Roper appeared before the Board presenting a petition and blueprint illustrating the proposed vacation and relocation of Sorin Street, from Preston Drive to the east line of McKinley Terrace Addition, and vacation of alley north of Lotr35 and alley east of Lot 132. The Board examined the petition and blue- print and referred the matter to the City Plan Commission. Mrs. Barney Bartell, president and Mrs. Aubrey Underwood, secretary of the • Mothers of Marines, appeared before the Board, asking that the date of June 13th be set as "Rose Day" on which they may be permitted to sell their boutonnieres on the downtown streets. The Board gave their approval and directed the Clerk to provide 551 j1the organization with written letter of permit. The Board next examined a letter from the Bond Department of The Fidelity and Casualty Company of New York, Indianapolis office, in regard to release of bond for the Barney Massa Construction Company and directed the Clerk to inform this bonding company status of Barney Massa Contract 3-B, showing amount earned to date of $155,355.14 and advising that payment of balance due is being authorized this date. S TREE T DEPARTMENT Harry M. Tomlinson, Street Commissioner, being present, reported on present status of the two storage tanks purchased from the Northern Indiana Public Service Company at price of salvage. Mr. Tomlinson also brought to the Board's attention the need for an additional iman, as an Assistant Poundmaster, for the Dog Pound. Some discussion took place con- Icerning the needed qualifications for this work, and the difficulty in obtaining the fight type of man for the job. The Board next took up the matter of the bids taken under advisement at the meeting of January 6th and approved the purchase of one Model 10EFA Marchant calculator at the price of $774.25, the bid of Marchant Calculators, Inc, having been the only bid received to supply this equipment. Further consideration of the bids on street sweepers, including a study of the cost of operation, indicated great savings in manpower will be accomplished by the purchase of the Elgin sweepers. The Board accordingly awarded the contract to the Elgin Sweeper Co., Elgin, Illinois, for two (2) Elgin 61-D Street Sweepers with detachable 3-cubic yard hopper and standard accessories at the total cost of $22,310.00. Street Commissioner, Harry i-i. Tomlinson then brought to the Board's attention �i his need for an additional four hoppers for the handling of street sweepings, and a truck, cab and chassis of 20,000 lbs. to 21,000 lbs. G. V. W., with wheel baseof i 110 inches from back of cab to immediately back of rear spring hanger bracket, as minimum length. The Board approved and directed the Clerk to proceed with the necessary legal advertising. Next appeared before the Board, Per. Philip D. Dilley, representing the Indiana & Michigan Electric Co., and informed the Board that installation of lighting on the I north side of Western Avenue from the New Jersey Railroad to Olive Street, has been brought to a halt by the State Highway Commission. The Commission is insisting upon the poles being placed beyond the walk, which will require the use of a 12-foot arm and make this north side lighting non -matching with the poles and arms on the opposite side of the street. After some discussion of the problem, it was decided that City Engineer Andrysiak will contact Mr. Wilson of the Highway Commission with. a view to reaching an agreement in this matter at an early date. The application of Carl Clifton, 604 S. iriain' Street, for a taxicab driver's license was reviewed by the Board and based upon investigative information, the Board denied the issuance of a license to this applicant, and directed the Clerk to advise the applicant accordingly. Miss Jean Townsend next appeared before the Board on behalf of the Board of Health, bringing to the attention of the Board, her department's need for a new standard business coupe to replace damaged 1947 Dodge coupe of this type. The Board directed the Clerk to proceed with the required legal advertising. Chief of Police, Richard J. Gillen, brought to the Boardts attention the apparent urgent need for legislative action to control the traffic problem involving railroad crossing blocking by the railroad's switching activities. Motion was made by Irving A. Hurwich that since it does not appear that we have adequate legislation covering the blocking of important street intersections, such as Sample and Olive Streets, by the switching operations of railroads, which tie up motor traffic for unreasonable lengths of time, the Board should address a letter to our representatives in the General Assemble, asking them to give us a report on any proposed legislation which might alleviate such a condition, and if there is no legi- slation contemplated, asking them to seriously consider remedial legislation. The motion was seconded and sustained.
