June 4, 1952
A Special Meeting of the Board of Public Works was held in accordance with legal
advertising Wednesday evening, June 4, 1952 at 6:30 P. M. CST, for the purpose of a
hearing in connection with the following Improvement Resolutions:
No. 2677 - Improvement of BULLA STREET by Class "C" Pavement Type 4A Pavement
from the West line of Portage Avenue to the west line of Medora Street.
No. 2714 - Improvement of NAPOLEON- BOULEVARD by Class ttCrt Type 4A Pavement, from
Notre Dame Avenue to Harter Heights Boundary.
No. 2716 - Improvement of FELLOWS STREET from the south line of Ewing Avenue to
the north line of Altgeld Street by Class "C" Pavement.
No. 2717 - Improvement of VASSAR AVENUE from the east line of Olive Street to
the west line of Elmer Street by Class ttCtt 4A Pavement..
No. 2719 - THE ALLEY BETWEEN COLLEGE STREET AND. ADAMS STREET from Humboldt Street
north to intersection of east and west alley by Class "C" Type 1 Pavement
Member of the Board, I. A. Hurwich was absent. The meeting was called to order
by R. S. Andrysiak, chairman of the Board at 6:00 P. M. CST.
Mr. Andrysiak acquainted the group of interested property owners with the purpose
of the meeting, and_then explained the fundamentals of the Barret Law and the various
steps in Barret Law Procedure from the petition of the property owners to final com-
pletion and acceptance of the improvement from the contractor concerned.

There being no further questions in regard to the above improvement resolutions,
f the meeting was adjourned.

A regular meeting of the Board of Public Works was held Monday, June 9, 1952 at
10f00 A. M. All members were present. Minutes of the previous regular meeting and
also the :special meeting were read and approved. Salary claims in the amount of
21,104.68 were approved. Claims of the following suppliers, in the total amount of
23,677.20, were approved and ordered paid:

V. V. Engle of the Engle Construction Company appeared before the Board and sub-
mitted a drawing showing a 24" overhead canopy involved-ih construction now in process.
The Board examined and approved the construction as shown.
A young man appeared before the Board, stating that he had approached 0. J. Shoemake
Inc. in the matter of securing from them space on their parking lot to erect a
temporary place of business for drive-in radio service. He had been informed by them
of the fact the lot is city -owned. In making inquiry of the Park Department, he had
been referred to the Board of Public Works. The Board pointed out that this is a part
of the Fire Station No-5 property and the Board would not consider either the leasing
or sale of this portion of the property, (on opposite side of Bowman Creek from the
fire station) at the present time.
IMPROVEMENT RESOLUTIONS CONFIRMED
NOS. 2677, 2714, 2716, 2717, & 2719
Confirmation of Resolution No. 2677 for the improvement of BULLA STREET from the
west line of Portage Avenue to the west line of Medora Street, south by constructing
a Class "C" Pavement AND
For the improvement of NAPOLEON BOULEVARD under Improvement Resolution No.2714
from the east line of Harter Heights Additi6n to the west line of Notre Dame Avenue by
construction a Class C Pavement AND
For the improvement of FELLOWS STREET under Improvement Resolution No..2716 from
the south line of Ewing Avenue to the north line of Altgeld Street by construction a
Class C Pavement AND
For the improvement of VASSAR AVENUE under Improvement Resolution No. 2717 from
the east line of Olive Street to the west line of Elmer Street by constructing a
Class C Pavement AND
For the improvement of ALLEY BETWEEN ADAMS STREET AND COLLEGE STREET under
Improvement Resolution No. 2719 from the north line of Humboldt Street to the.south
line of east and west alley north of Humboldt Street by constructing a Class C Pavement.
BE IT RESOLVED, by the Board of Public Works and Safety of the City of South Bend,
Indiana, that Improvement Resolutions Nos. 2677, 2714, 2716, 2717 and 2719, 1952 duly
passed by this Board on May 12, 1952, for the above improvements, be and the same Are
hereby in all things confirmed and the improvements are hereby ordered to be made.

