawal of the restrictions for the two periods of 6:00 to 9:00 A.M. and 3:00 to 6:00 P. M. for the north side of the street only. The early installation of parking meters to terminate parking at an angle along this block was also recommend- ed by the Board. The TINo Parking" or "Stopping" restriction, as applying to the south side of South Street, between Michigan.and Main -Streets, is also to be changed immed- iately from 6 A.M. to 9 A.M., and 3 P.M. to 6 P.M., Monday through Friday, to 3 P.M. to 6 P.M. Monday through Friday only. • 0 • 0 • • • C C PARKING METER DEPARTMENT: Parking meter bids, opened at the previou s.regular meeting of the Board, were :.next considered and it was deemed advisable to defer the awarding of contract for another week to provide for further study of the proposals. IMPROVEMENT RESOLUTION NO. 2745 - 1953 In the matter of the Bids for the Improvement of NORTH HUEY STREET from 30 feet south of the south line of Hamilton. Street to 264 feet south of the south line of Hamilton Street by constructing a local sewer in accordance with Improvement Resolution No. 2745 - 1953, passed by the Board of Public Works and Safety on February 21t, 19531 and confirmed by said Board on Iuiarch 23, 1953; the Board accepted the bid of Tri-State Excavators for the sum of $1396.4o. Their bid, being in the Boardts opinion the lowest and best bid received.
