Minutes of the previous meeting were read and. approved. Salary claims in the amount of 2$,046.46 were approved. Greenwalt 4.50 The request of Mrs. Dennis Miller, 2216 E. Madison Street, South Bend, Indiana, representing the Rainbow Girls of South Bend, for permission for their organization to sell Easter lilies in the down town street corners of South Bend, including River Park, the proceeds of which are for the St. Joseph County Crippled Children's Society, on Saturday, April 4th, was approved by the Board. STREET DEPARTMENT: • Street Commissioner, H. M. Tomlinson, being present, first took up with the Board a problem of the payment of a Street Department employee, involving accumulated sick leave. Commissioner Tomlinson explained his own personal conclusion and decision in the matter, in which the Board concurred, directing the Commissioner to proceed accord- ingly. A petition calling for the installation of a catch basin at the intersection of IOlive and Keller Streets was examined by the Board and referred to the Street Commissio for investigation and report. The report of holes in the pavement on Linden Avenue and Pagin Street, near this intersection, was referred by the Board to Commissioner Tomlinson for attention. PARKING METER DEPARTMENT: Casimir Dzikowski, Auditor of the Parking Meter Department, being present, placed his request for 500 new parking meters before the Board. Some discussion ensued, and upon the recommendation of Mr. G. P. Ziegler, the Board authorized Mr. Dzikowski to proceed with the purchase of not to exceed 200 new parking meters. ENGINEERING DEPARTMENT: IMPROVEMENT RESOLUTION RESCINDED RESOLUTION NO. 2746 For the improvement of ROBINSON STREET from the south line of Bowman Street to the north line of Donald Street by constructing a Class "C" pavement under Improvement Resolution No. 2746, 1953, adopted February 24, 1953 and first confirmed on March 23, 1953• A written remonstrance against said improvement bearing the signatures of fifty- one (51%) percent or more of the resident properpy owners on said street, who may be liable for assessment for said improvement, having been filed with said Board within the ten day period following date and time of the hearing on said improvement, therefore BE IT RESOLVED, by the Board of Public Works and Safety of the City of South Bend, Indiana, that Improvement Resolution No. 2746, 1953, duly adopted by this Board on February 24, 1953, and first confirmed on March 23, 1953, be and the same is in all things rescinded and the improvement is hereby ordered not made. PLANS AND SPECIFICATIONS ADOPTED RESOLUTION NO. 2745 BE IT RESOLVED, by the Board of Public Works and Safety of the City of South Bend, Indiana, that the Profiles, Drawings, Plans, General Details, Specifications and Estimates approved by this Board on the 24th day of February, 1953, for the improvement of NORTH HUEY STREET from 30 feet south of the south line of Hamilton Street to 264 feet isouth of the south line of Hamilton Street by constructing a local sewer, be and the sam are hereby adopted and ordered placed on file in the office of the Department of Public Works and Safety. t April 20, 1953, at the hour of 11:00 otclock A.M. Central Standard Time, is hereby fixed as the time and the office of the Board of Public Works and Safety in the City Hall of this City, as the place, when and where the Board of Public Works and Safe will open and consider bids for the above named improvements, provided all bids for the construction of said work shall be filed in the office of the Clerk of this Board before 11400 A. M. of said day. Each bidder for said work shall enclose with his bid a certi- fied check, payable to the Treasurer of this City in the sum of two -and one-half per cent of the amount of his bid, or a bid bond for two and one-half per cent of the amoun i. I of his bid, to insure the execution of this contract, if said work is awarded to him. The Clerk of this Board is hereby ordered, to give notice by two weekly publi- cations of the time and place, when and where bids will be received, opened and con- sidered by the construction of said work. Hurwich \`�Clerk- of the Board Board of Public Works & Safety The Board's attention was next called to a section of a dedicated street, which has never been opened, located on Elmer at Lathrop Street for a distance of two blocks 1 south from this intersection. The matter was referred to the City Engineer for investi gation and report. r -A drawing submitted by the Gratzol Sign Company, showing design and specifications I for a canopy to be erected at 107 W. Monroe Street, the Employment Office of the Indiana,., • Bell Telephone Company, was next examined and approved by the Board. i I1 A: drawing of the proposed widening of pavement in the 2900 and 3000 blocks of McKinley Avenue, together with copies of letters sent Place & Company, and Mr. Louis Major, Jr., by Traffic Engineer, E. H. Miller were next examined and given favorable I comment by the Board. - A.petition, bearing date of March 25, submitted by C. Harry Swanson, Inc. for the vacating of a 10 f t. wide walk area, between and along the entire depth of Lots 18 and 49 in the recorded plat of Swanson Park, Fourth Addition, was examined and referred to the City Plan Commission for investigation and report. '• I A petition, bearing the date of March 26th, submitted by Ralph W. Cripe and Irene Harper to vacate first alley west of Twyckenham Drive, from Mishawaka Avenue north to the -first east and west alley, was examined and referred to the City Plan Commission. The petition of the Indiana & Michigan Electric Company for the vacation of that portion of the first alley West of Kaley Street in the City of South Bend, Indiana, which is located between the North line of Colfax Avenue and the Southerly line of Kankakee Street in the City of South Bend, Indiana, was examined and referred to the i City Plan Commission for their recommendation A petition, bearing date of March 27th for the improvement of east and west alley • between St. Joseph and Carroll Streets and Altgeld Street and Ewing Avenue, by the construction of a permanent type of paving, under the Barrett Law plan, was next exam- ined and referred to the City Engineer for investigation and report. TRAFFIC DEPARTMENT: The installation of Stop Signs at the following locations was approved by the Board: On Donald at Taylor On Napoleon Boulevard at the northeast corner of Notre Dame Avenue i On Wall Street at Twyckenham Drive •j The Traffic Department's need for three 2-way 3-section underground -feed type Signals, for Ott post mounting, was brought to the attention of the Board, and the Clerk was directed to purchase this equipment. The Board's attention was called to the quotation of $2.60 per gallon for an improved rubberized white traffic paint. Inasmuch as no test has been run of this paint, it was agreed that five or ten gallons would be obtained and the Traffic Engineer would put this product through the regular test. The report of Sexton Clifton P. Engle, covering the charge for opening and closing of grave, as representing the only charge made in connection with burialof War Veterans, • was read by the Board and the Clerk was directed to notify Raymond A. Hoyer, local administrator of Federal Social Security accordingly. The application for taxi permit of Joseph J. Binder was denied, investigation having revealed the previous rejection of this applicant by the Board, under date of April 3, 1950 and there being no feasible reason to over -rule the Board's previous decision. • Contractorts Bonds, each in the amount of $I,000.00, were approved by the Board, binding the following contractors: J.