The Board of Public Works and Safety hereby receives and places on file the
Petition of Harold G. Arveson and fourteen others for the Pavement Improvement on
ELWOOD AVENUE from the west line of OtBrien Street to the east line of Elmer Street
And
Petition of H. D. Dale and thirty-six others for the Pavement Improvement on
RANDOLPH STREET from the east line of Sampson Street to the west line of Ironwood Drive.
The above petitions were examined by the Board and referred to the City Engineer
for recommendation. The City Engineer, being present, made the recommendation that the
petition in each instance, be granted. The Board then directed that the firm of
Wilbur.H. Gartner & Associates prepare general details, drawings, specifications, and
preliminary improvement resolutions for the two pavement improvements to be constructed
and the firm was so notified June 9, 1952.
! STREET DEPARTMENT: A letter addressed to the Street Commissioner, was referred to the
Board by Mr. Tomlinson. This letter, dated June 4, 1952, from Bethel College, Mishawaka
Indiana, pertains to the poor condition in which Logan Street is being maintained, and
was referred by the Board to the City Engineer for his investigation and recommendations
jA complaint registered with the Board in regard to promiscuous dumping of rubbish
along Eclipse Place was referred to the Street Comm' sioner for the placing of "No
Dumping" warning signs at the required locations.
Considerable discussion took place relative to dog -catching and a meeting to take
place between the Board and the Sheriffts Office on the subject. Mr. Tomlinson called
attention to his need'for a new Poundmasterts Pick-up and his request met with the
approval of the Board, provided Mayor Scott adds his approval. The Clerk was directed
to proceed with the necessary advertising for bids.

ENGINEERING DEPARTMENT: A Certificate of Insurance for the period of one month, issued
for„the Cityts protection in connection with Contracts 2-A and 2-B of.the interceptor
sewer job for the purpose of accommodating Thos. D, Nolan, Contractor, in changing his
fiscal year, was accepted by the Board and ordered filed.
A petition was received for the construction of pavement on. South Lake Street from
Washington Street to Jefferson, and a petition to pave the North and South Alley between
.IRONWOOD DRIVE and 23rd STREET from Wall Street south to Mishawaka Avenue.
The above petitions were referred to the City Engineer for his investigation and
report.
TRAFFIC DEPARTMENT: The installation of STOP SIGNS were approved by the Board, as
follows:
HUMBOLDT STREET AT OLIVE STREET
JACOB STREET AT ROCK%TE DRIVE
CEDAR STREET AT TWYCKENHAM DRIVE
MADISON STREET AT JACOB STREET
BERGAN STREET AT PORTAGE AVENUE
The Traffic Engineer reported to the Board that the matter of the installation.of
traffic signals at the intersection of Sheridan Street and Western Avenue had been
referred to the State Highway Department and that a survey of the traffic at this point
will be made this week.
A petition requesting a 30 m.p.h. speed limit posting on Fillmore Road from Concord
Way to Sheridan Street was referred to the Traffic Engineer for investigation and a
report on his findings.
A complaint concerning the hazardous location of a telephone pole, having been
verified, the Board directed the Traffic Engineer to address a communication to Mr.
Fred S. Million of the Bell Telephone Company, requesting that the pole be re -set at the
required distance to eliminate the inconvenience and hazard it now causes.
Mr. Granville P. Ziegler described to the Board and Traffic Engineer, E. Miller,
the improved type of traffic flasher in use in Indianapolis at the entrance to streets
carrying one-way traffic, suggesting this type flasher would be beneficial to the
handling of South Bend traffic.
This being the hour set for the opening of bids, the Board next proceeded with this
matter, Yx. Andrysiak opening and reading the two bids received, as follows:

The bids were taken under advisement, and naming of the successful bidder deferred
until the next regular meeting of the Board.
