A Special Meeting of the Board of Public Works was held in accordance with legal �advertising,Wednesday, September 10, 1952 at 6:30 P. M. CST, for the purpose of a hearing in connection with the following Improvement Resolutions: No. 2732 - Improvement of SWYGART STREET by Class "C" pavement from the north line of Donald Street to the south line of Prairie Avenue. No. 2733 - Improvement of ALLEY BETWEEN IRONWOOD DRIVE AND TWENTY-THIRD STREET from the north 1ine,of Mishawaka Avenue to the south line of Wall Street, by constructing a Class fiCft pavement. No. 2734 - Improvement of FELLOWS STREET from the center line of Donmoyer Avenue to a point 1000 feet south by constructing a local sewer. No. 2735 - Improvement of CHALFANT STREET by Class '"C" pavement from the east line of Arthur Street to the east line of Walsh Street. The meeting was called to order by R. S. Andrysiak, chairman of the Board, at 6:30 P.M. Mr. Andrysiak acquainted the group of interested property owners with the purpose of the meeting, and then explained the fundamentals of the Barrett Law and the various steps of the proceedure from the petition of the property owners to final completion and acceptance of the improvement from the contractor concerned. No remonstrance was made against any of the above resolutions. There: being no further questions in regard to the above improvement resolutions, the meeting adjourned. C • I) September 15, 1952 A regular meeting of the Board of Public Works was held Monday, September 15, 1952 at 10:00 A. M. All members were present. Minutes of the previous meeting were read and approved. Claims of the following suppliers, in the amount of $27,196.27, were approved and ordered paid: . Ferguson & Sons 77.50 South Bend Tribune 6.83 Gafill Oil Co. 18.80 • Gafill Oil Co. 30.81 INTERCEPTOR SEWER: I Indiana Bell Telephone Co. 11.05 Indiana Bell Telephone Co. 10.26 Niles Excavating Company $27,010.02 Indiana Bell Telephone Co. 9.60 Peltz-Kaufer Paper Co. 7.50 The Board first took up the matter of permitting the use of a public address loudspeaker from an automobile to make announcement of a play being given by students of John Adams High School, such announcement and use of loud -speaker to be permitted only in the immediate proximity of Jefferson, Nuner and Lincoln Schools, after the committee representing the student group giving the play, has also secured the additions permission of the principals of these schools. The Board, with the foregoing stipulatio, authorized the use of this equipment for the benefit of this John Adams High School grow in sponsoring the current play, entitled "Summer Is A-Comin", to be given September 18th and in this instance only. The Board next took up the awarding of the contract to supply one -hundred (100) parking meters, and the concensus of opinion being in favor of the proposal of M. H. Rhodes, Inc., the contract was so awarded and the Clerk directed to issue the required purchase order. The matter of the proposals received September 8th by the Board for the constructio of a Class C -Cement Concrete Pavement on SHERMAN AVENUE from the south line of Rose Street to the north line of Bryan Street, was next considered, and the tabul-ttion and recommendation requested of and provided by the engineering firm of Wilbur H. Gartner 496 and Associates was examined by the Board and award of contract made to Rieth-Riley Construction Company accordingly. IMPROVEMENT RESOLUTIONS CONFIRMED RESOLUTION NOS. 2732, 2733, 2734 & 2735 For the improvement of SWYGART STREET under Improvement Resolution No. 2732, 1952 adopted August 25, 1952, from the north line of Donald Street to the south line of • Prairie Avenue by constructing a Class C Pavement AND For the improvement of ALLEY BETWEEN IRONWOOD DRIVE AND TWENTY-THIRD STREET under Improvement Resolution No. 2733, adopted August 25th, 1952 from the north line of Mishawaka Avenue to the south line of Wall Street by constructing a Class C Pavement AND i For the improvement of FELLOWS STREET under Improvement Resolution No. 2734, 1952" adopted by the Board August 25, 1952, from the center line of Donmoyer Avenue to 1060 feet south of the center line of Donmoyer Avenue by constructing a local sewer AND For the improvement of CHALFANT STREET under Improvement Resolution No. 2735, 1952 adopted August 25, 1952 from the east line of Arthur Street to the east line of Walsh Street by constructing a Class C Pavement. After hearing all persons interested who appeared and being fully advised on�the premises and the Clerk of the Board having shown proofs of publication of notices to property owners and same having been found sufficient, the Board decides that the benefits to the property liable to be assessed for said improvements are equal to the estimated cost of the same as reported by the City Civil Engineer, therefore BE IT RESOLVED, by the Board of Public Works and Safety of the City of South Bend Indiana, that the above Improvement Resolutions duly passed by this Board on August 25th� 1952, for the above improvements, be and the same are hereby in all things confirmed i and the improvements are hereby ordered to be made. • R. Crothers Board of Public Works & Safety Clerk of the Board PLANS AND SPECIFICATIONS ADOPTED Plans and Specifications for the above improvements were adopted and ordered placed on file. September 29, 1952, at the hour of 11:00 A. M. CST is hereby fixed as the time, and the office of the Board of Public Works and Safety in the City Hall of • this City, as the place, when and where the Board of Public Works and Safety will open and consider bids for the above named improvements, provided all bids for the construction of said work shall be filed in the office of the Clerk of this Board before 11:00 A.M. CST of said day. Each bidder for said work shall enclose with his bid a certified check, payable to the Treasurer of this City in the sum of two and one-half percent of the amour of his bid, or a bid bond for two and one-half percent of the amount of his bid, to insure the execution of this contract, if said work is awarded to him:. The Clerk of this Board is hereby ordered to give notiase by two weekly publications of the time and place,when and where bids will'be received, opened and considered for the construction of said work. Said Clerk shall state in said notices, that each bidder shall enclose with his bid a certified check or bid bond for above name amount, to • insure.the execution of this contract. Drawings of plans and specifications for the re-surfaee pavement of MIAMI STREET from the south line of Ewing Avenue to the south line of Ridgedale Road and WEST SAMPLE STREET from the east line of Walnut Street to the west line of Kosciuszko Street, were examined and approved by the Board, and the Clerk was directed to advertise for sealed bids for the construction of same. This being the date and approaching hour for the arrival in South Bend of General and Mrs. Dwight D. Eisenhower, and the Mayor having authorized the closing of the various offices in the City Hall for the occasion, no further business was taken up and the meeting adjourned at 11:00 A.
